    * The Truth Justice and Reconciliation Commission is seeking proposals from professional consultants with minimum university degree and post graduate diploma in journalism or a university degree in communication;

About CAMPS: The Conference of African Ministers for Public/Civil Service (CAMPS) programme, currently chaired by Kenya, is an initiative of the African Union. The Programme was started in 1994 to support public administration in Africa through initiation of reforms, codes and standards.

The key objectives of the Programme is to assess and establish linkages between Governance and Public Administration capabilities and the broader developmental agenda within the continent; and share knowledge and learning within the framework of exchange and capacity development on focused priority areas within the continental Programme.

Since its inception, the Ministerial Conference has demonstrated a commitment to move beyond simply the exchange of information towards establishing practices, codes and standards for public administration in Africa. The Conference of Ministers adopted the Long Term Strategy on African Governance on Public Administration Programme to guide implementation of the public administration agenda for the continent.

A Bureau which is elected by member States provides strategic political leadership in execution of the Programme. Its role is to identify priority areas that have the highest impact in governance and public administration across the continent; support the chairperson in the overall governance and management of the Programme; monitor, evaluate and prepare reports for the Ministerial Conferences; provide oversight over implementation of activities; initiate modalities for championing and political buy-in of the Programme at the national, regional, continental and international levels; and support the chairperson in resource mobilization activities.

The Bureau reports to the Conference of Ministers which is the apex body in decision making in the Ministers Programme.

Some of the fundamental aims the CAMPS include:
Efforts to provide efficient, effective and innovative public services that are satisfactory to the community and users;
Encourage the efforts made by States Parties to modernise the administration and build capacities in order to improve the quality of public services rendered;
Encourage citizens and users to participate in the process of providing public service, particularly through communication, consultation and active contribution to the formulation of administrative procedures;
Promote the moral values inherent in the duties of public service employees in order to ensure transparency in the provision of public services;
Contribute to improving the working conditions of public service employees and protecting their rights;
Encourage the States Parties to harmonise their policies and procedures with respect to the public service and the administration with a view to fostering regional and continental integration;
Promote gender balance and equality in public service and the administration
Objectives

The overall objective of this assignment will be to contribute to a raised awareness of the public and UNDP stakeholders about the efforts and achievements of the Conference of African Ministers of Public/ Civil Services

Organisational setting

The consultant will be contracted for a 5 months period on an Individual Consultancy basis. The Consultant will work under the supervision of the CAMPS Secretariat in close collaboration with the UNDP Regional Communications Adviser.

The Communications Consultant Role
Prepare a communication strategy, work plans and budget for support and implementation of the CAMPS Short-Term Strategy. The communication strategy must be in harmony and aligned to the Long Term Strategy on the African Governance & Public Administration Programme
Design and produce publicity and communication materials that are consistent with and reinforce the vision and priorities of CAMPS
Profiling CAMPS through writing positive stories, press releases and news about the projects’ most important achievements for placement in the international media as well as in the Regional Bureau for Africa RBA and Global UNDP websites;
Promote achievements and results of CAMPS by organising and facilitating interviews with experts in the area, maintaining relations with the media, etc.
Develop concepts of various communications products such as TV programmes, publications and other promotional or information materials;
Develop and coordinate the implementation of the communications strategy and work plan of the project according to UNDP communication guidelines;
Closely coordinate and monitor visibility activities;
Review and adjust communication activities as needed;
Other related responsibilities as required
Qualifications:
Advanced university degree in Public Relations, Journalism/Mass Communications or related fields.
Proven track record in driving PR/Communication activities for at least 5 years in medium to large sized international organizations preferably with UNDP/African Union exposure.
Experience:
In-depth knowledge and understanding of development issues and relevant work experience.
Understanding of development paradigms relevant to Africa and the sub-region, including the activities of the UN family;
Experience in managing Communications and developing/implementing communications strategies;
Proven track record in designing and production of publicity/communication strategies and materials
Knowledge and understanding of UNDP, the African Union and regional institutions
Knowledge of the government institutions and PR agencies, news agencies.
Practical experience in communications plans and programmes
Able to focus on a variety of tasks within deadlines and to work under stress;
Strong work ethic and commitment.
Organized and resourceful and team player
Languages
Excellent written and spoken English. Knowledge of other UN languages an asset.
Computer & software skills
Excellent operational skills in advanced computer usage are a basic requirement.

