The Senior Gender Program Advisor leads and fosters lasting change in the Country Office (CO), Regional Management Unit (RMU) and Program Quality Impact (PQI) technical units’ strategies and practices to promote girls’ and women’s leadership and empowerment. (S)he promotes such changes through consultation, negotiation, influencing, and direct support to CARE staff including Deputy Regional Directors for Program Quality, Assistant Country Directors for Program, project managers and PQI staff.
Primary Responsibilities
  • Enhance CARE and partner capacity for gender-transformative program strategies in multi-sectoral programs:
  • Strengthen CARE’s and partners’ capacities to plan, implement and evaluate programs with gender transformational strategies; provide technical assistance to COs and RMUs and PQI units
  • Identify and promote program strategies that contribute to prevention and response to Gender Based Violence as stand-alone programs or as integrated components
  • Contribute to resource development for gender-related programming and support; this includes development, writing and/or review of proposals on gender-related programs, coordinating consultants and contributing to regional or global efforts as required
  • Enhance organizational learning on gender:
  • Support CO staff in generating and utilizing information for learning and progressive quality improvement and impact
  • Define a gender learning agenda and coordinate learning among CARE’s and partners’ staff network, through email, phone or in-person meetings, as budget permits
  • Support program documentation including measures of results and impact:
  • Support key COs or programs in designing and implementing user-friendly documentation, measurement and learning systems
  • Support CO and global efforts in operationalizing and using common women’s empowerment impact indicators, and designing and monitoring systems for locally appropriate gender measures of program progress
  • Represent CARE externally, engage in regional and global gender networks, engage in advocacy:
  • Facilitate CARE representation in regional networks promoting gender equality and women’s empowerment
  • Support CARE staff to document and disseminate key learning from programs that promote gender equality in regional and international settings such as conferences, meetings, journals and other fora
  • Identify and develop local and regional strategic advocacy, research and other networking partnerships
  • Perform other duties as assigned
Required Skills
  • Masters Degree in Social Science (International Development, Public Policy, Public Health, or related field)
  • 7-10 years of experience in international development
  • 5 years of experience in gender program initiatives such as gender training, facilitation, research and/or program implementation and evaluation
  • At least 2 years of experience working in Africa
  • Fluency in French and English
  • Extensive demonstrated conceptual and practical knowledge of gender issues, focusing on the analysis and understanding underlying causes of gender inequality, practice of promoting girls and women’s leadership and empowerment, behavior and social change processes for gender norms including masculinities and femininities, and integrating such practices into multi-sectoral programs

The Senior Program Gender Advisor is responsible for technical and programmatic support to CARE staff and program partners in Africa, enhancing capacities to plan, implement and evaluate gender transformative programs across sectors.

This position is responsible for staff training and mentoring, technical support, assistance with documentation evaluation of gender components and enhancing organizational learning and progressive quality improvement in gender planning, implementation strategies, and measurement.

Background

Job Purpose

Duties and Responsibilities

Job Purpose
Under the supervision of the UNFPA Assistant Representative (RH), the NPPP substantively contributes to the effective management of UNFPA activities in the areas of reproductive health/rights and gender.
He/she works with the heads of the Division of Reproductive Health (DRH) and the National HIV/AIDS and STD Control Programme (NASCOP) under the Ministry of Public Health and Sanitation, the National HIV/AIDS Control Council (NACC) under the Ministry of Special Programme, the Ministry of Youth Affairs and Sports (MOYS) and enlisted Non-Governmental Organizations and reports directly to UNFPA.

Job Purpose
  • NACC has identified a number of vulnerable groups who need special targeting to reduce their vulnerability to HIV/AIDS. These groups include People Living with HIV/AIDS (PLWHAS), Pastoralists, Men having Sex with Men (MSM), Sex Workers (CSWs), People with Disabilities (PWDs) and Intravenous Drug Users (IDUs).
  • In order to have a well-coordinated implementation of the national response, NACC will strengthen Networks to design effective programmes targeting these special groups.
  • NACC wishes to engage an Officer to coordinate the activities of Networks with a view to mobilizing them to reach out to the special and vulnerable groups.
  • The Officer will be reporting to Head; Stakeholders Coordination (who will be the immediate supervisor).

