The Public Affairs Committee (PAC) of the Association of Professional Societies in East Africa (APSEA) requires a Consultant to review the theories and concepts of the new national Constitution of Kenya in order to develop a Policy Brief (based on the Terms of Reference attached to this message) to guide the PAC and APSEA on how best to contribute, in the interests of the Nation, to ensuring that the implementation of the Transitional process proceeds according to the scheduled programme.
The Consultant is expected to be a degree holder, have experience in drafting policy briefs and dealing with Constitutional Law and be one who has actively participated in the Constitution making process that led to the new Constitution.

Once contracted, the Consultant will be expected to have completed the policy brief by the 30th of October, 2010.
