The position:

The individual will be responsible for the organisation, management, and day to day running of all tests carried out by the Bacteriology Department.

Main responsibilities:

    * Training of the Bacteriological Staff and the ordering of all laboratory supplies for the three technical Departments of the company

Midwifery Training Project Co-ordinator - Arusha, Tanzania

1. Background

The Commonwealth Secretariat’s  Commonwealth Fund for Technical Co-operation (CFTC) has approved  funding to support a project aimed at enhancing the capacity to reduce  Maternal/Neonatal Morbidity and Mortality in the East Africa Region,  through the East, Central and Southern Africa Health Community  (ECSA-HC). The project will focus on enhancing the capacity of midwife  trainers to further train skilled midwives for placement within the  health services.

Many Commonwealth member countries in  East, Central and Southern African region do not currently have  midwifery educator’s programmes, thereby constraining their ability to  train midwives to deliver care to mothers and newborns. Consequently,  there is an acute shortage of midwives in the region which in turn has  been a major contributing factor to the high maternal mortality ratio,  with some countries having in excess of 1000 maternal deaths per 100,000  live births as compared to the developing country average of  21/100,000. The limited number of trained midwives in ECSA region is  therefore a major constraint for countries in meeting target 6 of MDG  Goal 5; reducing maternal mortality by three quarters by 2015 and  increasing the proportion of births to be attended by skilled health  personnel to 90%.

The East, Central and Southern Africa  Health Community (ECSA-HC) was set up in 1974 under the auspices of the  Commonwealth Secretariat. In 1980 ownership was transferred to the  organisation itself in order to allow greater flexibility of membership.  The current membership is ten countries namely: Kenya, Lesotho, Malawi,  Mauritius, Seychelles, Swaziland, Uganda, Tanzania, Zambia and  Zimbabwe. It is an inter-governmental organisation which promotes  regional cooperation in health. Its activities are mainly in the areas  of policy advocacy, capacity building, information sharing and research  and evaluation. The Commonwealth Secretariat initially worked with  ECSA-HC and the World Health Organisation (WHO) to develop a midwife  tutors programme for the region.

2.  Purpose of the project

To enhance midwifery capacity  in order to reduce maternal and neonatal mortality and morbidity in the  East, Central and South African region.

3.  Scope of Work

The Midwifery Training Project  Co-ordinator will be deployed to ECSA-HC in order to support the  implementation of this programme. The expert will closely with the  Senior Programme officer of ECSACON (East, central and Southern Africa  College of Nursing) which is the central hub of nursing and midwifery  education in ECSA. The expert will be responsible for coordinating the  midwifery educators’ programme in ECSA- region.. In collaboration and  consultation with partners, it is expected that the expert will  undertake the following activities:

    * Conduct a  resource audit in the Higher Education Institutions (HEIs) in order to  identify those that will implement the advanced midwifery programme.  This will be a combination of desk work and visits (one per region -  east, central and southern)
    * Facilitate the development  and validation of the courses in approved institutions.
    * Work  with selected universities to train students and provide support to  teachers/lectures in the HEIs in the region.
    * Facilitate  the development of course materials
    * Provide input on  some of the modules as per the training schedule
    * Participate  in the final assessment of students for the ECSACON Fellowship Award.
    * Provide  leadership in the planning, implementation and evaluation of the  programme
    * Lead the development and implementation of an  appropriate and effective programme strategy/business plan
    * Identify  and share information on best practices, lessons learned, and resources  related to enhancement of midwifery capacity through education in the  region
    * Develop a monitoring and evaluation system for  collecting, updating, and sharing information on resources available in  the region.
    * Liaise with all stakeholders, organizations  and projects in the region and globally to better coordinate knowledge  sharing mechanisms to strengthen efforts to improve midwifery education,  regulations and practice for reduction of maternal & neonatal  mortality and morbidity.

4. Outputs/Deliverables

It  is expected that through the activities the following outputs will be  achieved:

    * Agreed and validated curriculum for delivery  by selected institutions
    * Course materials developed and  reproduced
    * Selected Higher education Institute able to  deliver advanced midwifery course
    * Midwifery tutor  trained in the delivery of midwifery training
    * Effective  knowledge sharing strategy developed and in use
    * Monitoring  and evaluation strategy developed and in use

5.  Transfer of Expertise

The Commonwealth Secretariat  attaches particular importance to the transfer of expertise and  knowledge to counterparts. The expert will train midwife trainers from  different countries to further train skilled midwifery attendants for  placement within the health services.

