The Task Force on the Implementation of the Sexual Offences Act (SOA) has been entrusted by the Hon. Attorney General, as the implementing Minister under the Sexual Offences Act, with the task to establish policies that will guide the full implementation of the Act through analysis and audit of all laws and policies to identify, highlight and make recommendations on necessary amendment and action so as to ensure that they are in line with the provisions of the SOA.

The Task Force secretariat is responsible for the overall management and administration of the work of the Task Force.

In this regard the Task Force in collaboration with the GTZ Good Governance Support Project seeks to recruit the services of a Research Advisor whose contractual arrangement with GTZ will be for a period of one year.

Duties and Responsibilities:

The successful candidate will be responsible for the oversight and coordination of research activities related to the implementation of the Sexual Offence Act.

In particular he/ she will:

* Conduct a desk review of national literature and existing research on Sexual and Gender Based Violence (SGBV) in Kenya.
* Develop the research strategy and work plan and follow-up the timely implementation and achievements of research outputs.
* Liaise with the network of research institutions, individual researchers, civil society and relevant government departments to map out and analyze available research and data collection activities on the implementation of the Sexual Offences Act and assess research and data needs.
* In collaboration with the Task Force members establish benchmarks and design an integrated system
to collect disaggregated data on SGBV and monitor the implementation of the Sexual Offices Act in compliance with the mandate of the Task Force.
* Develop a common methodology for data gathering, processing and analysis of data on SGBV in coordination with the Joint Secretaries and in close cooperation with research partners.
* Provide effective research support to the Task Force members in terms of research methodology, planning, drafting of terms of reference, recruitment of experts and analysis of research results.
* Provide high quality advice and support to the Task Force Members on statistics, data collection, including the development of new data collection tools or the improvement of existing ones.
* Coordinate research related programme activities with the Members of the Task Force and involve them in dissemination of research results and the implementation of the programme activities.
* Review research results and develop user-friendly information, education and communication (IEC) materials accessible to the general public in accordance with the IEC Strategy.
* Facilitate and foster team-work and communication among members of the Task Force, research institutions and partners at all levels.
* Liaise with relevant functional units to guarantee the implementation of research activities with an enlarged network of partners.

Desired Qualifications and Experience

* University Degree in Social Sciences, International Affairs, Economics, Gender and Development, Law, or related fields. A Masters degree will be an added advantage.
* Three years of working experience in research management and conducting research, reporting or monitoring of research programmes;
* Experience in liaising with governmental and non-governmental institutions;
* Extensive experience in the field of gender, sexual and gender based violence in Kenya or East Africa.
* A sound understanding of the new Constitution

Skills and Competencies

* Excellent writing, communication and good negotiation skills; ability to draft clearly and concisely;
* Track record of preparing reports and publications;
* Ability to conceptualize and design research techniques and data analysis covering a wide range of related issues; proven track record in social research;
* Personal commitment, efficiency, flexibility, drive for results and creative thinking;
* Demonstrated gender awareness and gender sensitivity;
* Ability to work effectively and harmoniously with colleagues from varied professional backgrounds;
* Good level of computer literacy;
* Good knowledge of creating and maintaining databases.
