GTZ Project Advisor Job - Task Force on the Implementation of the Sexual Offences Act

The Task Force on the implementation of the Sexual Offences Act (SOA) is implementing a 1-year program that aims to facilitate implementation of the Act and prepare for a long term coordination structure that will oversee full implementation of the Sexual Offences Act.

The program will have a strong focus in policy development, research, and gender. The program will be implemented and managed by the Secretariat of the Task Force.

The program has three major outcomes:

1. Policy Development;
2. Education, Training and Awareness;
3. Sustainability.

A major component of the program is the long term sustainability and full institutionalization of a long term coordinating body that will take over from the Task Force.

This entails the development and implementation of projects that contribute to its long term sustainability and are within the Task Force's mandate of supporting the implementation of the SOA.

In this regard, the Task Force in cooperation with the CTZ Good Governance Support Project seeks to recruit a Project Advisor whose contractual arrangement with GTZ will be for a period of one year.

Duties and Responsibilities

The incumbent will be responsible for the implementation of Task Force activities within the thematic/sectoral areas assigned.

More specifically, the incumbent will carry out the following tasks:

* Provide technical and advisory support to the Task Force members in the development of relevant strategies to assist with the implementation of the Sexual Offence Act.
* Support the timely implementation of the Task Force activities and achievement of outputs in close coordination with the Joint Secretaries in compliance with the Task Force mandate.
* Assist the Task Force to establish a formal coordination mechanism between key service providers within the referral network of Sexual and Gender Based Violence (SGBV) prevention and support services, and develop a template for an effective referral system to enhance interdisciplinary response to SGBV.
* Assist in the development and implementation of referral protocols, policies and other guidelines as necessary to improve the functioning of the referral network of support services, in consultation with all relevant stakeholders, including NGO partners and government ministries, in line with the principles contained in the National Guidelines on the management of Sexual Violence
* Assist the SOA Task Force, GTZ and its implementing partners to extend the referral network of support services to at least 10 pilot stations.
* Assess the capacity needs of SGBV service providers and propose suitable interventions.
* Provide technical advice and guidance to all Task Force Members and other relevant partners.
* Conduct public awareness campaigns and education on the Sexual Offences Act.
* Organize meetings of the Task Force members, partners, including agenda, venues, logistics, content and minutes.
* Review and prepare the annual reports of the Task Force
* Prepare the periodic project activity, progress and status reports in line with GTZ requirements.

In addition, the incumbent will be expected to carry out the following administrative and financial activities:

* Formulating payment requests and obtaining necessary approvals in line with the project document
* Compile project budgets and costing of necessary administrative and support services.
* Produce regular narrative and financial reports as requested by GTZ Nairobi Office

Desired Qualifications and Experience:

* A Masters Degree in one of the following: Social Sciences Gender and Development, Law, Economics or related field.
* At least 3 years experience in program management and policy development work involving government, NGOs, private sector and donor institutions.
* Linkage and networking skills with government agencies, private sector and donor institutions.
* A sound understanding of the new Constitution
* A working knowledge of the donor community, donor policies and public policy environment.
* Extensive knowledge and experience in gender, sexual and gender based violence.
