VSF Belgium Consultancy for ECF Baseline Survey in South Sudan

Livestock – Epidemio - Surveillance Project Southern Sub – Project (Southern Sudan)

Baseline survey to map the extent of the expansion of East Coat Fever in South Sudan

Terms of Reference

Introduction

Veterinaires Sans Frontieres Belgium (VSF-Belgium) is an international non-governmental organization whose vision is to improve the welfare of vulnerable populations in developing countries, through improving animal health and production.

We have been a key player in the livestock sector in Southern Sudan since 1995 with a major role in the establishment of a community based animal health delivery system. Since 2007 VSF Belgium has been involved directly in supporting the Ministry of Animal Resources and Fisheries (MARF) in the establishment of an effective and efficient disease surveillance system in South Sudan.

This is under Livestock Epidemio-surveillance Southern sub-project (LESP) through a grant from the European Community (EC), a parallel project is being implemented in northern Sudan.

The overall objective of the project is long-term reduction of poverty of those involved in livestock farming.

The specific objectives are:
  • Completion of the rinderpest eradication pathway in Southern Sudan completed by 2008.
  • Establishment of an effective and sustainable epidemio-surveillance system (ESS) owned and supported by the Government of Southern Sudan (GoSS) in order to support timely and effectively livestock disease control
  • Ensure that the GoSS Ministry of Animal Resources and Fisheries (MARF) has an informed and fully-costed strategy addressing main animal health issues affecting Southern Sudan
The target groups for the project are the livestock owners of Southern Sudan, Community-based Animal Health Workers (CAHWs), Animal Health Auxiliaries, (AHAs), public and private veterinarians, Southern Sudan State Ministries of Agriculture and Animal Resources and Government of Southern Sudan (GoSS) Ministry of Animal Resources and Fisheries (MARF) Directorate of Veterinary Services.

Consultancy summary

In the past three years the project had its focus on addressing the completion of rinderpest eradication pathway as recommended by the World Animal Health Organization (OIE), as well as strengthening the disease surveillance capacity of the government of South Sudan specifically targeting priority and emerging livestock diseases in South Sudan.

However East Coast Fever (ECF) which was traditionally confined to the Equatoria Region of South Sudan seems to have spilled over to the neighboring states of Jonglei and Lakes, and is already causing alarm with a considerable loss among the native naĂŻve livestock population. Due to this threat the disease has become a top priority for the affected communities and the government.

Given the above, VSF-Belgium is seeking to engage one or more experts to map the distribution of ECF and its vector (Rhipicephalus appendiculatus) in South Sudan and the extent of their spread into new ecological zones. The expert(s) will be encouraged to work with MARF expert(s) in order to facilitate training and capacity building of the Ministry staff.

They will be expected to compile baseline information on geographical distribution, seasonal occurrence, mortality and morbidity rates of ECF, including other important tick-borne diseases, and to describe any deviation in the distribution of the vector based on the previous and current distribution status.

This information will be used by GOSS MARF and the States to design an urgent intervention to contain the current outbreak of ECF and stop any further spread into other clean areas.

Location
  • The survey will cover 4 States of Central Equatoria, Eastern Equatoria, Jonglei and Lakes States
Objectives of the baseline survey;
  • Map the geographical distribution of ECF and its vector Rhipicephalus appendiculatus in the target states
  • Map the current inter and intra-state livestock migratory and trade routes, and identify the most critical pastoralists interaction points for the purpose of putting in place an agreed measure to limit the spread of ECF infection.
  • Assess the socio-economic impact of the disease in the affected states
  • Identify the other priority diseases including any other potential tick borne diseases in the affected areas.
  • Provide recommendations for the best approach to control tick borne diseases in South Sudan in general with special focus on current ECF outbreak in Jonglei and Lakes states.
Execution
  • The expert(s) will draft a detailed work plan for the survey within the first one (1) week of signing the contract
  • A participatory approach will be expected with maximum stakeholder participation and appropriate involvement of MARF and project target groups at all stages. However information on T. Parva and Rhipicephalus appendiculatus needs to be confirmed through sample collection and laboratory analysis
  • The whole mission is expected to be completed within 30 days (4 days desk work, 3 weeks field work, 3 days report writing, and 2 days validation workshop).
Deliverables

The expert(s) will be expected to submit a hard and soft copy of a detailed work plan within one (1) of signing the consultancy contract.

A detailed final report will be presented to the VSF-B Regional Director and LESP Subproject Coordinator entailing the findings and recommendation of the survey. The entire report will be presented in English and will remain the property of VSF-B. A hard copy and a soft copy must be submitted.

A draft report will be expected seven (7) days after the end of the mission and the final report is expected 5 days after VSF-B’s comments.

