General Description of the Programme:
GOAL has been working in Sudan for over 30 years with bases in North and South Sudan focussing on primary health care programmes. Funding for these programmes is derived from a variety of donors including OFDA, ECHO, DfID, Irish Aid and GOAL public funds.
General Description of the Role:
To work with the HR departments in ensuring that the timesheet process is fully compliant with donor requirements both for the current year and past years and that all staff employment records are accurate and complete.
Where time allows to also review the beneficiary distribution process and procedures and documentation.

Duties and responsibilities:
- Ensure that all timesheets required for key donors for the years 2006 to 2009 are in place and reconciled to records.
- Hire staff and management to assist in the processes where necessary.
- Ensure that the procedure for completing timesheets for 2010 is in order and maintained on a monthly basis. Perform an audit to ensure this is the case.
- Ensure that all staff employed by GOAL have employment contracts and review the control on this procedure. Also ensure that all historical staff contracts are in place by performing audits on prior years. Carry out further tests where gaps are substantial, ensuring that amendments to contracts are on file also.
- Review the archiving process for GOAL Sudan and present recommendations.
- Where time allows, to review the beneficiary distribution system(s) and provide recommendations for improvements or changes.
- Any other duties as required
Requirements:
- Qualification in administration, HR or finance
- Excellent excel and word skills - attention to detail is necessary
- Work experience in busy, changing environment
- Excellent written and spoken English, communication and training skills
- Ability to work in a supervisory capacity.
- Training and management skills are required and ability to work with a multinational team.
- Multi-tasking, organisational and prioritisation skills essential.
- Ability to travel at short notice and live in basic conditions if required (not expected to happen very often)
