SCOPE OF WORK
Consultant – English and Computer Skills Trainer
Primary Location: Renk, Upper Nile
Background:
Mercy Corps is an international development organization. We are working with the government of Southern Sudan and the United States Agency for International Development (USAID) to enhance the capacity of state, county, and local governments to plan, manage and provide services to the citizens of Sudan. This program falls within the Democracy and Governance objective of the USAID BRIDGE program. The program will deliver the peace dividends envisaged by the implementation of the Comprehensive Peace Agreement (CPA), by facilitating government support that enables citizens to live peacefully, earn a successful livelihood, access to clean water and sanitation facilities, and provide children with basic education.
GENERAL POSITION SUMMARY:
The English and Computer Skills Trainer will work with the Local Governance Advisor to increase the capacity of local government agencies, officials and staff to deliver services to the people of Renk, Mellut and Mabaan counties in Upper Nile State.
Computer Training:
- Develop a comprehensive Computer Skills training program for Government staff
- Train staff on the set up, operation and basic maintenance of computers, printers, servers, and other hardware
- Train staff on software, including MS Office, Word, Excel, PowerPoint, Outlook, Project, Anti-Virus and other relevant applications
- Learn and train staff on Ministry of Finance accounting and budgeting software
- Work together with the LINCS ICTO Officers, Specialists and Project Managers to operate the Renk Resource Center
- Implement Mercy Corps Sudan ICT Policy. This will include data back up, virus protection, regular maintenance of systems, proper internet usage, protect software license breach, and etc.
- Enforce safe and secure computer use within the organization and resource center;
- Ensure that computer/ communication equipment inventory is regularly updated; and
- Support Mercy Corps staff with IT maintenance and training needs
- Carry out any other duties as assigned.
- Manage training environment
- Prepare, administer and grade examinations, quizzes, papers, and other assignments
- Market the Computer Training program to local government staff and officials; recruit and retain students.
- Maintain student registers, attendance records, grades and other records
- Support LI NCS Resource Center as required, including the computer training center
English Language Training
- Develop a comprehensive English Skills training program for local government staff
- Prepare lesson plans
- Identify teaching textbooks and other materials
- Develop teaching aids
- Train government staff on grammar, reading comprehension, writing, verbal communication and other basic language skills
- Develop specialized trainings for technical staff in health, engineering, legal, finance, sciences and other fields
- Manage training environment
- Prepare, administer and grade examinations, quizzes, papers, and other assignments
- Market the English Training program to local government staff and officials; recruit and retain students.
- Organize out-of-classroom activities, such as social events and study tours for students to practice English with native speakers
- Maintain student registers, attendance records, grades and other records
- Support LI NCS Resource Center as required, including the English language resources in the library
General Duties
- Perform administrative tasks associated with the program
- Contribute to the BRIDGE program design and management
- Maintain a safe and secure working environment for self and colleagues
- Perform other duties as assigned

KNOWLEDGE AND EXPERIENCE:
- Three years experience as a Computer or English Teacher and technical degree in computer science, English or related field OR
- Seven years experience as a Computer or English Teacher
- Fluent written and spoken Arabic and English.
- Prior capacity building, teaching or training experience preferred.

The consultant will be based in Renk, Upper Nile State with frequent travel to Malakal, Mabaan and Mellut counties. The climate is very hot, humid, rainy, muddy and dusty.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Staff/consultants are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
