Required Competences
- Advanced University degree in Medical/Public Health, Humanitarian Aid studies or working experience in wat-san/health/emergency projects which leads to a similar competence
- Experience (minimum 3 years) in humanitarian aid/emergency context
- Previous experience in the management of emergency and relief projects
- Knowledge of emergency relief policies and practices within ECHO, UN, other international donors
- High professional commitment for the provision of high quality emergency projects
- Able and willing to live, work and travel in an insecure environment, following strict security guidelines at all times
- Flexible approach in managing and prioritising a heavy workload and multiple tasks in a difficult environment with tight deadlines
- Excellent ability in complex negotiation and to take quick and appropriate actions
- Strong communication skills, with fluent written and spoken English
- Ability to work independently and to prepare accurate and timely report to donors
Desirable Competences
- Previous experience in the management of ECHO projects and/or UNHCR/Unicef
- Previous experience in remote control project management
- Extensive water and sanitation programme management experience in developing countries, particularly in conflict zones
- Previous work experience in Somalia.
- Good knowledge of Somali would be an advantage
- Be able to facilitate the further development of emergency programmes in the area and to identify and quickly react to funding opportunities
Work Context
In Central and South Somalia as well as in South Mudug, the goal of Cesvi mission is to address the humanitarian and health crises while increasing the capacity of local structures to deliver effective and quality health care services as the humanitarian aid situation in the region is critical and there are many basic needs to be covered.
The lack of primary health centres leads to poor population health conditions, especially with regard to vulnerable groups who cannot have access to private health structures.
These problems are further exacerbated by the long distances to urban health facilities and by the security issues that hinder the movement of patients and doctors to and from hospitals or health centres.
The quality of services in urban health structures is inadequate: poor hygiene conditions, scarcity of water, long waiting hours, etc.
Population has increased due to several factors including internal and external migration, however there is low population density in rural areas which constitutes a challenge to provide proper basic health care to the population.
An adequate referral system is needed: ensuring a diffuse presence in remote areas will allow to prevent serious diseases outbreaks, to provide basic health care and screening and to support and assist persons in need to reach high quality health care.

Job Description
The collaboration will start in march 2010
- She/He will be responsible for one of the component of the project management, implementation of the project and for overseeing administration, accounting, procurement and staffing issues related to the project.
- Directly supervising the programme and support staff, the post holder will manage and coordinate all aspects of the health project including support to the planning, design, implementation and monitoring of activities and advice on medium to long-term strategy for the region.
- Oversee the planning and implementation of the activities and ensure that objectives are achieved and that appropriate quality, functioning and accessible health service is established and maintained.
- Provide adequate and timely technical guidance, supervision, capacity building and management support to the local staff and actors involved in the project
- She/He will ensure that the right support is given in terms of identification of needs and existing competencies; development of curricula; coordination; supervision; facilitation support and; progress assessment.
- She/He will keep all the actors involved in the project and ensure effective negotiation with the local authorities and communities for enhancing project implementation.
- Represent Cesvi in various coordination fora and ensure coherence of Cesvi mission and strategy with that of the Health Sector for Somalia.
- Manage liaisons with ECHO, local and international NGOs and IGOs, private sector, civil society associations and other counterparts.
- She/He will keep informed of activities donors, UN and NGOs active in Somalia to ensure proper advocacy and improve collaboration and coherence of interventions.
- She/He will be responsible for the timely preparation and submission of required reports for submission to donors and other partners.
- Facilitate effective and timely communication between HQs and ECHO.
- She/He will ensure the elaboration of monthly internal report to be submitted to the Desk Officer for Somalia on achievements, projects, problems encountered, pertinent developments and strategic needs.
- She/He will ensure effective distance supervision / remote control when in Nairobi.
- Work closely with the Project Manager in Somalia and the Regional Coordinator to enhance project implementation.
- Coordinate with the security team support at regional and HQs level providing regular information and monitoring identified security risks.
- She/He will be involved in visibility actions taken by Cesvi HQs in order to promote in-country activities and to raise funds accordingly.
- She/He will report to the Desk Officer for Somalia at HQs level and coordinate with the Regional Coordinator at Nairobi Office.
- She/He will be based in Kenya (Nairobi) and might travel in Somalia according security situation.
