Job Description:
SCOPE: To provide technical support to World Relief's Maternal and Child Health (MCH) programming, including USAID-funded Child Survival projects, with a focus on the African Great Lakes region. This is a field-based, technical unit position requiring regular travel.
REPORTS TO: Director of Maternal and Child Health
RESPONSIBILITIES:
The MCH Regional Advisor is responsible for mentoring program managers in the successful implementation of technically sound MCH projects. The MCH Regional Advisor may also be called upon to contribute to the design of new project proposals as needs arise.
The MCH Regional Advisor is expected to monitor the progress of MCH projects in their portfolio, prioritizing technical support needs such that performance is maximized across all projects given available resources.
The MCH Regional Advisor is expected to build strong working relationships with WR country leadership focused on jointly achieving the mission and objectives of MCH programs within that country.
Specific activities include the following:
1. Participate in the recruitment and selection of managers and other key technical positions.
2. Assist managers to establish and follow realistic work plans designed to achieve project objectives.
3. Train (or facilitating others to train) field staff in basic program components (e.g. C-IMCI, PD/Hearth, reproductive and newborn health and HIV/AIDS prevention) and special topics (e.g. monitoring and evaluation systems, behavior change communication strategies and curriculum development) as needed.
4. Communicate regularly with project managers and key staff via email, phone and in-person to follow progress and advise on technical issues. Review and provide feedback on regular written reports. Inform Country Office management (Director of Programs and Country Director) and Director of MCH of progress and issues requiring additional support.
5. Participate in Mid-Term and Final Evaluations. Ensure adequate, timely reporting to donors including USAID, Unicef and others.
6. Facilitate review of materials to be used by WR for communications and marketing purposes to ensure accuracy.
7. Manage grant funds and sub-agreements by preparing annual budgets in consultation with the field, ensuring regular financial reporting and monitoring project expenditures to detect and follow up on significant variances.
8. Stay abreast of technical literature and resources to keep WR MCH programs at the forefront of innovation. Represent WR MCH programs in professional forums.
9. Cultivate relationships with technical donors and key government and NGO actors to anticipate funding trends and strategic partnerships.
10. Provide collaborative support to country offices in the design and implementation of mission critical MCH initiatives and/or programs for their respective countries.
The employee’s Performance Monitoring Plan objectives will established in conjunction with the Director of MCH. However, they will be approved of by the WR Rwanda Country Director with regard to WRR-specific activities.
QUALIFICATIONS: 1. Relevant master’s degree required. Clinical experience as a doctor or nurse a plus. 2. Minimum 5-7 years experience working in public health in a developing country. 3. Strong English writing skills and analytical abilities. 4. French fluency and local language skills highly preferred. 5. Cross-cultural sensitivity a must. 6. Able to work highly independently and as part of multiple teams. 7. Able to travel 35% of time. 8. MS Word, Excel, EPI INFO, WWW/internet fluency. 9. Commitment to World Relief's Mission.
