The successful candidate will be responsible for facilitating program/project design, training, planning, information
gathering, synthesis, reflection, monitoring and evaluation and reporting processes within Plans’ Program Accountability and Learning System (PALS).

The incumbent will report to the Monitoring & Evaluation Manager.
Key responsibilities
- Develop country monitoring and evaluation systems and framework;
- Design and Implement research studies and evaluations;
- Train program teams and ensure systems are running well;
- Provide participatory M&E training to staff, collaborators and partners;
- Facilitate country to institutionalize and operationalize Program Accountability and Learning Systems;
- Assist in report preparations and provide program support to technical advisers;
- Design and implement research studies and evaluations including dissemination of results for program design, implementation and improvement;
- Provide assistance to maintain updated Monitoring Information Systems at the Country Office and Development Areas;
- Facilitate in the development of Development Area long term plans, programs and annual plans;.
- Participate in the design and dissemination of the Country Strategic Plan and Country programs;
- Assist in review of Terms of Reference, research and evaluation reports and project proposals.
- Monitor corporate systems.
- Supervise external consultants.
Qualifications, experience and skills
- A Bachelors degree in social sciences; Masters Degree in the same field would be an advantage.
- At least 5 years hands on experience in social science research, monitoring & evaluation.
- Demonstrated skills in usage of two recognized statistical packages eg SPSS, Epi-Info, Excel and Access.
- Budgeting, financial & program tracking skills.
- Documentation skills
- Experience in partnership building, advocacy and networking.
- Good working experience in Community participation and in Development/Programming
