Monitoring and Evaluation

The Monitoring and Evaluation (M&E) Advisor will lead efforts to collect, analyze, and present data on efforts of a USAID supported project, to improve capacity to properly diagnose, manage, and treat cases of pediatric Severe Febrile Illness. As most of the cases that present Severe Febrile Illness are related to and may be diagnosed as malaria, the Monitoring and Evaluation Specialist will also complete data collection and analysis on activities tied to malaria prevention and treatment. Other likely monitoring and evaluation activities will include examining indicators related to child health, infant mortality, and IMCI and malaria case management with regards to project activities and interventions. The results of these monitoring and evaluation efforts will help to document improvements in case management, change design and implementation of project activities as needed, and provide information for training and building of capacity for health providers. The M&E Advisor will be responsible for developing and executing an M&E plan, in consultation with other staff members, the Tanzanian Ministry of Health and Social Welfare (MOHSW), USAID/Tanzania, and other project partners ranging from faith-based organizations to health providers. Since this project will focus on the Lake Zone of Tanzania, the M&E Advisor will be based at the project's office in this region.
Specific responsibilities include:
Coordinate and contribute to the development of a project Performance Monitoring Plan
Oversee collection, analysis, and reporting of baseline M&E data and ongoing M&E data collection, analysis and reporting according to project M&E plan.
Prepare and ensure timely submission of project performance monitoring plans, including developing and defining program indicators and sources of data, as well as contributing to annual work plans, other project progress reports
Provide technical assistance to the project regarding data development and analysis for various project activities, important technical information for trainings and capacity-building workshops, and other project activity needs.
Participate in the plan for dissemination and lessons learned and present results of program achievements and outputs in written reports and at conferences and meetings.
Assist with program evaluations of efforts to support health facilties, and using information gained from these evaluations to inform national and local leaders on the strengths and weaknesses of facilities to manage cases of severe febrile illness, and of the data collection issues regarding this health concern at the facility-level.
Skills/Knowledge Required:
Master Degree with 8-10 years of experience, or PhD with 5 years of experience in public health or related field.
Five years of relevant professional experience in designing and implementing M&E activities and special studies for donor-related activities in Tanzania. Experience with USAID is preferred.
Demonstrated expertise in both quantitative and qualitative research methods; firm command of M&E issues
Experience supervising monitoring efforts.
Strong knowledge of child health, malaria, and IMCI/case management within the context of the Tanzanian health care system
Completing M&E work on the district-level in Tanzania is strongly preferred.
Demonstrable analytical skills to measure the health impact of the project's activities.
Strong writing and organizational skills for monitoring and reporting on program and study results.
Strong interpersonal skills and communication skills, initiative, and good judgment.
Ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy.
Fluency in English required. Knowledge of Swahili preferred.
