Consultant job in Uganda

Background:
The East and Horn of Africa Regional office has identified the need to strengthen the skills of its managers and staff in the field in the utilization of Atlas as part of its effort to improve its programme delivery. Improved skills in use of Atlas will enable managers to take more timely action in terms of improving delivery as well as in the correction of data in Atlas. Furthermore, this would make the process of reporting and tying narrative reports and financial reports easier particularly when donor contracts come to an end and or when ad hoc reports are required.

In addition to the needed training in the use of Atlas, programme managers need to be trained in general programme management monitoring and evaluation; and UNIFEM Implementing partners (mainly Non –governmental organizations) need assistance with capacity building in financial management and programme reporting.
UNIFEM is therefore seeking to recruit consultants with expertise in one or more of these practice areas namely; financial management through Atlas, programme management, monitoring and evaluation; and partner capacity building in financial management and programme reporting.
Tasks and Responsibilities:
The selected candidate under the supervision of the UNIFEM Country Programme Manager in the country, carry out the following tasks:
1. Prepare a training curriculum on Financial Management in Atlas for Country Program Managers and their OICs based on their functions as outlined in the UNIFEM Internal Control Framework.
2. Prepare lesson plans applicable to the delivery of the training. The level of training should be appropriate to assessed needs of the staff of the Country Office including those who have not previously interacted with Atlas.
3. Prepare a training curriculum on Programme Management and Monitoring and Evaluation for programme staff of the Country Office;
4. Prepare a training curriculum for UNIFEM Implementing Partners on Programme Financial Management and Reporting tailored to the assessed needs of the partners;
5. Prepare a schedule of the training programmes including their roll out in consultation with the Country Programme Manager;
6. Respond to any requests for customization of the training programme according to the needs of the Country Office and Implementing Partners;
7. Share knowledge throughout the duration of the training period on good practices in management of delivery against donor resources and donor contract requirements;
8. Prepare detailed evaluations of each participant and include recommendations for further capacity building through advanced training.
9. Submit a final report on the trainings describing the training methodology and results and recommendations for follow up training where required.
Duration and Management:
The duration of the contract is 6 months with at least 5 days of scheduled training each month and at least 5 days of follow up consultations every month(-total time 10 days per month) for a total of 60 days. The contracted individual will work under the direct supervision of the UNIFEM Country Programme Manager with support from the East and Horn of Africa Sub Regional Office in Nairobi.
Competencies:
● Communications: excellent communications and interpersonal skills and experience in working effectively in the diversified work environment of the United Nations;
● Professionalism: flexibility to make ad-hoc changes as and when the need arises; ability to perform under stress; willingness to keep flexible working hours.
● Teamwork: ability to establish and maintain effective working relations as a team member, in a multi-cultural, multi-ethnic environment with sensitivity and respect.
● A self-starter, able to work with minimum supervision, with sound judgment.
Required Skills and Experience
● University Degree in relevant field.
● At least 5 years experience in financial and or programme management within the United Nations Development Programme (UNDP).
● Demonstrated capacity to design and implement training programmes including course curriculum, materials, learning aids and lecture notes.
● Ability to foster and maintain a safe and healthy learning environment and participatory learning culture.
● Operational understanding of UNDP financial policies and procedures.
