Regional Advisor - Migration and Protection, Horn of Africa: Danish Refugee Council (DRC) Jobs in Kenya

Closing date: 15 Feb 2010

Location: Kenya, Nairobi, with regular travel within Somali region, Ethiopia and Yemen.

Overall Objectives

The Regional Advisor (Migration and Protection) is an advisory position in support of The Danish Refugee Council’s (DRC) protection and advocacy work, locally and regionally. It has two inter-linked areas or clusters of responsibilities:

Firstly, the position should ensure regional coordination and provide strategic leadership of DRC’s emerging approach to mixed migration in the region; provide operational and programme development support to field offices on mixed migration issues and initiate and oversee relevant fundraising initiatives.

Secondly, the position should support the strengthening of DRC capacity and profile as a right based, protection agency and provide direct, operational support to DRC protection initiatives.

Background

DRC has been providing relief and development services in the Horn of Africa since 1997. Using a protection and human rights framework, DRC has mainly focused on Somalis who are displaced by conflict.

Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main programme offices in the Somali region, one in Yemen, one in Kenya and one regional office in Nairobi.

There are also non-operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently we have more than 150 DRC staff in the region.

The last two years have seen growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.

Key Responsibilities

The position has two main objectives:

i. Ensure regional coordination and provide strategic leadership of DRC’s emerging approach to mixed migration:

Internal:
  • Provide direct support to FO’s on how issues in relation to mixed migration should be approached, strategic and operational.
  • Develop cross-border activities and approaches.
  • Coordinate DRC regional knowledge base and information gathering on mixed migration issues.
  • Participate to developing proposals on mixed migrations in cooperation with field offices and relevant organizations.
External:
  • Lead DRC participation in MMTF and other relevant migration fora.
ii. Strengthening of DRC capacity and profile as a right based, protection agency, internally as well as externally:

Internal:
  • Provide technical support in linking DRC programmes to relevant international and national rights and standards.
  • Support involved FO’s in implementing UNHCR’s protection project (and other protection specific activities), and ensure consistency in approach and strategy.
  • Support consolidation and further development of DRC regional protection profile.
External:
  • Coordinate DRC engagement in inter-agency efforts to update relevant IDP profiling information.
  • Within the protection clusters, promote and coordinate DRC input to development of region based protection cluster strategies.
Qualifications & Experience
  • University degree, preferably in Human Rights, International Law or related field;
  • Extensive work experience within the field of human rights, particularly within the field of migrants/refugee protection;
  • Proven commitment to accountable practices;
  • Excellent analytical and report writing skills;
  • Experience in facilitating trainings and workshops;
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders;
  • Experience living and working in a cross-cultural, multi-sector, insecure, remote area environment, under team conditions;
  • Ability to work well under pressure and in adverse conditions;
  • Experience and willingness to work in the field;
  • Excellent communication skills, personable, calm and good sense of humour;
  • Fluent in written and spoken English;
  • Proven ability manage large and varied workloads, and deal constructively with stress;
  • Commitment to gender equity.
Preferable
  • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies;
  • Knowledge of working in Somali region;
  • Fluency in Arabic and/or Somali languages (written and spoken), an advantage.

Conditions

Availability: March 2010.

Duty station: DRC Regional Office in Nairobi, Kenya with extensive consultation and engagement with programme managers and field staff. Involves regular travel within Somali region, Ethiopia and Yemen.

Contract: 1 year renewable contract.

Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates (available at www.drc.dk under Vacancies). This position is graded as D2.
