Overall Objectives
The Danish Refugee Council (DRC) invites applications for the position as Programme Manager for DRC’s new Great Lakes Regional Refugee/IDP Rights Programme.
The overall objective of the programme is to enhance peace and security in the Great Lakes region by strengthening the protection of refugees, internally displaced persons and other displaced populations.
Background
East Africa, and the entire Great Lakes region, is known for its volatile state structures and protracted conflicts. Internal conflicts, wars and cross border disputes abound in this part of Africa.
Consequently huge population groups find themselves displaced from their place of origin, whether as refugees or IDPs.
The objectives for this programme are to enhance peace and security in the Great Lakes region by strengthening the protection of refugees, internally displaced persons (IDPs) and other displaced populations’ human rights through:
i) capacity building of national NGOs working with displacement issues and
ii) enhancing refugees’, IDPs and other displaced groups’ rights by linking national NGOs to the International Conference on the Great Lakes Region and other regional arrangements and institutions such as the East Africa Community and the African Union.
The programme is funded by SIDA and has a 3-year programme period starting from January 2010.
Initial countries of focus are: Kenya; Uganda; Central Africa Republic; Sudan and Burundi.
The programme is implemented in close collaboration with International Refugee Rights Initiative (IRRI) based in Kampala, Uganda.
The programme will be managed out of DRC Regional Office in Nairobi.
Key Responsibilities
The Programme Manager (PM) is responsible for the overall management and implementation and further development of the programme, including management of programme staff (2-5).
In addition, the Programme Manager is responsible for facilitating active relations with programme partners; relevant government entities and to link up with DRC’s Country Offices in relevant countries.
The Programme Manager is based in Nairobi, but is expected to spend up to 50-70% of the time travelling in programme countries. The programme is governed by a Steering Committee (SC) with representation of DRC; IRRI and two programme partners.
The Programme Manager Reports to the SC on programme matters, on all other matters the PM reports to DRC Regional Director in Nairobi

Qualifications & Experience
- University degree, preferably in Human Rights, International Law; and/or Civil Society Development or related field;
- Extensive work experience within the field of human rights and civil society development, preferable within the field of refugee/IDP protection;
- Experience working with International and national NGO’s, UN agencies and National authorities.
- Proven commitment to accountable practices;
- Excellent analytical and report writing skills;
- Experience in facilitating trainings and workshops;
- Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders;
- Experience living and working in a cross-cultural, multi-sector, insecure, remote area environment, under team conditions;
- Ability to work well under pressure and in adverse conditions;
- Excellent communication skills, personable, calm and good sense of humour;
- Fluent in written and spoken English and French;
- Proven ability to manage large and varied workloads, and deal constructively with stress;
- Commitment to gender equity.
Preferable
- Knowledge of working in Great Lakes region.