The settlements range in size from about 10 hectares to 288 hectares and have populations ranging from from 8,000 to 120,000 people per settlement, the infrastructure facilities to be covered may include access roads, unpaved and paved foot paths, street lights and security lighting, storm water drainage, solid waste management, water supply and sanitation, and public parks.

3. The services will include the following: (a) socio-economic surveys in the settlements, (b) preparations of infrastructure upgrading plans, (c) conceptual designs and feasibility studies for prioritized infrastructure, (d) detailed designs and tender documentation for prioritized infrastructure facilities; (e) Environmental Impact Assessment, Resettlement Action Plans, and Environmental Management Plans for the prioritized investments; (f) operations and maintenance manuals for the infrastructure investments, and (g) support KISIP team in the evaluation process for selection of contractors.

4. The Ministry of Housing through the Kenya Informal Settlement Improvement Programme (KISIP) now invites eligible firms to express their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (CVs, brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills, etc)

Two consultancy firms will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers dated May 2004, Revised October 2006 and May 2010. Consultancy: Trainer of trainers training on selection, planning managementof incomegenerating activities Specific Terms of Reference for the assignment

The following specific tasks are expected to be undertaken by the consultant in regard to the mentioned assignment:

Hold discussions with G.R.A.C.E staff (particularly the Chief Executive Officer, Director, Programs Coordinator and Project Officer) to agree on specific issues related to income generating activities to be addressed in the training.
Based on the above discussion and drawn from the identified and agreed upon training materials, develop five-day training on income generating activities for TOTs.
Undertake two 5-day training workshops, for a total of 50 Tots of CBOs partnering with G.R.A.C.E on income generating activities to target families in the three provinces where G.R.A.C.E is implementing the NPI project.
Support the TOTs to develop practical action plans and draft business plans on establishment and management of IGAs to OVC caregivers in their respective areas of operation. The action plans should detail specific activities to be undertaken, timelines, number of OVC caregivers targeted, and resources required.
Undertake one-day monitoring and support supervision visits for each of the 15 CBO partners to monitor progress and support the TOTs in the sites.
Review IGA business plans developed by the caregivers through participatory approaches that help ensure activities are relevant and viable.

Deliverables

The following are the expected deliverables from this assignment:
Two (2)five-day(5) training workshop on the selection, planning, establishment and management of IGAs detailing training content; respective sessions and their objectives and facilitators responsible for each session.
Workshop reports on each of the training workshops for TOTs on establishment and management of IGAs, detailing the training content, training methodology; evaluation feedback from participants; action plans for roll out ; recommendations and a list of participants.
Field reports for each monitoring visit detailing progress made in implementation, challenges experiences, recommendations made and support provided and action points for G.R.A.C.E to follow up on.

G.R.A.C.E Africa’s responsibility

The Consultant will be responsible to the G.R.A.C.E Chief Executive Officer. In addition, both the G.R.A.C.E Director and the Project Officer will be available for consultation with the consultant before and after the exercise to guide the planning and report preparation exercise.

Specifically G.R.A.C.E Africa will provide the following:
Background information on the organization, the assignment and any other information relevant and necessary for the undertaking of the exercise.

USAID approved Training curriculum on selection, planning and management of Income Generating Activities (IGAs).

Transport, accommodation and meals during the training workshops and the field visits.

Desired background and experience
A Bachelor’s degree in community development, sociology, education, business administration and any other relevant field.
3 years  proven track record in training rural communities in all aspects of business management and principles
Excellent oral and written communication skills in English and Swahili.
A proven track record in tailor-made training material development in business related disciplines.
Experience in mentoring community groups as well as individuals in the selection, planning and management of businesses.
Experience with business development and marketing.
Ability and commitment to work to tight time frame.

