Senior Technical Officer, Behavior Change Communication – ROADS II Project

The incumbent will provide technical & management support, coordination, monitoring & reporting for multisectoral HIV and AIDS programming in Tanzania under the ROADS Project, and work with program staff/partners to develop Behavior Change Communication (BCe) strategies to empower individuals and communities to practice positive behaviors by improving their knowledge, attitudes, skills and norms about key practices and promoting changes in the enabling environment and improved service delivery at the community and other levels.


Position Responsibilities


• Providing BCC technical oversight and support to the design, implementation, and evaluation of the program.


• Supporting the design and development of agreements with implementing partners and provides on-going technical assistance and monitoring of these activities.


• Ensuring technical support to subprojects in the areas of management, finance and specific technical areas.


• Assisting in annual work plan and budget development and provides leadership in meeting programmatic and financial reporting requirements.


• Building capacity of implementing partners to manage HIV/AIDS programming through project technical assistance, monitoring, and management


• Working with stakeholders, coordinate the development of cohesive integrated BCC strategies.


• Organizing and conducting regular stakeholders meetings to review coordinated implementation of BCC strategies.


• Aid in the development and/or adaptation of culturally sensitive BCC messages, programs and materials that will be used by Project staff and partners operating under the project.


• Contributing to the identification and scaling-up of best practices in behavior change interventions.


• Participating in the documentation and dissemination of project activities. •


• Ensuring accurate and timely reports and other relevant documents for field programs.


• Contributing to the projects annual strategic planning, work planning, and budgeting processes.


• Managing the development of tools and procedures for project implementation; reporting; monitoring; evaluation; capacity assessment; and/or management consistent with cooperative agreement requirements.


• Determining the feasibility of developing new projects based on current initiatives and capabilities.


• Providing leadership and team building at the project level.


Position requirements


• Masters in public health, communications; and/or the behavioral sciences


• Minimum five years experience with international development programs /Experience must reflect the knowledge, skills and abilities noted above


• Demonstrated expertise in strategic communication principles and practices


• Proven track record in designing and implementing innovative, results-oriented behavior change programs in the social sector


• Strong leadership, strategic planning, excellent interpersonal and communications skills (ability to work effectively in a team, ability to work effectively with diverse groups);


• Professional experience working in HIV prevention programs or sexual health and/or education and/or HIV


• Familiarity with principles and approaches in community mobilization


• Fluency in written and oral English and Kiswahili


• Relevant computer software skills


• Working independently with initiative to manage high volume work flow
