Tana and Athi Rivers Development Authority is a state corporation established in 1974 by the Act of Parliament Cap 443, to undertake integrated planning, development coordination, and management of the resources within the Tana and Athi basins.
The Authority seeks to recruit the following
Chief Manager: Human Resources and Administration
Reporting to the Managing Director
Implement work environment baseline survey results and staff establishment reporting.
Design and review the basic administrative structure of the Organization, direction and control with a view to designing and developing Human Resource Planning and development programmes.
Review work programmes, planning and programming of departmental needs.
Develop and manage a comprehensive Human Resource System including the welfare and pension issues of the Authority.
Development of effective tools to assist in creating an optimal organizational structure and productive work environment (HR guideline materials including handbooks, orientation manuals, performance appraisals tools, induction programmes etc).
Sign work checks, monitor the attendance register and supervise filling of office records.
Maintain staff NHIF and NSSF and updated medical records.
Oversee the Authority’s motor vehicle operations – allocation of vehicles to supervisors and recommend service and repair of vehicles and issue fuel registration orders.
Manage the recruitment process, coordinate induction program for new staff, and provide full briefing to staff on personnel policy guidelines as well as benefits.
Ensure the HR policy and procedures manual is adhered to i.e. staff welfare, training e.t.c.
Encourage a positive and team-focused working environment by setting standards for good communication and ensure staff behavior is in line with organization’ core values.
Ensure succession plans are in place for key leadership roles.
Assessment of training needs and development.
Management of a staff training programme.
Should be conversant with labor/industrial relations.
Qualifications and Experience:
A minimum of a Masters degree in Social Sciences, Humanities or MBA specializing in Human Resource Management from a recognized university.
Must be a member of a professional body e.g. CPS.
Must have served in a senior management position for at least 10 years.
An MBA specializing in Human Resource Management will be an added advantage.
Computer literate.
