Capacity Building Coordinator - HealthNet TPO Juba Office

Position:   Capacity Building Coordinator
        Contract duration:    1 year with a possibility of extension, subject to performance and funding
        Probation Period: 3 months
Location:  HealthNet TPO Juba Office
Starting date:  ASAP
Date of Issue: May 10, 2010
Closing date:  May 17, 2010
Reporting to:  Country Manager 
General Responsibilities
This position will have overall responsibility for all HealthNet TPO’s South Sudan capacity building activities. The Capacity Building Coordinator will be in direct contact with programme staff, local communities, local government authorities, upcoming local civil society organisations, and will assume responsibilities for the day-to-day activities related to the implementation of the Capacity Building Project in direct collaboration with Programme Managers to:
  • Design and carry out capacity assessments for local staff, CSOs and relevant local government authorities: State Ministries of Health (SMoH) and County Health Departments (CHD), as well as local community governance structures;
  • Deliver and or coordinate delivery of relevant capacity building interventions for local staff, upcoming civil society organisations, local government authorities including State and County health departments, health professionals and management training of local beneficiary groups, and other community governance structures related to HealthNet TPO’s programmes;
  • Take lead on ensuring quality Monitoring and Evaluation (M&E) of progress towards the achievement of programme goals and objectives;
  • Coordinate and support capacity building interventions for local health staff, CHDs and SMoH in the use of Health Information Management Systems (HIMS);
  • Coordinate and support local health staff in health facilities, CHDs and SMoH in the use of health and management information to improve health indicators and service delivery;
  • Coordinate regular programme pear reviews to enhance and share learning between HealthNet TPO’s different programme sites: and
  • Lead on documentation of all Programme experiences.
 
Qualifications and personal specifications
  • Relevant University Degree with Public Health skills and M&E Experience;
  • Experience working with CSOs, State, County, and Community structures in program design, institutional capacity building, and training;
  • Experience working with health projects;
  • Excellent team skills and demonstrated ability in developing effective interpersonal relationships;
  • Demonstrated computer skills in Microsoft Office Suite applications including Word, Excel, Outlook, and Power Point
  • Ability and willingness to travel within South Sudan at least 70% of the time;
  • Strong interpersonal communication and English language skills required, knowledge of Arabic will be a big plus.

Working together with local populations, HealthNet TPO promotes sustainable healthcare development through capacity building local populations to enable them to carry out initiatives that combat disease, provide psychosocial care, restore infrastructure, and strengthen organisational systems through Performance based financing. HealthNet TPO has been working in South Sudan since 2005 in Central Equatoria and Western Bahr el Ghazal States, with a plan to expand operations to Northern Bahr el Ghazal this year.
