In addition, the Officer will be expected to assess patients’ needs for nursing services; verify and maintain information relating to patients admissions; keep records of drugs and supplies; and guide, supervise and counsel staff performing routine clinical duties.

This will be entry and training grade into the Public Technician cadre. An Officer at this level will work under the supervision and guidance of a more experienced Officer.

Duties will involve participation in immunization programmes, inspection of homesteads, villages and shopping centres; sitting of compost pits for refuse disposal; sitting of pit latrines in
homesteads and villages and supervising their construction; inspection of springs and wells
to ensure that they are properly maintained and protected as safe sources of drinking water;
and sitting of grain stores and giving advice on vectors and rodent control.

1.0 Job Summary

Working in close collaboration with the Program Manager, the Field -based Program Officer for Water and Sanitation will be responsible for managing all Water and sanitation activities relating to the new OFDA-funded program SETTLE 2.  The goal of this program is to strengthen productive livelihoods for returnees and host communities through increased economic opportunity and the adoption of healthy practices.
 
2.0 Essential Duties and Responsibilities: 
  1. Under the guidance of the Program Manager, you will assess the sanitation needs of the beneficiary communities, taking into account the needs of the locally affected population.  Will be expected to participate in the identification, planning and establishment of new borehole sites as necessary.
  2. To work in close collaboration with other parts of the SETTLE team, other CHF projects and other stakeholders involved in similar health work to ensure an integrated approach to people's health needs.
  3. Coordinate, monitor, and provide logistical support of all health and sanitation activities in targeted areas.
  4. Establish water management committees to be able to over management of newly constructed boreholes.
  5. You will be expected to train water management committee to become trainers in basic health topics relating to water and other hygiene issues.
  6. You will be expected to organize and take part in hygiene promotion events.
  7. To ensure that sustainable systems are set in place for longer term operation and maintenance of all sanitation facilities, including the provision of all necessary training using the PHAST methodology.
  8. To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work.
  9. To supervise and coordinate the work plans of the community mobilizers including agreeing work schedules and arranging training inputs where necessary.
  10. Develop tracking tools as necessary and maintain an inventory for all health related inputs.
  11. Develop and maintain working relationships with key community leaders, government officials, and beneficiaries
  12. Prepare weekly, monthly reports and final reports on activities progress, constraints and suggestions for improved performance.
  13. Prepare procurement documents related to activities in consultation with the logistics department.
  14. Maintain meticulous records of all distributed assets and workshops
  15. Perform any other duties as required by your supervisor.

Sustainable water and Sanitation in Africa (SUWASA)

Sustainable water and Sanitation in Africa (SUWASA) is a new regional initiative of the US Agency for International Development (USAID), implemented by ARD, Inc., with a mission of fostering the transformation of water and sanitation services delivery in sub-Saharan Africa to achieve long-term financial sustainability through the application of market-based principles.
Over the four-year life up to 30th September 2013 of the project, SUWASA will support up to 12 reform initiatives in multiple countries of sub-Saharan Africa. ARD, Inc. – SUWASA seeks to fill the following positions, based in Nairobi:
Water Sector Reform/Finance Specialist, Kenya
Ref:
Finance Specialist
Key Responsibilities:
  • Lead the design of SUWASA activities to support water sector reforms and implementation of innovative financing approaches to water and sanitation investments.
  • Assist the Chief of Party in managing SUWASA activities involving sectoral and financial reforms.
  • Provide technical assistance to individual SUWASA activities involving sectoral and financial reforms.
  • Coordinate with the international donor community and financial institutions involved in water and sanitation reform and finance.
Qualifications and Experience:
  • A minimum of 10 years of professional experience, with a proven track record in infrastructure and utility reforms, particularly in the water and sanitation sector;
  • Experience in designing, structuring and implementing infrastructure projects for water supply and waste water management, preferably with private sector participation in finance, construction, and management;
  • Knowledge and experience in micro-finance operations and management;
  • Demonstrated experience in in-depth feasibility analysis, particularly in financial modelling, for medium to large-sized infrastructure construction projects and familiarity with concepts of financial and operational risk management;
  • In-depth knowledge of approaches to partial risk guarantees in the context of structuring complex projects for private participation in infrastructure (PPI), from ‘take-or-pay’ and demand-based guarantee mechanisms to more advanced performance-based models.
  • Experience and demonstrable knowledge of tariff designs for water services as well as key challenges faced by utilities on service delivery related to finance
  • Advanced degree in Economics. Finance, Master of Business Administration, or any other relevant financial degree;
  • Experience in working in a donor-funded environment will be an advantage;
  • Working experience in Sub-Saharan Africa, particularly with regard to reforms in water and sanitation will be an advantage;
  • Ability to plan, direct, manage, control and take initiatives independently, communicate fluently, work as a team member at a matured level of sensitivity and diplomacy in dealing with key stakeholders;

