Responsibilities

Languages

BACKGROUND
The United Nations Human Settlements Programme, UN-HABITAT, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Management Support Section (MSS), Programme Support Division, UN-HABITAT. Reporting to the Programme Management Officer (PMO), the Finance & Budget assistant is responsible for providing assistance in managing the resources of the United Nations Human Settlements Programme (UN-HABITAT), ensuring that these resources are employed efficiently and effectively pursuant to the purpose of the Fund within the Financial Regulations and Rules of the United Nations.

RESPONSIBILITIES
The incumbent will review budgets and expenditure for OED and PSD and provide monthly or/as required reporting; review and report on IOVs; monthly review of un-liquidated obligations and follow-up to ensure prompt liquidation/de-obligation as required; assist with the review of Accounts/UN-Habitat Financial Statements.
More, specifically, the Finance Assistant within limits of delegated authority, will:
·         Provide support with respect to the review analyses and preparation of the medium-term plan and it's revisions.
·         Assist managers in the elaboration of resources requirements for budget submissions.
·         Monitor expenditures and compare with approved budget; prepares adjustments as necessary.
·         Review requisitions for goods and services to ensure (a) correct objects of expenditure have been charges, (b) and availability of funds.
·         Assist in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
·         Verify accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
·         Co-ordinate with other finance and budget staff on related issues during preparation of budget reports.
·         Review, analyze and prepare payments to third-parties, commercial entities, with respect to settlement of certified death and disability, contingent-owned equipment, stores, pay and allowances, and letters to assist claims.
·         Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to programme ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
·         Review of Un-Habitat Financial statements and follow up on actions related to issues arising.
·         Draft and prepare correspondence to respond to enquiries in respect of relevant financial and budget matters.
·         Maintain and keep up-to-date files.
·         May be responsible for providing guidance, training and daily supervision to other general staff in the area of responsibility.

Background

An important aspect of UN-HABITAT’s normative work is to develop knowledge tools, systems and indicators of good urban governance to help cities identify urban governance priorities and assess their progress towards the quality of city-life.

Organizational Setting and Reporting Relationships:

This position is located in the Urban Development Branch. Incumbent will report to Head Urban Development Branch.

Responsibilities

Within delegated authority, the Database, Information Research and Collation, Report Writing Assistant will be responsible for the following duties: (These duties are not all inclusive nor are all the duties to be carried out by the Assistant).

Administration:
Performs research into versions of IT support for e-governance for local governments. This will be supervised.
Maintains and updates files (electronic and paper) and internal databases.
Reading of documents and collation of report writing.
Recommends acquisition of hardware, software, devices, tools, etc. to facilitate work based on research. This will be supervised.
Performs other duties as required.
Work implies frequent interaction with the following:

United Nations Information Technology Officers, Telecommunications Officers and Assistants throughout the United Nations system, telecommunications Offices in Nairobi and Mobile companies in Nairobi. Technical personnel of hardware/software vendors and contractors.
Competencies

Technical requirements:

Good IT Skills is a requirement. For example incumbent should be have the ability to draw flow charts electronically; Able to use excel, databases, mobiles; Able to travel within Kenya; Minimum of IT experience required is to understand the basics of e-governance.

Qualifications

Preferred candidate will be enrolled in an IT course or studying administration or similar at university level.

This is primarily an administration role. The purpose is to assist the Urban Gateway and e-governance roles within the branch. The overall objective is to facilitate and increase citizen participation towards inclusive management and governance in cities.

The specific objectives are to identify the gaps in the utilization of ICT for governance, and to determine a course of response and action for UN-Habitat, given its mandate and resources. This is at the G5 level as it is mainly collation of large quantities of information already obtained.

Incumbent will review existing initiatives on the application of Information and Technology for improving local governance. By using internet facilities, and perusal of records, publications and other documents s/he will compile an inventory of applied technologies for improving all components of engagement in local governance processes from decision-making to implementing identified deliverables.

This Facility, under the Democratic Governance Unit, has an objective to support the country in its efforts to uphold democratic governance, human rights and the rule of law through enhanced empowerment of the people and strengthening of relevant governance institutions.

Amkeni provides support to civil society organizations working on the demand side of promoting democratic governance, and the protection and promotion of human rights in Kenya. One of the ways it does this is by funding CSOs who meet specific qualification criteria after various Expressions of Interest/Calls for Proposals.

Position Information

Under the guidance and direct supervision of the Programme Manager, the Programme and Grant Monitoring Officers will review the financial and narrative reports from Implementing Partners (IPs), ensuring that IPs adhere to the UN standards of procurement and Financial Reporting Guidelines and Requirements.

The Programme and Grant Monitoring Officers will also be required to draft individual feedback to the CSOs, documenting areas that need correction and adjustment, and undertake field missions to assess the validity of information provided as well as assess impact and progress of grant-aided activities.

Summary of key functions
Day-or- day liaison with CSO’s and other stakeholders to develop close working relationships towards the efficient and effective implementation of the program activities.
Facilitate consultations with major stakeholders to identify focus areas and priorities for Calls for Proposals.
Liaise with key GJLOS institutions and working groups to ensure information sharing and two-way flows of information and inclusion in dialogue opportunities and joint ventures.
Provide support to CSOs particularly those in remote areas to enable them to benefit from the facility.
Prepare project documents, progress reports and other background documents as maybe required.
Support follow up of recommendations of the Stakeholders Reference Group meetings.
Organise dialogues, reflection meetings to promote knowledge sharing among major stakeholders in democratic governance.
Act as a Process Facilitator for IPs, for whom the PO has ultimate responsibility for reporting ensuring compliance, and working with these IPs to address any ongoing concerns and weaknesses regarding implementation for their activities.
Undertake Outreach and Field Missions to raise awareness of Amkeni’s work, and review partner implementation of project activities, and monitor ongoing activities in the field.
Review all Financial and Narrative reports submitted by Implementing Partners and liaise with IPs on queries, and Finance Officers to finalise such reports and approve disbursements.
Advice to CSOs on Amkeni Wakenya’s reporting Guidelines and Procedures.
Support the Programme Manager in all areas of programme activities.

