  1. BACKGGROUND
 
The Global Fund was created to finance a dramatic turn-around in the fight against AIDS, tuberculosis and malaria. These diseases kill over 6 million people each year, and the numbers are growing. The Global Fund attracts, manages and disburses additional resources through new public-private partnership that will make sustainable and significant contribution to the reduction of infections, illness and death, thereby mitigating the impact caused by the three diseases in countries in need, and contributing to poverty reduction as part of the Millennium Development Goals (MDGs).
 
The GFAM vision and policies include that each granted beneficiary country should establish a public-private partnership composed of the main actors involved in the fight against the three diseases to be part of the coordination of the programme. In response to this requirement; the Country Coordinating Mechanism was established in May 2006. The CCM is a body which functions as a national consensus group, which coordinates call for country proposals, proposal development, review, and submission from its partners, oversee grant management, implementation, select principal recipients, and acts as the overall authority in-country on Global Fund matters. The CCM Secretariat is housed at the Ministry of Health, Government of Southern Sudan. To fulfil its core functions, the CCM Southern Sudan Sector seek to recruit a secretary to support the secretariat staff.
 
  1. Roles and Responsibilities
Under the supervision of the CCM Chair/Director General of External Assistance & Coordination and guidance and general supervision of the CCM Administrative Consultant, the Secretary shall perform the following tasks:
 
  1. Facilitate all Administrative and secretarial work of the CCM-SS secretariat including correspondence & maintaining of records and documentation concerning the CCM;
  2. Call on behalf of the CCM regular and/or special meetings of the CCM;
  3. Prepare minutes of the CCM meetings;
  4. Prepare, collect, collate and circulate all meetings in good times for CCM members and documentations including proposals, monitoring and evaluation reports;
  5. Provide and facilitate information flow between the programmes and the partners; regarding processes, requirements and performance of GFATM grants;
  6. Keep all CCM Chair informed on GFATM programme communications;
  7. Ensures adequate representation/attendance from all constituents;
  8. Liaise with relevant Ministries, authorities and national programmes which provide technical leadership for the GFATM-supported activities and assumes communication to all partners;
  9. Receive proposals from local agencies for inclusion in the country coordinated proposal for GFATM;
  10. Ensure grants oversight and progress evaluations are done timely and report presented to the CCM;
  11. Work closely with the Principal Recipients (UNDP & PSI) to ensure that the CCM is fully informed of all activities, reports, and issues concerning management of the funds received and implementation of activities.
  12. Any other duties pertaining to the CCM secretariat that may be assigned  
 
Required qualification and experience:
  1. University Degree or Diploma in Public Administration, Secretarial Science or similar studies;
  2. Proficiency at the highest level in English; knowledge of other local languages is an asset;
  3. Proficiency in reviewing and preparing minutes & programmatic reports;
  4. Professionalism: able to exercise sound judgement, pay great attention to detail, work well in  a team, culturally sensitive, demonstrate appreciation for difficult cultures and practices, project a positive image, and self-motivated;
  5. Minimum of 3 years experience in administration and secretarial work in a international setting (that is, UN organizations or Non Governmental Organizations);
  6. Computer literate: Microsoft word, excel and internet;
  7. Experience in health sector setting may be an additional input;
  8. Good interpersonal and communication skills required;
  9. Good sense of organization and able to set up a filling system;