  • Developing inventory of all HIV/AIDS Networks (Umbrella organizations implementing HIV/AIDS activities).
  • Updating on a regular basis databases for the HIV/AIDS Networks. Conducting a situation analysis on the status of HIV/AIDS Networks with a view to establishing their strengths, weaknesses, opportunities and threats.
  • Assisting the various networks to develop their constitutions (where such constitutions do not exist) or to review the constitutions (where such constitutions exist) to make them more applicable.
  • Participating in the dissemination of constitutions, strategic plans and workplans for various networks.
  • Assisting networks in decentralizing their structures at provincial, district and constituency levels.
  • Guiding special groups (MSM, IDU’s and Commercial sex workers) to establish networks where such networks do not exist.
  • Assisting the networks to develop their strategic plans and action plans based on the strategic Plan
  • Organizing regular networking meetings for the umbrella organizations to discuss implementation of KNASP 2005/6-2009/ 10.

Project Summary
Kenyatta National Hospital (KNH) with support from USAID/APHIAII Nairobi is in the process of strengthening its Gender Based Violence Recovery Centre (GBVRC).
GBVRC provides comprehensive medical care and psychosocial support for survivors of rape and gender violence by offering Emergency Post Rape medical care, Collecting and preserving forensic evidence, legal aid, creating awareness on GBV to staff and Public as well as advocacy for behaviour change.
Part of this strengthening includes employment of Key staff on contract bases.

  • She will also be in charge of collecting forensic specimens for forwarding to the police and attend court to provide professional evidence.

IREX seeks a Program Director to launch and direct a possible two-year USAID-funded youth engagement and conflict mitigation program based in Nyanza Province, Kenya.  The program aims to build the capacity of youth-led community based organizations (CBOs) through training and support to promising youth leaders, the creation of networks of cooperation within and between communities that bridge ethnic and socioeconomic divides.  The Program Director, under the oversight of the IREX/DC Division Director, will have overall responsibility for meeting program objectives, managing staff, coordinating with partner organizations and financial oversight the project.  The position is based in Kisumu, Kenya with travel throughout Kenya. The position is contingent on funding.

SUMMARY OF RESPONSIBILITIES:
-          Provide general oversight of the program; responsible for program management, strategic vision, fiscal integrity, quality and timing of deliverables, and coordination with partners
-          Mobilize civil society experts and other relevant stakeholders to address a variety of improvements in youth, conflict mitigation, and civil society development
-          Manage partner organizations and provides oversight to ensure receipt of all required partner deliverables
-          Serve as primary program representative to funder (USAID Mission, Nairobi)
-          Ensure on-time submission of all USAID-required deliverables
-          Provide overall management of sub-grantees and sub-contractors
-          Develop and maintain effective relationships with stakeholders in target communities
-          Make effective written reports and oral presentations on the developmental challenges facing the Program,  and articulate the project’s successes in meeting those challenges
-          Responsible for the quality, cost, and timeliness of performance of all work performed under this Cooperative Agreement
-          Provide supervisory oversight to Youth/Conflict Specialist and Finance Manager
QUALIFICATIONS:
-          Master’s or higher degree in International Development, Conflict Resolution, Public Policy or other relevant field
-          Relevant professional experience managing civil society, youth empowerment, or conflict mitigation programs in Kenya or East African countries and thorough understanding of the issues surrounding youth empowerment and conflict mitigation development in the country and/or region
-          Substantial development project management experience
-          Substantial experience working in an equivalent leadership position
-          Experience working with donors/host governments on development programs
-          Demonstrated ability to effectively manage a diverse team of employees
-          Strong interpersonal skills, demonstrated ability to create and maintain effective working relationships with CSO partners, constituents, media, youth, government officials, bilateral donors, as well as in-country and foreign experts
-          English language fluency required; Kiswahili and/or  local Kenyan languages desirable.
