The International Medical Corps (IMC) is an international non- profit NGO that seeks to recruit applicants for the following positions for a recently funded Centers for Disease Control (CDC) project in Nyanza, Kenya. This program will carry out evidence based interventions for HIV prevention and HTC in youth, the general population and MARPs.
This program will be implemented in collaboration and partnership with the Ministry of Health -Government of Kenya’s (GoK) provincial, district, and facility level staff and other CDC implementing partners in Suba and Migori Districts.
Program Manager
Key Responsibilities
Responsible for oversight of the Tekeleza MARPs Project supported activities in Suba and Migori, the Program Manager will be based in Sub/Migori, Nyanza Province and will supervise and provide technical support in implementation of the Program.
Reporting to the Technical Director, the Program Manager will:
* Supervise interventions and work plans and oversee the project implementation.
* Coordinate with the DHMT to develop referral mechanisms; Assure close relationship between the District and Provincial AIDS and STI Coordinating Officer (PASCO/DASCO).
* Conduct site assessments for evidenced based interventions and minimum/comprehensive care service delivery.
* Establish and maintain required partnerships with the Ministry of Fisheries and Education on Tekeleza related project activities.
* Coordinate activities between IMC and other HIV/STI project implementing partners.
* Supervise and conduct quality assurance of activities and the field project team: Project Officer; Clinical Officers, Counselors and CHWs
* Responsible for oversight of the Tekeleza Project supported activities in Suba and Migori, Nyanza Province to provide technical support in implementation of
* Ensure that adherence and psychosocial support activities are undertaken and provide leadership for technical team to facilitate community linkages
* Works closely with the DHMT in identifying training needs, planning and delivering trainings for facility staff, according to the training plan
* Attends training session in new content areas and helps facilitate attendance of facility staff in training sessions.
* Develops and maintains close relationship between the District Public Health Nurse (DPHN), the District and Provincial AIDS and STI Coordinating Officer (PASCO/DASCO) and the health facility on Tekeleza Project related issues
* Provides feedback to facilities and participates in supportive supervision to the sites
* Coordinate with M and E Officer assists and Project staff in timely data collection and data management and reporting.
* Lead IMC team and implementing partners on Project progress reporting and target measures; prepare monthly and quarterly reports.
Qualifications
* Medical Doctor or Clinical Officer with at least 5 years of continuous HIV program implementation experience.
* An MPH in health related programs addressing HIV Prevention is an advantage.
* Ability to create and sustain working relationships with the Government of Kenya Ministries of Health at district and provincial level;
* Significant and up to date knowledge of the current ART, PMTCT, TB/HIV, HTC guidelines, standards, tools and best practices.
Programme Officer (Behavoural Change Coordinator/ Social Scientist)
Key Responsibilities
* A Masters degree in Behavioural or Social Sciences, Health Education, Public Health, Sociology, Epidemiology, Anthropology, or other related postgraduate degree.
* 3-5 years experience in implementation of HIV prevention behaviour change interventions.
* Knowledge, understanding and sensitivity of attitudes and cultural practices impacting health among communities in Nyanza province.
* In depth knowledge of behavioural survey design and implementation and reporting.
* Knowledge of Evidence based behavioural Interventions for HIV prevention.
* Ability to coordinate and supervise a team of health educators and other prevention community staff.
* One year experience in HIV testing and counselling programs and implementation of community health activities.
* Knowledge of Intervention Program M and E; Good computer skills (Microsoft Office or WordPerfect, Powerpoint); knowledge of computer software for quantitative and qualitative data analysis e.g., SPSS, STATA and SAS
* Documented Ability to prepare project reports
Desired Qualities
* Ability to coordinate planning and implementation of evidence based behavioural interventions including behaviour change communication strategies and interventions.
* Ability to design and implement peer educator and support discussions.
* Excellent written/oral communication, interpersonal and organization skills.
* Knowledge of Ministry of health Structure and ability to work as team player, communicate effectively with local communities, and other HIV/ STI implementing partners.
* Fluency in both written and spoken English and Kiswahili.
* Good problem solving and supervisory skills
* Willingness to relocate to Suba/Migori.
Job Summary:
Under the supervision of the Program Head, the successful applicant will be expected to work in close in liaison with Ministries of Health, Education and Fisheries in the Suba and Migori Districts.