Competencies
Demonstrable expertise in the areas of Democratic Governance and key reform areas covered by GJLOS thematic areas.
Demonstrable expertise in grants assessments and reviews
Proven understanding and knowledge of the civil society sector in Kenya
Proven experience in management and implementation of development programmes in the area of governance, law and human rights, devolution, etc.
Strong interpersonal relations and communication skills.
Strong Report Writing skills.
Basic financial skills especially in the area of financial review of grantee reports
Knowledge of Swahili is a must.
Reporting relations

The Programme & Grants Monitoring Officers will be accountable to the Programme Manager–PMU in all aspects of his/ her responsibilities.

Qualifications and Experience

Education
A Masters degree in Law, Development Studies, Political Science, Social Studies, or related disciples.
Experience
A minimum of 5 years experience in project management or in a related field is required
Terms of service

Incumbents to these positions shall be entitled to an attractive remuneration package commensurate with their qualifications and experience, which will be negotiated with the successful applicants.

This is a non-staff contract under the Service Contract modality of hiring of the UNDP. Individuals engage under a SC serve in their individual capacity and not as representatives of a government institution, corporative body or other authority external to UNDP.

Therefore the incumbents shall not be considered as staff of UNDP, the UN system or the Government and therefore are not entitled to any diplomatic privileges, or to any other special status or conditions.

Duration

The successful applicants shall be contracted for a period of twelve (12) months. Renewal of Contract will depend on satisfactory performance and availability of funds, for the duration of the Amkeni Wakenya Facility.

Responsibilities

1. Strategic Direction and Coordination

* Be a part of SCD's CRG team, which is headed by the CRG Coordinator based at HO.
* Maintain a close working relationship with the Director of CRGI
* Participate in relevant regional and country strategy development groups in close coordination with the SCD Global CRG Coordinator and Director of CRGI
* As deemed necessary, participate in the development of SCD CRG and CRGI strategic plans
* In coordination with Director of CRGI work towards gaining the commitment of Members to the objectives and activities of CRGI
* Contribute to securing adequate resources required to deliver on the CRG objectives

2. Program Management

* Develop and strengthen SCD programmatic approach and Programme Development Support within CRG
* Participate in the development of programme/project proposals
* Support the SC engagement in partnerships and networks that push for accountability of governments towards child rights and works to strengthen civil society organizations capacity and resources
* Support establishing platforms for children where their voices will be heard and where they will be involved in decision-making
* Support the sub-themes relating to child rights monitoring and strengthening national systems

Technical Support

* Coordinate, provide and oversee technical support and capacity building activities, seeking to maximize the benefits of such activities for SCD regional Programmes and Members as appropriate

Knowledge Management

* Coordinate joint knowledge management activities in the region in support of the CRGI/SCD through documentation, lessons learnt and experience sharing among members, partners and other relevant actors

Monitoring and Evaluation

* In coordination with Director CRGI, play a cross cutting role in building capacity in regard to monitoring of the CRG GI indicators and setting up systems to support these
* Ensure that monitoring and evaluation as well as reporting of SCD CRG programmes and projects are carried out on time and in line with indicators set for the CRGI
* Support the development of how monitoring and evaluation of the CRG GI can be strengthened to further support CRG GI achievements globally

Advocacy

* Strengthen SCD/SC profile as advocate of children's rights at all levels and give support to the design and implementation of Child Rights advocacy strategies at regional and national level

Representation

* Represent SCD and potentially CRGI regionally to partners, UN agencies, international organizations and local authorities

Fundraising

* Represent SCD regionally to donor segments in the region in relation to CRG.
* Proactively follow donor trends and relevant calls for proposal and seek to influence and positioning SCD CRG Programme ideas
* Coordinate funding opportunities with SCD Fundraising Team and SCD CRG Coordinator

Attend to all other duties as may be duly assigned by the SCD Global CRG Coordinator

3. Budget, Financial and administration Management

* Ensure operational and financial accountability
* Ensure production of financial reports and communication to the SCD Global CRG Coordinator, Director of CRGI and donors as needed
* Programme administration within the area of responsibility, in accordance with SCD Programme Management Guide as instructions from the SCH HO

4. Team Coordination

* Ensure coordination of short-term task groups or other groups formed to support the SCD and CRGI
* Foster team performance and effective working relationships

Qualifications, Experiences and Personal Specifications Required:

Qualifications:

* University degree in Development, Social Sciences, Human Rights/Law or related fields
* Verbal and written fluency in English. Competence in additional languages would be a strong advantage
* Excellent written and oral communication skills with a range of difference audiences

Experience:

* Excellent understanding of programming, fundraising, and securing policy change
* Proven experience of leading diverse, complex processes and project teams to achieve agreed objectives
* Ability to broker collaborations between organizations and guide and motivate people towards the achievement of agreed goals
* Understanding and experience of international advocacy as well as local evidence based advocacy.
* Understanding of structures and mechanisms for monitoring and implementation of children's rights
