Catholic Justice and Peace Commission Terms of Reference: Evaluator of peace building projects in the dioceses

Project: Peace Building and Conflict Management

Task: Evaluation of peace building and conflict resolution projects in the 25 dioceses

Location: Take Place in 25 Dioceses Countrywide

Starting Date: Immediate

Duration of the field mission: 4 weeks

Time dedicated to document review: One Week

Time dedicated to the report writing: 3 Weeks

Under responsibility of: Catholic Justice and Peace Commission

Detailed Tasks Description
  1. The evaluation methods should be clearly outlined in the report and their appropriateness, relative to the evaluation’s primary purpose, focus and users, should be explained pointing out the strengths and weaknesses of the methods.
  2. A description of the overall flow of the evaluation process that is sequence of the key stages given in evaluation report.
  3. The evaluation approach and the methods used to collect and analyze the data should also be described.
  4. The evaluation should assess the effects of internal (Strengths, Weaknesses, Opportunities and Threats) and external (Political, Economic, Social, Technological, Environmental and Legal) environments and its appropriateness for the evaluation should be outlined.
  5. The evaluation report should outline the sources of biases that might have affected the evaluation and how these have been counteracted.
  6. The evaluation report should also present the key constraints to carry out the evaluation for example lack of baseline data, lack of access to information sources, use of translators, and the effect of these constraints.
  7. Whether secondary sources will be referred to, the evaluator should indicate the level of reliability of the given information.
  8. After the field work, the evaluator will present and discuss with the Catholic Justice and Peace Commission team the preliminary findings and the proposed recommendations.
  9. The first draft of the evaluation report should be shared with the CJPC coordinators
  10. The final revised copy be handed over to CJPC National Office.
Expected Results
  1. A narrative report (max 75 Pages) including the executive summary which will not be more than two pages.
  2. A separate table summarizing the main findings and the lessons learned.
  3. A separate table showing different recommendations and its tips for their implementation (who will be in charge of implementing this recommendations, when? Dead line? Necessary means? Who will be in charge of checking that recommendations are being implemented and when? Extra).
  4. Relevant maps and photographs of the assessed zone and program.
  5. A PowerPoint Presentation of the main findings and recommendations of the evaluation must be submitted to KEC – CJPC in order to facilitate dissemination of the results of the evaluation to stakeholders.
Qualification of the Lead Consultant
  1. At least a Masters Degree in Project Management, or Social Sciences related to Peace and Conflict Studies
  2. A minimum 5 years of proven experience with NGOs
  3. Proven experience in similar evaluation context
  4. Strong methodology and writing capacities
  5. English and Swahili Speaker
