Deputy Director for Programs in Tanzania

The International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University’s Mailman School of Public Health supports high-quality, HIV-related activities around the world. ICAP’s three main focus areas are: service delivery, training, and operational research. ICAP works with host countries and other organizations, principally in sub-Saharan Africa, to build capacity for family-focused HIV/AIDS prevention, care, and treatment programs. ICAP programs are funded by the United States government and foundations.

The International Center for AIDS Care and Treatment Programs (ICAP) at Columbia University works in partnership with the Ministries of Health (MOH) in Tanzania and Zanzibar to establish and strengthen HIV/AIDS Prevention, Care and Treatment services in Kagera, Kigoma, Pwani Regions and Zanzibar. ICAP provides technical support at the national level in early infant diagnosis, TB/HIV, palliative care and PLHIV support.

OVERALL JOB FUNCTION:

Work closely with the ICAP Tanzania Leadership Team, including the Country Director, Director of Monitoring and Evaluation, Director of the Central Technical Team and the Director of Regional Support, to provide strategic vision, management guidance and oversight of ICAP’s HIV care and treatment activities in Tanzania. The Deputy Director for Programs will oversee programmatic implementation and technical activities. He/she will supervise the Director of Monitoring and Evaluation, the Director of the Central Technical Team and the Director of Regional Support. Key responsibilities include developing program objectives, work plans and budgets; and reporting and monitoring program progress.

DUTIES AND RESPONSIBILITIES:

• Oversee development and periodic revision of program objectives, staff work plans and budgets.
• Coordinate and supervise ICAP Tanzania program units to effectively implement program activities and meet objectives.
• Monitor progress towards program objectives and timelines, including regular reporting to and communication with donors (e.g. USG/Tanzania), implementing partners and ICAP New York.
• Responsible for the development of quarterly and semi-annual reports and oversee the development of articles, lessons learned, case studies and other materials.
• Assist the Country Director in coordinating the annual USG planning process.
• Seek new funding opportunities and coordinate responses to funding announcements.
• Assist Country Director in managing relationships with key Tanzania government officials; negotiate and develop memoranda of understanding to define working relationships with government partners; facilitate effective communication between ICAP Tanzania and government partners.
• Work with New York-based staff to prioritize and coordinate international technical assistance.
• Represent ICAP Tanzania at MOH, donor and partner meetings, and make presentations at and prepare reports for professional meetings and conferences as requested by Country Director.
• Facilitate regular program staff meetings.
• Oversee preparation for and facilitation of VIP visits to ICAP Tanzania.
• Serve as designee of the Country Director when she is away from the office.
• Perform other duties as assigned.

MINIMUM QUALIFICATIONS:

• Medical Degree, MPH or advanced degree in related field.
• At least 5 years experience in management positions in the health field.
• Demonstrated experience in work planning, budgeting, and project monitoring.
• Excellent interpersonal and team building skills.
• Demonstrated supervisory skills.
• Excellent oral and written communication skills.
• Willingness to travel to remote regions as assigned.
• Fluency in spoken and written English is required.

PREFERRED QUALIFICATIONS:

• Demonstrated experience with HIV/AIDS programming and HIV, PMTCT, and TB care and treatment.
• Experience working with donor funding and/or USG-funded programs.