The key role will be to coordinate the identification, packaging training of program staff and implementation of evidence-based behavioural interventions in Suba and Migori Districts.
Specific Tasks and Responsibilities:
* Provide overall coordination and support of the planning, design, and implementation of evidence-based HIV-prevention behavioural interventions.
* Lead in the adaptation and training of appropriate interventions.
* Supervise the program staff in packaging of interventions for the Program.
* Supervise the development of training materials for interventions.
* Coordinate program staff training by facilitators of interventions.
* Supervise prevention community health workers during implementation..
* Facilitate linkages across different HIV programs and services at health facility and community levels; HIV Testing and counselling and Care Treatment and strengthening of health facility-community linkages.
* Coordinate and supervise evaluations on the efficacy of behavioural interventions and programs.
* Lead and/or collaborate in the analysis of behavioural surveys and the preparation of reports for both in-country use by the Ministry of Health and implementing
* Disseminate and present behavioural data for education and advocacy to government officials, health professionals, and community leaders.
* Perform any other duties as assigned by the Program Manager.
Clinical Officers (2)
The Clinical Officers will assist the Tekeleza team in the provision of evidence based interventions, HTC and treatment and care referrals and follow-ups to persons and families of those infected by HIV/AIDS.
Key Responsibilities
* To provide antiretroviral therapy and general medical care to HIV/AIDS infected patients.
* Participate in educational sessions designed for patients and community members.
* Coordinate and participate in evidence based interventions targeting youth, MARPS and the general population.
* Participate in community mobilization and education regarding HIV/AIDS, prevention and therapy.
* Assist with mobile VCT services, provision of ART, clinic care and coordinate follow up of patients on ART.
* Coordinate community follow up of patients initiated on ART by working with community nurse, social worker and other cadre of HIV care team and implementing partners.
* Train and supervise CHWs and other health care professionals to assist in the provision of community and home based care to patients.
* Implement basic HIV/AIDS counseling and testing and PMTCT.
* Coordinate with other HIV/ART care by implementing partners in the area and IMC staff in: Clinical, Nursing, Laboratory, Pharmacy, Community, VCT, and Data.
* Maintain confidentiality of all activities to preserve dignity of patients; ensure accurate and secure documentation of activities.
* Participate in Tekeleza team training and peer education support
* Cooordinate referrals to CCC and advice Tekeleza team on the integration into the setup for optimal performance.
* Carry out any other duties assigned by the Project Manager.
Minimum Qualifications
* Registered Clinical Officer and 4-5 Years experience in HIV Program Implementation.
* Clinical experience especially in dealing with PLWAHs, and a demonstrated desire to see effective care and support delivered to those suffering from HIV/AIDS.
* Basic HIV/AIDS Counseling skills and experience.
* Adult and Pediatric minimum and Comprehensive Care Package service delivery training an added advantage.
Social Workers (2)
Key responsibilities:
* Facilitate functional community involvement in project implementation and activities.
* Community education and mobilization
* Facilitate client testing data collection and documentation;
* Ensure accurate reporting, data maintenance and integrity.
* Identify lead and supervise teams of CHWs, peer educators and support groups.
* Establish client support and referral mechanisms to care facilities.
* Facilitate capacity building of evidence based interventions programs for community health. workers, patients and other community structures as appropriate.
* Supervise teams of VCT counselors in community outreach for HTC.
* Conduct routine home visits and monitor project performance.
* Supervision of peer educators and community support group.
* Maintain confidentiality of all activities to preserve dignity of all clients.
* Facilitate and participate in regular meetings with District Fisheries, Health and Education teams.
* Carry out other duties deemed necessary Project Manager
Minimum requirements:
* University Degree in Social Work with 3 years experience or Diploma in Social Work with at least 3 years experience in HIV programs in rural settings.
* Excellent supervision, team work and communication skills.
* Experience in HIV/AIDS/STI community health programs.
* Knowledge and experience in HIV interventions and counseling skills.
* Willingness to relocate to Suba/Migori.
Terms of Employment:
A one year contract as per International Medical Corps employment and salary scheme. An initial 3 month probation period, subsequently contract is renewable annually for 4 years or duration of funding.