Monitoring and Evaluation Specialist, Kenya

  • Develop, adjust and implement SUWASA’s Performance Monitoring Plan (PMP);
  • Design and implement a monitoring and evaluation program for individual country projects;
  • Manage reform performance data collection and analysis;
  • Maintain data quality;

  • Participate in regular progress reporting to USAID.
Qualifications:

USAID Kenya Water, Sanitation and Hygiene Specialist Vacancy

The United States Agency for International Development (USAID), Kenya Mission seeks to fill the position of Water, Sanitation and Hygiene (WASH) Specialist for its Agriculture, Business & Environment Office (ABEO). The position is based in Nairobi and is open to qualified Kenyan citizens.

Basic Function of the Position:

The position will provide leadership, program management and technical support for USAID water and sanitation-related programs.

The WASH Specialist will:
  1. Lead efforts to design and manage targeted Mission programs that focus on improving water supply, sanitation and hygiene through developing a Mission-wide WASH strategy, coordinating and leveraging WASH efforts in different offices, and interacting with all WASH partners;
  2. Lead efforts to monitor and evaluate all Mission activities contributing toward improved WASH;
  3. Provide overall technical analysis and guidance to the Mission on strategies to improve water supply, sanitation and hygiene;

d. Skills and Abilities (30%): Demonstrated ability to function independently in complex, frequently changing political and economic conditions. The ability to manage resources, programs and people and interact effectively with representatives of national and local governments and USG agency staff. Purpose 
To maximise the effectiveness of Red Cross and Red Crescent WatSan initiatives in East Africa under an integrated community risk management approach by providing technical support services to National Societies and PNS implementing WatSan programmes, either in country or remotely administered from Nairobi.

