This request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in United Nation Development Business No. 707 of July 31, 2007, The Government of Kenya has received a credit from the International Development Association and a Grant from the UK Department for International Development (DFID) towards the cost of the Financial and Legal Sector Technical Assistance Project (FLSTAP).
It is intended that part of the proceeds of this credit be applied to eligible payments under the contracts for provision of consultancy services for the “Designing, development and deploy an online database for Kenya’s treaties for the National Council for Law Reporting(NCLR)’’. This consultancy is expected to take four months.

1. Objective
The consultancy seeks to design, develop and deploy an online database containing a list of the titles and the text of multilateral and bilateral treaties binding on or otherwise affecting Kenya. The main task of the Consultant will be to design and deliver a content management system with a relational database incorporating the text of the treaties.
2. Scope of the Work
Planning and Systems Analysis

  • The Consultant will provide an Inception Report at the start of the assignment setting out the Consultant’s understanding of the Terms of Reference and how the Consultant plans to satisfy the Terms of Reference, and undertake an analysis of the needs and requirements of the NCLR’s project and provide a Systems Analysis Report.
System Development and Deployment
  • The NCRL will provide the Consultant with the list and text of treaties, relevant pieces of legislation and other information which the Consultant will use as the seed content for the system development using open standards and the system should be in accordance with specified features
Training
  • Developer training – To ensure management of the code and the architecture of the system;
  • Administrator training – To enable the user to administer the system from an administrator’s interface, including managing updates to the system;
  • User training – To enable the user to understand and interact with the system from a Graphical User Interface
Documentation
  • The Consultant will develop and deliver system documentation and operation manuals.
3. The Office of the Deputy Prime Minister and Ministry of Finance (the Client) through its Project Implementation Unit (PIU) now invites eligible consulting firms to express their interest in providing this service. Interested consulting firms shall provide information indicating their professional capability to undertake the consultancy. Such information may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultant firms should provide the most recent profiles of their consultants showing their experience, qualifications, capabilities, references and details of past experience especially in the
area of their expertise e.t.c.

4. Interested eligible firms may obtain further information at the address given below during office hours between 0900 to 1630 hours, Monday – Friday inclusive, exclusive of public holidays, before the deadline for the submission of Expressions of Interest.
5. Complete Expressions of Interest documents in plain sealed envelopes with consultancy reference and name clearly marked on top should be sent to the address below or forwarded using the email addresses as shown below or placed in the tender box at our offices on the 7th Floor, Anniversary Towers, North Tower.