The contents of the report shall be as follows:
  • Executive summary (covering major findings and recommendations).
  • Background.
  • Description of the objectives of the mission and execution methodology.
  • Findings
  • Problems encountered
  • Recommendations;
  • Annexes covering Terms of Reference, abbreviations, data collection formats and questionnaires used references, graphs, tables, etc.).
Responsibilities

The LESP Technical Advisor based in Juba, Southern Sudan will ensure the overall coordination of the mission in conjunction with the Project Coordinator (PC) also based in Juba. The expert(s) will be expected to work closely with MARF and relevant stakeholders.

The LESP Sub-Project Coordinator will have overall responsibility and accountability for the mission and will provide guidance through all stages of the studies.

The expert(s) will be part of the Project Management Unit which reports to the PC.

Qualifications

The expert(s) are expected to have the following attributes:
  • Livestock expert with at least seven years experience in Tick Borne Diseases (TBD)
  • Experience in carrying out similar surveys, using participatory methodologies and a proven track record of excellent results delivery.
  • Experience with social analysis of development in a rural and post-conflict environment.
  • Excellent report writing skills.
  • Working experience in Southern Sudan is desirable.

VSF-Belgium is an NGO working with disadvantaged communities to increase their standard of living and improve food security through improved animal health and animal production. In East Africa, our programmes focus on community based animal health services, training centers for mid-level animal health workers and sustainable natural resource utilisation.

Role
The Project Manager will manage and coordinate the implementation of the Emergency Veterinary Support Project in
Juba, Southern Sudan. This will involve provision of both technical and strategic leadership; ensuring efficient project
development and management; ensuring that systems and procedures are in line with VSFB policies, VSFB strategy,
donor and legal requirements. The Project Manager reports to the Country Programme Co-ordinator Southern Sudan

Context
VSF B is looking to recruit a highly motivated individual that is capable of managing a multi disciplinary team and
delivering timely project outputs. The Emergency Veterinary Support Project seeks to address food security in exceptional situations of transition i.e. among vulnerable agro pastoralist communities through capacity building, preservation and protection of livelihood for better productivity.

Main Responsibilities
  • Co-ordinate all aspects of project management and development.
  • Ensure effective and efficient financial management of the project. i.e. compliance with donor rules and VSF –B procedures
  • Ensure Staff working on the project have the capacity to implement activities in the project.
  • Representation of VSFB at local, national and regional levels.
  • Ensure effective communication and information flow within the project and with the Regional Office Nairobi.
  • Participate in coherent strategy development and relevant development networks
  • Build sustainable partnerships with the Government, civil society and private sector as appropriate.
  • Take a significant lead in the promotion and adoption of Assets Based Community Based Approach (ABCD) in programming activities.

Education

The BecA-ILRI Hub seeks to recruit a dynamic and competent Programme Management Officer. The person reports to the Director of the BecA-ILRI Hub and will work closely with various ILRI Departments & Units (Finance & Administration, HR, ICT, Resource Mobilization, Intellectual Property, etc).
Specific responsibilities include:
  • Research Management which includes: Reviewing and drafting documents (e.g. concept papers, proposals and reports) to check conformity to agreed templates, and consistency with project objectives, work plans and/or milestones.
  • Progress report preparation, including monitoring of milestones and status of deliverables in work plans.
  • Supporting development of project proposals and maintaining an up to date resource mobilization list..
  • Assisting in organizing/coordinating workshops/conferences.
  • Budgets and Accounting, including: Assisting in the preparation of budgets, including budgets for grant applications; working with Finance, to ensure that financial reports prepared conform to donor/investor guidelines/formats and quarterly monitoring of expenditures for Hub operations.

Preferred Skills and qualifications:
  • A minimum of a Bachelor’s degree in a relevant field (e.g. Economics, Business Administration, Management, Commerce) or a Master’s degree (MPA, MBA, MSc.) with at least 5 or 2 years of relevant work experience respectively.

