Invitation to Tender for Construction of Primary Health Care Units
(PHCUs) and Pit Latrines in Lopa/ Lafon County, Eastern Equatoria State,
Southern Sudan

With funding from the United Nations High Commissioner for Refugees
(UNHCR) and Japan Platform, Association for Aid and Relief, Japan (AAR
JAPAN) is implementing a Public Health Programme in Eastern Equatoria
State, Southern Sudan in order to contribute to the safe and sustainable
reintegration of returnees through strengthening the capacity of public
health infrastructures within host communities.

As a part of the programme, the organization plans to construct 3
Primary Health Care Units (PHCUs) and 6X2 stance-pit latrines in

Aphia II North Eastern Province (Nep) Project

Background:

The APHIA II North Eastern Province (NEP) project funded by USAID/Kenya will provide quality, expanded and sustainable HIV/AIDS and Tuberculosis (TB) prevention, treatment, care and support, along with reproductive health/family planning (RH/FP), malaria, and maternal and child health (MCH) services.

Management Sciences for Health (MSH) is recruiting the above position to be located in North Eastern Province, Kenya)

Coordinator (IC B) located in Garissa .

The ICB Coordinator will provide technical assistance in leadership and management to leaders and health providers to ensure quality HIV & AIDS services.

He/She has primary responsibility for, and general oversight of, all technical assistance in the development of management capacities and management tools in accordance with GOK policies and guidelines.

Provide TA and training in areas such as planning and coordination, performance improvement, financial management, human resources management and information management to improve HIV &AIDS and other health programs.

Qualifications:

The Government of Kenya (GoK) and the UK Department for International Development (DFID) are implementing a social transfer programme (Hunger Safety Net) (HSNP) to deliver long-term, guaranteed cash payments to chronically food-insecure households. Ministry of State for Special Programmes in the Office of the President is seeking the services of a Consultant to be the Hunger Safety Net Programme Coordinator contracted through DFID.

The Consultant will work within the framework of Arid Lands Drought Management Project and the Drought Management Initiative

The programme has five components namely Administration; Management Information System; Payments; Monitoring and Evaluation; Grievances Procedures.

The Consultant will help in the delivery of the programme through coordinating and managing the five components.

Objective

Consultant will ensure delivery of the HSNP together with all stakeholders against the agreed objectives of the entire programme.

Competence

The Consultant will have proven skills in successfully delivering large, complex and innovative humanitarian and/or development projects for national governments and/or international development agencies.

S/he will have demonstrable skills and experience in co-ordination and communication; budgeting, financial planning, financial management and reporting, fiduciary risk assessment, management and mitigation; the development and implementation of progress and impact monitoring systems; and policy dialogue and influencing through the development of a practical evidence base.

Knowledge of social protection would be helpful but a willingness to learn about the development and delivery of social protection policy and programmes is essential.

Additional skills and experience in the development and implementation of cash transfer administration, management information systems, private sector cash payment systems, monitoring and evaluation, and rights based grievance procedures will be advantageous.

Experience of working with eithernational governments, DFID or other international development agencies is a pre-requisite. Additionally, experience working in Kenyas and and semi-arid regions is essential.

Qualifications

Possession of a University Degree and/or Postgraduate qualification with a strong bias on a development related field and project management.

Duration

The capacity building project that Save the Children Sweden intends to implement is supported by UNICEF
Khartoum Offi ce. The objective of the project is to enhance protection of children affected by armed confl ict
in the Darfur region through strengthening the Africa Mission in Sudan (AMIS) military and civilian forces’
capacity to protect children, from abuse and sexual exploitation. The project is part and parcel of an overall
UN interagency capacity building for AMIS aims at protection of civilians affected by the confl ict. The project
activities include training of trainers, training of AMIS military observers and civilian police, setting up child
protection system in AMIS, development of training and advocacy materials. The overall management of fi eld staff
will be the responsibility of UNDP
Requirements:
Candidates must have a minimum university degree in social sciences.
At least 4 years experience in training on child rights and child protection
Work experience in emergency contexts is absolutely required
Fluency in English. Knowledge of French and Arabic is an added advantage

The incumbent of the post will be responsible for all capacity building needs of AMIS in protection of
children affected by armed confl ict in three states of Darfur, Sudan and mainstreaming of child rights

Liaise with AU representative/contact person in Darfur States
Undertake preliminary and regular assessments of AU forces’ KAP on internationally recognized

Conduct quarterly sessions with a sample of trained troops to assess knowledge retention and
knowledge/skills gaps
Publicize AU forces’ Code of Conduct and promote confi dence-building between AU forces and
humanitarian, civilian and IDP communities
Collect contextual information and share with Khartoum Child Protection Team ( KCPT) AMIS and
Child Protection Working Groups in Darfur
Monitor AU forces compliance with established Codes of Conduct, assess AU internal response to
violation incidents, identify gaps and support the Task Force to strengthen internal AU policy and
accountability mechanism.

Reporting to the Retail Centre Manager, the Retail Centre Agent will be part of a team responsible for:

Key Responsibilities

Delivery of high quality retail sales customer service in all interactions with customers.
  • Handling customer queries/requests in the retail centre and educating customers on all Safaricom products and services.
  • Updating customer records on systems and databases.
  • Performing quick cash sales and issuing out stock to customers and reconciling stock at the end of the day.

Minimum Requirements

The ideal candidate will be a graduate with an 2nd Upper Class Honors or 3.0 GPA or better.
  • You will have a minimum of 1 year experience in a retail sales commercial environment.
  • You will be able to perform accurate cash and stock reconciliations and verify billing records.
  • You should be capable of cooperating/liaising with both internal & external customers and following laid down instructions while providing quality service.
  • You will have intermediate computer knowledge.
  • Familiarity with Safaricom products and services will be a definite advantage.
