Project/Proposal Summary:

    MSI was awarded a three-year contract with USAID/Sudan on a project named SUPPORT (Services Under Program and Project Offices for Results Tracking), and tasked with the responsibility of executing functions normally associated with USAID’s Program and Communications offices. As a part of the SUPPORT project, MSI is currently establishing an office compound suitable for USAID and partner meetings in Southern Sudan, hiring technical and support staff and facilitating VIP visits.     Position Summary: MSI is seeking a Financial Analyst (FA) for the USAID/Sudan office to analyze and advise on the complex financial aspects of developing, designing, implementing, accounting and evaluating projects of the Mission Strategic Objective (SO) projects and programs. The FA has the overall responsibility for maintaining the accounting and financial reporting systems for the SOs in Phoenix. The incumbent advises Mission management and project officers on the development, implementation, and evaluation of the financial elements of SO projects from conception through completion and close out. The FA’s project/program responsibilities include conducting financial reviews and pre-award surveys of USAID recipients and coordinating audits of SO recipients, including developing scopes of work for audits and coordination with RIG/South Africa. The FA will report to the Deputy Controller but will act independently in the technical aspects of the duties and responsibilities of the position.

Responsibilities:

  • The incumbent provides technical assistance on project financing to host country counterparts, implementing partners, NGOs, contractors and SO staff. Assists in the formulation of financial sections of project design and implementation documents to define financial requirements and procedures. Formulates and analyzes project budgets and advises on the adequacy of budget amounts and line items details. Reviews annual financial implementation plan of recipients. Assists the SO team leader in the interpretation and analysis of project accounting data in Phoenix. Prepares quarterly pipeline and portfolio review reports for SO and Program Office reviews.
  • Conducts pre-award surveys and financial reviews of grantees and contractors. Reviews the system of internal control at recipient organizations and conducts periodic reviews to ensure that USAID funds and assets are properly safeguarded and accounted for. Makes recommendations to correct deficiencies when noted. Develops audit scopes of work and coordinates audits of SO recipients, ensures that audits are completed promptly and audit recommendations are closed within the required timeframe. Attends Mission, RIG agency-contracted and RIG recipient-contracted audit entrance and exit conferences. Reviews all draft audit reports. Prepares and implements annual audit plan for portfolio.
  • The incumbent has the responsibility for accounting and internal control mechanisms for the Mission portfolio. Prepares and posts project accounting transactions into Phoenix. The incumbent reviews and analyzes Agency and Mission management directives and policies with respect to their applicability to the project accounting and financial reporting systems. Verifies the availability of funds at SO levels of obligation, sub-commitment and sub-obligation. This position requires the analysis of problems and formulation of solutions in conformity with applicable professional accounting principles. Constantly reviews and evaluates the system of internal control to detect and correct weaknesses. Conducts regular 1311 reviews for de-sub committing/de-obligating excess funds that are made available for other SO activities.
  • Verifies and reconciles accounting data presented on the Phoenix reports and accounting records.
  • Coordinates project reports and assures the accuracy and timeliness of SO project information.
  • Coordinates with SOs in the preparation of SO quarterly accruals, ensuring the accruals are prepared and submitted to AID/Washington within the scheduled time.
  • Analyzes advances to determine correctness and monitors the advance liquidation process of grantees/contractors and SO employees.
  • Other duties as assigned by the Controller, Deputy Controller, SO Team leaders

Qualifications:

  • A Bachelor’s degree in Accounting or Finance is required. A post graduate degree in accounting or finance or professional certification in Accounting, i.e. Certified Public Accountant (CPA) or equivalent is also required.
  • Six years of progressively responsible experience in public or private or government accounting.
  • Fluency in English with the ability to write comprehensive technical accounting and financial analysis reports in English is required. Arabic proficiency also preferred.
  • The incumbent must have a thorough knowledge and understanding of professional accounting principles, theories, practices and terminology, as well as the principles and accepted procedures of U.S. and/or United Republic of Sudan governmental and business accounting, financial management, budgeting, auditing, project design and reporting requirements.
  • Incumbent to be fully conversant in all USAID audit requirements in order to effectively act as the Mission audit official. In this capacity the financial analyst closely interacts with implementing partners, audit firms and RIG/Pretoria in order to ensure full compliance with Agency requirements. Must be able to effectively direct and monitor USAID audits and ensure timely resolution and closure of audit recommendations.

  • The FA must be able to make independent judgments on the financial strength of projects and implementing agencies based on a skilled analysis of relevant accounting systems and internal controls. The position requires skills in developing and maintaining high level contacts in the GOSS and NGO/PVO institutions. The results of the analysis and resultant recommendations must be conveyed in concise oral and/or written reports.
