Request for Expressions of Interest for Technical Assistance for Monitoring and Evaluation of WaSSIP Project: AWSB/WaSSIP/Comp. 1/C-1/2010

This Request for Expression of Interest follows the general procurement notice for this
project that appeared in Development Business, issue No. 715 of 30th November 2007.

The Government of Kenya has received a credit from International Development Association (IDA), and intends to apply part of the proceeds for Technical Assistance for Monitoring and Evaluation of WaSSIP Project.

The services required will include:
  1. Review of the listed project key performance and outcome indicators and associated targets and suggesting appropriate changes.
  2. Design of a detailed work plan to monitor the indicators during project implementation.
  3. Design of a plan for evaluating the results of the monitoring procedure, specific to each of the project component.
  4. Recommending the organizational arrangement for implementing the M & E plan.
  5. Conduct four (4) participatory training workshops for AWSB, CWSB and LVNWSB over the 5 year project duration.
The Athi Water Services Board now invites eligible consultants to indicate their interest
in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc).

The consultant should have:
  1. The consultants are expected to be experienced professional, with a Masters degree in Economics, Engineering, Statistics or Finance and at least three years’ relevant expertise in project monitoring and evaluation.
  2. Knowledge of the state-of-the-art technologies in project monitoring and evaluation, including management of different sources of data and multiple indicators, and planning for complementary evaluations is necessary.
  3. Practical computer skills (MS Word, MS Excel, MS Project) and other MIS systems.
  4. Experience in operations of water utilities and construction of water and sanitation facilities.
  5. Experience in Government and water institutional functions and development partner projects.
  6. Should have carried out at least one M and E assignment for an organization in the last three years.
Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower, May 2004 (Revised October 1, 2006).