The Midwifery  Training Project Co-ordinator will coordinate the midwifery capacity  building project through various modes of learning (competency and or  inquiry based model, distance learning mode, residential or contact  session’s mode). She/he will work with selected universities to train  students and provide support to teachers/lecturers in the HEIs in the  region.

She/he will take up some of the modules as  per the training schedule. Other activities will include the development  of course materials, for the project and provide leadership in the  planning, implementation and evaluation of the programme. Furthermore,  key staff in the HRH department of the ECSA-HC Secretariat will also be  assigned to work with the expert on key strategic and policy areas to  ensure that the institutional memory is maintained upon completion of  the expert's tenure.

6.  Implementation Arrangements

The Midwifery Training  Project Co-ordinator will be based in the HRH department of the ECSA-HC  Secretariat in Arusha, Tanzania, for a period of two years. The expert  will be working closely with the Senior Programme Officer ECSACON under  the support and supervision of the HRH Manager. These will continue  working on the project after the departure of the CFTC expert. The  selected HEIs will have established advanced midwifery courses supported  by appropriate documentation and trainers. ECSA-HC countries will  continue to sponsor prospective candidates for the programme while  ECSA–HC will continue with the following: Monitoring and evaluation of  the programme; Training materials development; Curriculum review;  Marketing the programme.

7.  Professional qualifications:

Bachelors in  Nursing/Midwifery or any other relevant Degree, with Masters in Nursing,  Public Health, /Midwifery or Maternal and Child Health. PHD or  additional training in education will be an added advantage

8.  Experience and Personal attributes

    * The  coordinator should have at least five (5) years experience in programme  coordination and development of educational programmes.
    * Should  be results oriented, with proven leadership, coordination and marketing  skills
    * Experience in monitoring and evaluation of  programmes
    * Research skills especially operational  research
    * Developing training guidelines, manuals and  reporting formats
    * Excellent verbal and written  communication Skills.
    * Computer Literate

Social & Scientific Systems (SSS) Inc. Management Information System Specialist Vacancy in Kigali Rwanda

A. Background

Social & Scientific Systems, Inc. (SSS), an employee-owned company, has supported public and private sector programs since 1978.

SSS contributes significantly to improving public health in the United States and in more than 90 other countries.

We are currently seeking a Management Information System Specialist to work with the Monitoring and Evaluation Management Services (MEMS) Project which was awarded by USAID to SSS in June 2008.

The purpose of the MEMS Project is to assist the USG Rwanda Team to develop and implement a comprehensive 
performancemanagement, monitoring, and reporting program.

This program provides data and information that meet and inform reporting and programming requirements for USAID including the President's Emergency Plan for AIDS Relief (PEPFAR), President's Malaria Initiative (PMI), Economic Growth and Democracy & Governance interventions under the current three USAID strategic objectives.
B. Function

