Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.
This post is located in the UNEP, Executive Office, Quality Assurance Section (QAS) at the Nairobi duty station. Under the direct supervision of the Senior Programme Officer (Analysis and Performance), the Programme Analyst is responsible for review, analysis and reporting on UNEP management performance and delegation of authority as follows:

This post is located in the UNEP, Executive Office, Quality Assurance Section (QAS) at the Nairobi duty station. Under the direct supervision of the Senior Programme Officer (Analysis and Performance), the Programme Analyst is responsible for review, analysis and reporting on UNEP management performance and delegation of authority as follows:
- Analyze and report on Division Directors' use of the authorities that have been delegated to them, particularly with respect to their compliance with established rules and regulations as well as their efficient and effective use of such authorities.
- Produce internal management reviews on organizational performance in relation to general management and administration with a particular focus on administrative efficiency, management practices, compliance with United Nations policies and draw the attention of the senior management to pertinent issues and recommend appropriate management actions.
- Advise and guide Divisions on requirements and established processes related to reporting on their performance with regard to Divisional administration and disucss with them issues affecting their performance.
- Provide analytical inputs and advice on the production of six-monthly internal management reviews on programme implementation aimed at alerting senior management to issues that require timely attention.
- Participate in in-depth management reviews and studies on organizational issues particularly those emanating from the aforementioned reviews that warrant further investigation or analysis.
- Serve as QAS representative in UNEP internal and/or Nairobi based inter-agency committees and task forces.

- Good knowledge of the concepts and approaches for organizational performance assessment based on key performance indicators;
- Strong analytical skills in undertaking performance reviews in areas of general management and programme/project delivery;
- Ability to identify performance issues and recommend sound solutions;
- Ability to apply judgment in the context of assignments given.
- Good understanding of administrative policies, rules and regulations and preferably UN administrative knowledge.

- Good interpersonal and communications skills;
- Ability to prepare written reports and papers that are clear, concise and meaningful.
Qualifications
Education: Advanced university degree (Master’s degree or equivalent) preferably in business or public administration, accounting, operational research, statistics, information technology or related field. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience: A minimum of five years of professional experience in areas of programme/project management and/or financial management. Experience in analysis of organizational performance and managerial accountability is required.
Languages: English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required; working knowledge of French is desirable. Knowledge of other United Nations languages is an asset.
Other Skills: Excellent computer skills in MS-Office suite are required.