Consultant (Forced Evictions), Home Based Kenya

The objective of this consultancy is to prepare a relevant and current publication that informs policy makers and stakeholders around the world about different types of forced evictions and proven alternatives, using specific case studies, and drawing heavily from six years' of AGFE's missions and reports. The final report will be published in hard copy and electronic format, and is intended to be launched at the 23rd session of the Governing Council of UN-HABIATT (11-15 April 2011). The report is expected to create awareness regarding the causes, scale, repercussions of forced evictions, and how sustainable alternatives can be developed.
In carrying out this work, the consultant will review the body of work produced to date by AGFE, and consult additional expert sources (material available on the internet, previous HABITAT publications, etc.) in order to update some of the cases examined by AGFE, and present original analyses and recommendations supported by thorough research and literature review. In the course of this work, the consultant will select 10 case studies that together illustrate the diversity of issues and factors involved in forced evictions, and present relevant and proven sustainable alternatives. Cases will be selected according to how well they illustrate different contexts, with an aim to achieve the broadest representation possible according to the following characteristics:
Geographical Impetus for eviction (e.g., due to: legal conflict; removal of informal/illegal settlements; infrastructure/commercial development; environmental/health issues; re-zoning; natural disasters/potential for flooding; ethnic tensions)
Effected population (indigenous, minority, income level)
Scale of eviction
Political / legal context
The final report will provide useful information for practitioners and development partners, including: processes and resources for monitoring evictions globally; relevant national and international legal frameworks; insights and tools for managing evictions in a socially sustainable manner; and identification of priorities for further research.
RESPONSIBILITIES
The following activities will be carried out during the course of this consultancy:
Undertake a desk study of the existing forced eviction documentation, including assigned materials (see list of resources below)
Conduct discussions/teleconference(s)/interviews as needed with AGFE member, UN-HABITAT staff, and other stakeholders to obtain input, and ground truth findings and recommendations.
Identify and obtain any supplementary documentation that is not easily accessible through web searches.
Chose 10 case studies to highlight, including from among important eviction cases documented by AGFE since 2004, using criteria outlined under “Objective” in this TOR.
Synthesise the main findings and recommendations of the 2009 AGFE missions and UN-HABITAT-led fact-finding mission
Compile photographs (with photo credits and accurate captions) to illustrate documented cases and issues
Prepare all deliverables as specified in these TORs
Respond to and address adequately all comments from UN-HABITAT.
There will be three deliverables associated with this consultancy assignment.
Deliverable 1: Inception report
In the inception report, the consultant will propose his/her methodology, complete list of sources to be consulted, a travel schedule if travel is requested, preliminary choice of case studies, and overall approach. The inception report will contain an outline of the content of final report, an annotated table of contents, and a complete list of sources. Once it has been vetted and discussed with Habitat, the inception report will serve as the agreed methodological framework for this assignment.
Deliverable 2: Draft report and Draft PowerPoint Presentation
The draft report should not be more than 80 pages and may exclude Annexes. The draft report should address all the issues described in the ToRs and adhere to the approved inception report. Habitat will provide extensive comments and feedback on this draft report, to be addressed in the final report. A PowerPoint presentation of 20-25 slides should summarize the findings and recommendations of the draft report in a clear, concise, and interesting manner, and be submitted by April 1, 2011. Habitat staff will use the PowerPoint to present the work of this consultancy at the meetings of the 23rd Governing Council.
Deliverable 3: Final report, and PowerPoint presentation
The final report should incorporate comments and suggestions received in response to the draft report. The final report should not exceed 200 pages including all annexes, and and must follow the editorial and formatting guidelines contained in the annex of this TOR before it will be accepted. The final PowerPoint presentation will be used by Habitat staff to present the findings of the report to various audiences.
EDUCATION
A minimum of a Masters degree in land tenure, migration, urban planning, or a related discipline
WORK EXPERIENCE
A minimum of seven years' international professional experience conducting research and analyses, and implementing projects and programs related to land/housing rights and urban development/planning, with at least two years specifically focused specifically on forced evictions. Knowledge of and experience with international organizations, NGOs, and other groups focusing on the issue of forced evictions around the world. Outstanding international consultancy and publication record.
LANGUAGE SKILLS
Native level of English and working knowledge of at least one of the other languages of AGFE (French, Spanish, and Portuguese)
OTHER SKILLS
Demonstrated excellent analytical and writing skills
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