1. Area Coordinator – Wajir South
Job Purpose
The Area Coordinator will manage the efficient and proactive operation of the Save the Children UK Habaswein sub-office.  The Coordinator will support Save the Children UK field teams in achieving their workplans in an efficient and timely manner.  As directed by the Area Manager in Wajir the post-holder will represent Save the Children UK in the sub-district with local officials and other stakeholders.
Key accountabilities:
  • Directly lead, manage and motivate the Finance Asst/Officer; Logs Asst/Officer; Programme co-ordinators (currently Nutrition and Health) plus other programme staff located in the Habeswein office.  Ensure they have clear workplans and objectives and receive regular supervision and reviews.  Workplans for programme staff will need to be developed jointly with the relevant technical project manager.
  • Lead and motivate the wider team in the Sub-office. Promote a team approach to management through regular team meetings to review and improve integration and quality support and service provision.
  • Supervise HR/Admin activities in the sub office.
  • Represent Save the Children locally in Habeswein ensuring good relations and are fostered and maintained with local communities, government authorities and other stakeholders.  Attend monthly DSG and / or other equivalent meetings as required.
  • Maintain appropriate systems to ensure communication protocols are followed by field teams and with other Save the Children UK offices. Report any breakdown in communications and seek the appropriate support from logistics and other managers to rectify problems.
  • As required, facilitate field visits to the area office area by other staff members, Save the Children UK donor representatives and other guests e.g. consultants, journalists.
  • Ensure the proper handling and maintenance of all Save the Children UK assets of the sub-area office and ascertain the proper location of these assets.
  • Ensure strict adherence to current security management procedures and monitor the security situations in the area covered by the office.  Liaise frequently with other security focal persons to monitor incidences and changing circumstances and report these to AOM and Safety and Security Manager.
  • Ensure the effective and efficient use of all Save the Children UK resources in order to keep costs low and ensure the security of staff.  Undertake regular spot-checks and monitoring of expenses claims and other costs incurred locally.

Job Purpose
To ensure SCUK’s combined health and nutrition programme in [Wajir/Mandera) are successfully implemented in line with approved donor agreements, budget and SC strategic objectives.  To ensure all nutrition and health programming is of a consistently high quality and appropriate monitoring and evaluation mechanisms are in place to monitor the impact of SC work for children.
Key accountabilities:
  • Develop and regularly update a detailed implementation plan guiding all health and nutrition programme implementation and ensure this is used by the whole project team to monitor project progress towards completion.
  • Prepare narrative and financial reports for donor(s) and SCUK as required, ensuring these are of a high quality and submitted to the Area Manager for review in a timely manner.
  • Put systems in place to ensure information required to monitor progress and impact indicators is collected, compiled and analysed appropriately.  Ensure all SC monthly and donor monitoring requirements are complied with.
  • As a sub-budget holder for various grants, be fully aware of the grant compliance regulations of the donors relevant to your project. The postholder will work with the Area Manager to review and revise budgets; authorising and monitoring expenditure in line with the budget and donor guidelines, SCUK grant management and financial guidelines.
  • To have overall management responsibility for the nutrition and health team.  Lead and motivate the team to ensure effective project implementation.

3. Nutrition Coordinator based in Mandera, Takaba.
Job Purpose
To manage the Community-based Therapeutic Care programme and nutrition and to ensure all components of the programme are functioning properly, providing care of quality to all the patients/beneficiaries through respecting protocols and principles of good practice.
Key Responsibilities:
  • Overall responsibility for the day to day management of project site activities and staff (OTPs, SFCs, outreach staff and volunteers)
  • Provide technical guidance to support MoH in provision of inpatient therapeutic care, SCUK staff in implementation of OTP/SFP and Community Mobiliser and outreach staff/volunteers at project sites/local communities
  • Ensure all staff understand and implement programme protocols used in the treatment of the acutely malnourished
  • Ensure appropriate and consistent health and nutrition education messaging to mothers and other carers at OTP/SFP sites and in the community
  • Conduct trainings to build the capacity of staff/volunteers, MoH staff and the community at large in identification and management of the malnourished and in prevention of malnutrition
  • Facilitate systematic/correct supplies requests, distribution plans, consumption reporting from the nutrition programme to the logistics department

The position is responsible for implementing better nutrition among communities through nutrition education, surveillance and strengthening capacity of MoH in the management of acute malnutrition.

  • The nutrition officer will participate in the development of training curriculum and tools and facilitate/co-facilitate all nutrition education trainings
  • Liaise with relevant ministries and partner agencies in selecting participants for trainings while ensuring that priority is given to the staff working in the key agreed areas
  • Maintain a data base of the trained and active nutrition educators in the community

1. Youth Peer Educators Coordinator
Reporting to the Project Manager the YPE coordinator will coordinate network nationwide youth peer educators in implementing IEC and BCC interventions focussing on HIV & AIDS, targeting the youth. The position will be a fifteen (15) months contract.
Specific Duties and Responsibilities:-
The position holder will be charged with the responsibility of managing key portfolios including developing and managing Youth Peer Education initiatives, school-based interventions etc in 38 Districts in Kenya.
S/he will coordinate the development and implementation of activities targeting these portfolios and monitoring them to ensure that activities are implemented in a timely manner, meet program quality criteria, and yield expected results
and liaising closely with related projects and partners to optimize use of project resources and maximize impact.

  • Develop and implement quarterly work plans and budgets to ensure smooth operation of youth peer education initiatives.
  • Provide BCC technical guidance for schools programs, ensuring that projects have capacity to implement activities.

  • Compile monthly progress reports of individual youth groups activities as well as prepare and/or write documents, reports and questions for the record related to the different locations.
