Director of Training Center, Nairobi Kenya

Nairobi, with regular visits to field missions and occasional visits to Paris and New York for coordination.

Among the programs operated by Action Against Hunger-USA, there is a heavy concentration of work in East and Central Africa. The Training Center is intended to serve the staff from this region, an area where ACF implements over $25 million of urgently needed programs, serving more than 3 million people, and employing some 2,000 national staff members. The first priority is to develop the center to serve staff from ACF-USA programs but the longer-term intention is for the center to serve any ACF mission in the region and to serve national staff associated with local NGOs and government entities.
The overall mission of the center is as follows:
1. To build local capacity to improve public health in Eastern/Central Africa by developing the skill level of national staff in issues related to health, nutrition, food security, water/sanitation, evaluation techniques, and logistics management.
2. To improve training for all ACF staff (expatriates and nationals), making it more relevant, more accessible, more comprehensive and more tailored to existing field conditions and needs.
3. To provide opportunities for national staff to acquire the necessary skills for promotions and to increase the number of national staff in leadership roles in Action Against Hunger bases throughout the region.
4. To provide technical and administrative skill training to ensure that our staff have the knowledge necessary to execute our contracts effectively and efficiently; to develop the center to offer needed training to partnership organizations.
5. To provide a forum for exchange of information and research findings to promote program excellence.
6. To provide regional representation of ACF in a range of forums and with donors as needed.
I. General responsibilities: The overall responsibility of the Director of the Training Center for Action Against Hunger -USA is to ensure that the RTC meets the above goals and objectives within the approved budget. Working closely with the Operations Dept. and the Desk Officers for the region, the Director of the Training Center is expected to develop annual plans, including a full program of needed training courses, written curriculum and support services as described by the above objectives, to ensure that training objectives are met, to engage part-time trainers, consultants and to provide hands-on training as appropriate. The development of in-country and on-line training options shall also be furthered as needed. Further, the Director shall provide leadership to the ACF Heads of Mission in the region with regard to meeting their staff training and career development needs. The role with CDs is one of consultation and support - but also, it is expected that the Director will develop best practice guidelines and work in close collaboration with the appropriate field personnel and the HQ Directors of Human Resources and Operations (and/or their designees) to help ensure that these policies are followed.
The Director of Training shall work closely with ACF-France to forge an agreement for a regional approach and to meet the needs of that office in training their staff in the region, provided ACF-France is willing to engage in joint planning and implementation.
The Director shall also serve as a regional representative for ACF, working to bring both coordination and technical expertise to a range of forums with donors and other related organizations. The development of external training for other NGO/UN partners is one way to advance the interests of the center.
The Director of the Training Center is also responsible for working both independently and with the Executive Director or External Relations department to raise funds for on-going support for the center. The Director is also responsible for the hiring, retaining, developing, and terminating, if necessary, the staff employed by the Center and the development and implementation of new initiatives, publications, research or assessments.
II. Specific responsibilities
Ensure that ACF-USA provides state-of-the-art training to its personnel in the region to allow them to provide high level services to beneficiaries in need. Oversee the coordination of all training options and the adaptation of existing curriculum or the development of new modules to meet the full array of training needs.

Ensure that the program is tailored appropriately to the country-specific and regional needs and is developed to support both national staff and expatriates, providing joint training and separate training as appropriate to meet the needs.

Create HR linkages between training and performance reviews with ACF-HR managers.

Work to include ACF-France in the development of the center and coordinate training with ACF- France and ACF-Madrid as needed, providing new or different options that are center-based, mission/base specific, or through other training entities.

Ensure that the quality of training services is high and that the training is carried out with integrity, conveying ACF mission, values and principles, any grant stipulations and the available financial support. Ensure regular satisfaction studies with aggregate analyses.

Utilize center activities to build a sense of identity or “belonging” to ACF, encouraging organizational loyalty and commitment.

Report regularly to the ED as well as the Directors of Operations and HR on the outcomes of training, feedback of participants, and upcoming needs. Maintain detailed records of training and recommend follow ups to CDs or others as appropriate to ensure continued personnel support.

Provide leadership in learning about best practices and new developments and approaches in the field - indirectly keeping abreast of technical matters and new initiatives through publications, conferences, networking and outreach to others in the field and tailor training initiatives accordingly.

Ensure that ACF-IN and ACF-USA training program experience is documented, compiled and disseminated.

Maintain a strong relationship with donors supporting (or potentially supporting) the center operations. Ensure close coordination and strong communication between the External Relations Dept. to develop proposals, meet with donors and otherwise assist in operations fund raising.

Develop relationships with local NGOs and relevant government entities, partnering with them to further ACF's goal of promoting local skill development and the transfer of programs from ACF to local organizations.

Represent ACF in regional meetings and work to identify opportunities for regional training (providing it and/or utilizing that of others).

Qualifications:
The duties of the job require regular job attendance and considerable travel. Must be available to work outside normal office hours or on the weekends as needed or required to oversee training offerings and to be in contact with the missions or other obligations. Must be able to travel for standard domestic and international business travel as well as to the missions or bases as needed. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.