Working closely with the MEMS in-country team and with the support from SSS's computer and data analysis specialists, the candidate shall lead the development and maintenance of the MEMS computerized information system and support the implementation of the performance monitoring, planning, evaluation and reporting requirements.
C. Duties and Responsibilities
  1. Develop consensus among key USG institutions (PEPFAR, PMI, USAID, CDC, DOD) about the requirements, specifications and platform for a cost-effective MEMS database for capturing, aggregating, analysing and reporting key monitoing & evaluation and research data trends for performance improvement.
  2. Lead the development and regular update of the MEMS programmatic database to provide access to the strategic information that will assist the USG institutions and implementing partners to assess their contributions to the Government of Rwanda (GOR)'s achievement in specific sectors.
  3. Implement programming and/or procedures to ensure data consistency and integrity for database.
  4. Lead the organization and implementation of the technical support and training to USG, implementing partnersand MEMS staff in the use of the Rwanda M&E database
  5. Lead the appropriate system and user documentation, including subsequent system enhancements for institutional memory.
  6. Support the data gathering, cleaning, aggregation and analysis activities of all USG teams and partners, as well as the dissemination of the aggregate reports from the MEMS programmatic database to USG institutions, implementing partners, host country partner institutions, implementing partners, and other donors and key stakeholders.
  7. Act as the MIS technical liaison for the USG country team, host-country partner institutions, USG implementing partners, other donors and key stakeholders.
  8. Support the analysis of USG aggregate and implementing partners' baselines, targets and reported data.
  9. Support cross-portfolio analysis and documentation on the progress and impact of the USG-supported activities, as well as setting of targets by USG and implementing partners.
  10. Support the development, packaging and submission of required quarterly, semi-annual and annual reports.
  11. Ensure installation of computer systems and regular maintenance of the MEMS/RPMS-related IT equipment, network and data security according to SSS standard operating procedures (SOPs) and contract requirements.
  12. Conduct hardware and software inventory management for MEMS/RPMS related equipment.
  13. Carry out routine Helpdesk activities, e.g., desktop level support and or technical assistance for users of the system use of the MEMS/RPMS
  14. Carry out periodic review of MEMS staff IT skills, assessing training needs and providing the necessary training support.
  15. Coach interns and work-study participants in developing and managing programmatic databases for program improvement and reporting.
  16. Perform any additional M&E/MIS responsibilities in line with the overall objective of the MEMS project as determined by the chief-of-party.
D. Required Qualifications and Experience
  • Fluency in English.
  • Master's degree in Computer Sciences or equivalent qualifications.
  • Proficiency in key programming languages (preferably VB.NET, C#) and database management systems.
  • Relevant certifications in computer programming. Specific knowledge and skills in web-based applications based on Microsoft platforms (.NET and Microsoft SQL Server).
  • Minimum of 3 years hands-on experience in system programming and managing complex IT networks and user support/training.
  • Ability to solve problems independently.
  • Strong communications and interpersonal skills.
  • Commitment to working as a team member.
E. Desirable Qualifications and Experience:

USAID Kenya - Agricultural Biotechnology Specialist Vacancy

The United States Agency for International Development (USAID), Kenya Mission seeks to fill the position of Agricultural Biotechnology Specialist for its Agriculture, Business & Environment Office (ABEO).
The position is based in Nairobi and is open to qualified Kenyan citizens.
Functions of the Position
The Agricultural Biotechnology Advisor serves as the principal biotechnology advisor to USAID/Kenya, and as the biotechnology program manager and Contracting/Agreement Officer’s Technical Representative within ABEO.
The Specialist provides expertise on the subject of agricultural biotechnology (crops and livestock), designs and manages the USAID/Kenya biotechnology program, monitors policy developments, advises on testing and transfer of biotechnology products, and ensures that program activities support USAID’s objectives to improve agricultural productivity, economic growth, food security, and environmental policy.
He/she manages all USAID/Kenya’s biotechnology program activities and reports on results and impact in close collaboration with USAID/Washington biotechnology specialists.
He/she represents USAID at various forums and liaises with donors, the private sector, Government of Kenya agencies, non-governmental organizations, international research organizations, advocacy groups and other stakeholders in the sector in Kenya.

Fluency in writing and speaking English and Kiswahili. Ability to develop and maintain high level contacts in the field of agricultural biotechnology and represent USAID effectively. Must be a self-starter, able to analyze and evaluate complex information from a variety of sources and prepare precise, accurate and well-written reports, often under tight deadlines and with minimal direction. Proficiency in Microsoft Office Suite is required.

Primary research objectives include:

Collaboration with bioinformaticians to organize high-density genotypic information in formats that facilitate marker and haplotype effect estimation

Mining pedigree, genotypic, and phenotypic data to localize markers for high-value alleles

Documenting genetic gains in CIMMYT’s breeding programs

Your job will entail that you:

Oversee the development of breeder-friendly software and interfaces for selection and for display of predictions

Support researchers in experimental design and data analysis

Train CIMMYT scientists, national researchers, and private partners in quantitative genetics and statistics applications

We are seeking candidates with the following qualifications:

A PhD in quantitative or statistical genetics or in plant/animal breeding, post-PhD experience is desirable

Demonstrated research excellence in the application of high-density marker information to plant/ animal breeding programs.

Excellent statistical computing skills, including proficiency in R, SAS, and GENSTAT

A track record of working in close collaboration with breeders
