Humanitarian Programme Officer – (Re –advertised)

Trócaire’s Horn & East Africa Regional Office (HEARO) in Nairobi seeks to fill the position of Humanitarian Programme Officer for its Regional Humanitarian Programme Unit based in Nairobi, with particular responsibility for, and travel to, Sudan. The possibility exists that the position may be relocated to Sudan.

Trócaire is the development agency of the Irish Catholic Church, and works in solidarity with local development actors in over 30 countries throughout the developing world. Trócaire works through local partners to implement programmes in Sustainable Livelihoods, Governance & Human Rights, Preparing for & Responding to Emergencies, HIV/AIDS, Promoting Gender Equality and Environmental Justice.
Scope of the Role: The position is located within the Regional Humanitarian Unit, and reports to the Regional Humanitarian Officer. The successful candidate will have a regional mandate with a specific focus on Sudan. The position requires:

  • an ability to support humanitarian programmes through local partnerships,
  • an ability to build the humanitarian capacity of local organisations,
  • capability to conduct contingency planning;
  • an ability to support proposal and report writing for internal and external funding.
Duties and Responsibilities
Programme coordination:
  • To develop a programme strategy with partners and relevant Trócaire staff to respond to the Sudan context needs and any other humanitarian crisis;
  • Develop annual budgets and work plans to guide Trócaire’s humanitarian response in Sudan;
  • Review new and existing proposal applications from partners with a view to recommending them for funding;
  • Prepare project summaries, reports, annual country reports;
  • Prepare donor proposals and reports with partners.

Capacity building of partners
  • To support a portfolio of Sudan partners and others involved in humanitarian action;
  • To identify capacity needs among partners, develop and implement capacity building action plans;
  • Support partners in the technical development of their programmes and skills.

Networking
  • To network with other organisations in Sudan and ensure that Trócaire and its partners’ are well represented;
  • Liaise with other stakeholders.

Monitoring and evaluation
  • To develop a monitoring strategy for Trócaire’s humanitarian programmes in Sudan;
  • To support partners in their monitoring and in producing timely proposals and reports, which comply with Trócaire and donor standards;
  • Facilitate project reviews and evaluations as required;
  • Contribute to organisational learning through systematic documentation, monitoring, evaluation and reporting on the programmes and active participation, coordination and sharing with other staff working in the region.

Administration & finance
  • Manage humanitarian programme work in Sudan;
  • Timely preparation and submission of partner budgets and proposals for approval;
  • Monitor partners’ financial reports and ensure that audits take place, working closely with regional finance staff;
  • Ensure that risk assessments of Sudan partners are conducted.
  • Ensure adherence to donor requirements where relevant.

Qualifications required

  • Advanced university degree (Masters or equivalent) in social sciences, development studies, or related field;
  • Technical skills in humanitarian response including knowledge and experience of SPHERE standards, Good Enough Guide and Code of Conduct;
  • A minimum of 4 years’ humanitarian experience, preferably from working through partnership with local organisations;
  • Managing programmes at the local, national, or international level in a culturally diverse organisation, preferably with an International NGO;
  • Good knowledge of humanitarian issues in Sudan.
  • Knowledge and experience of designing, implementing through partnership, and monitoring of externally funded programmes, including proposal and report writing.
  • Proven leadership, management experience, inter-personal and analytical skills, excellent communication skills in English, and one or more Sudanese languages is desirable.
