HealthNet TPO is a knowledge driven, non-profit organisation that works in areas disrupted by war, disaster and poverty. Working together with local populations, HealthNet TPO promotes sustainable healthcare development through capacity building local populations to enable them to carry out initiatives that combat disease, provide psychosocial care, restore infrastructure, and strengthen organisational systems through Performance based financing. HealthNet TPO has been working in South Sudan since 2005 in Central Equatoria and Western Bahr el Ghazal States, with a plan to expand operations to Northern Bahr el Ghazal this year.
HealthNet TPO is therefore looking for services of qualified candidate to fill 2 positions at the country office in Juba:
- Logistics and Administrative Officer
Reporting to: Country Manager
General ResponsibilitiesThis position will have overall responsibility for all procurement and supply functions for the HealthNet TPO South Sudan programme activities and ensuring that HealthNet TPO’s logistics procedures are well followed;
- Manage and coordinate Country programme procurements between the Regional office in Kampala, the country office in Juba, and programme locations in Yei (Central equatorial), Western Bahr el Ghazal, and Northern Bahr el Ghazal;
- Manage the processing of all tax exemptions, clearances, and transportation of all procurements/cargo to and from HealthNet TPO field sites;
- Ensure an up to date re-order quantity of essential supplies to medical facilities and coordinate with field sites to ensure timely stock replenishments;
- Coordinate all flight bookings and travel plans for all national and international staff within Sudan;
- Ensure security guidelines and procedures are up to date;
- Take lead in monitoring the security situation in the country and providing timely communication to all staff;
- Carry out all security related assignments including submission of regular reports;
- Participate in all Juba security meetings and share key issues with all staff;
- Ensure that all staff are aware of organisational rules of communication;
- Ensure that staff have access to reliable modes of communication at all times including radios, cell phones and internet connections;
- Manage an up to date country programme asset register;
- Follow up on all stock transfers and ensure proper storage procedures and standards are in place;
- Keep the Assets file updated with all necessary documents (vouchers, technical manuals, repair documents);
- Check repairs of organisational assets including vehicles and provide a monthly report on all assets;
- Provide trainings to responsible field staff in asset management, security, communication, and logistics procedures; and
- Ensure maintenance of a standard up to date filing system for the Country office.
Qualifications and personal specifications
- University Degree in a relevant business field. Vocational qualifications will also be considered;
- At least 3 years experience of working in a similar role with an international organisation;
- Excellent team skills
- Good computer skills on MS Office programmes, especially in MS Excel;
- Previous experience of managing and coordinating country programme logistics requirements;
- Strong organisational skills, and ability to interact effectively with international and national personnel;
- Demonstrated ability to multi-task and act in a timely manner; and
- Good oral and written English skills.
2. Driver/Mechanic
Reporting to: Logistics and Administrative OfficerDuties
- Driving the office vehicle for official duties and assignments
- Carrying out basic maintenance of the vehicle
- Support field sites mechanical requirements
- Reporting major technical mechanical faults on vehicles
- Maintaining basic records regarding the vehicle as required
- Ensuring the safety of the vehicle while on duty
- Keeping the vehicle clean and tidy at all times
- Ensure HealthNet TPO Vehicles comply with the GoSS transport regulations
- Carry out any other administrative duties as required
Person specification
- A Sudanese national
- ‘O’ level certificate
- Valid driving permit
- Clean driving record
- Basic Mechanical and vehicle maintenance skills
- At least three (3) years work experience in a similar field.
Essential abilities and attitudes
- Good written and communication skills in English, Arabic and one local language
- Highly pro-active and self-disciplined