Key tasks and responsibilities

 
The WatSan Adviser is responsible for overall coordination of long term WatSan programmes in East Africa so they are all aligned under the community risk management approach. He/she will help National Societies and community to understand how to, based in the identification of potential hazards, take actions to reduce vulnerability of their water and sanitation systems and protect their services against the damage caused by extreme events such as flooding and droughts. He/she will provide technical support and advice to the National Societies and the Patnering National Societies in the region while supporting every opportunity for WatSan capacity building.
He / She will be responsible for the following specific tasks: 
  1. Provide technical support to the National Societies and the Partnering National Societies counterparts to ensure timely and effective assessment, planning and implementation of the long term WatSan programs with a special focus on the capacity building aspect of the host National Societies.
  2. Monitor and evaluate country level WatSan programmes to encourage project implementers to plan and carry out the following tasks to improve health status of the beneficiaries and reduce vulnerability against major disasters by:
    1. Ensuring that the WatSan intervention responds to a preventive health approach, integrating elements of water supply, sanitation and hygiene promotion as required, based on the assessment of risks and needs in the affected communities.  
    2. Ensuring international and/or national WatSan and Disaster Risk Reduction standards are well integrated and maintained.
  3. Support, develop and train (or arrange appropriate training) for the Patnering National Societies and the National Societies staff, in WatSan hardware/software and in project planning, budgeting, reporting and proposal writing to include management skills for developmental programmes.
  4. Build and maintain a knowledge database and disseminate technical information, updates and innovation in the WatSan sector to the Patnering National Societies and National Societies in the region.
  5. Document best practices and lessons learnt in WatSan programme implementation and share among the National Societies.
  6. Liaise with and encourage National Societies to engage effectively with other key WatSan players at national level, ICRC, Government bodies at all levels, UN (Water, Sanitation and Health Cluster), NGOs, CBOs (Community Based Organizations), community groups, beneficiaries and the private WatSan sector where appropriate. Ensure the liaison with ICRC, UN (WASH Cluster) and NGOs in the area of WatSan is effective as well at regional level.
  7. Produce regular, written and accurate technical reports to the Programme Coordinator with copy to the WatSan Unit in Geneva, including financial and narrative reports for the International Federation and its donors.
  8. Closely work with other advisers and officers in the Technical Support unit, to contribute to disaster preparedness, operation response, and recovery, for a holistic support in the unit.
  9. Respect and follow the key Federation technical documents (Strategy 2020, WatSan policy, Global Water and Sanitation Initiative, Global Health Strategy, Framework for community resilience, etc.) and international strategies (Millenium Development Goal`s, Hyogo framework, etc.). Contribute actively to the IFRC global WatSan agenda.
  10. Provide a contact point for support to bilateral PNS wanting to contribute to the establishment of WatSan programmes in the region. Assist in the conduct of external evaluation of bilateral WatSan, programs in the region.
  11. Support and participate actively in fund raising for the community risk management programme in the IFRC Regional Office.
  12. Upon request from the Watsan Adviser and /or Head of the WatSan Unit at the Secretariat, and with approval from the Technical Support Unit, participate in global WatSan training, meetings and forums. Act as sounding board for global WatSan strategies, policies and tool development.

Lateral relationships

  1. Establish and ensure effective working relationships with the other advisers and officers within the Technical Support unit and other service support departments in the IFRC East Africa Regional Office.
  2. Ensure effective working relationships with National Society’s technical counterparts and leadership.
  3. Ensure effective working relationships with technical and service departments at Zonal and Geneva Secretariat levels.

Request For Expression of Interest
The Nile Basin Initiative (NBI)/Nile Equatorial Lakes Subsidiary Action Program (NELSAP)/Kagera River Basin Management Project has received a Grant from the World Bank through the Nile Basin Trust Fund (NBTF) for preparation of a strategic portfolio of regional water resources investment projects and intends to apply part of the proceeds of this grant to eligible payments under the contract for consulting services for conducting a feasibility study for a Multipurpose Water Resources Development project within the Kagera basin with a focus-on energy and agricultural production.
The Kagera basin is characterized by low-productive peasant agriculture, endemic poverty, extensive land degradation caused by population pressure and deforestation, and increasing water scarcity. Water scarcity and growing food insufficiency are some of the major issues facing the Kagera River Basin and the situation is expected to get worse as the population increases and as demand by the different water use sectors out-matches the existing supply and is exacerbated by the imminent effects of climate change.
A multipurpose water resources development project with a focus on storage for energy, irrigation and other uses is thus conceived to address issues related to water and food security within the basin.
The consultancy services include: conducting a feasibility study for development of small and medium-scale multipurpose water storage reservoirs with an emphasis on agricultural development (for irrigation, livestock, aquaculture and fisheries production), on energy and other uses such as water supply.
The scope calls for competencies in water resources engineering and management, civil/infrastructure engineering, water resources modeling and systems analysis, irrigation engineering & agronomy, geotechnical engineering, hydraulic engineering, hydropower development, GIS and remote sensing, financial and economic investment appraisal, social and environmental assessments, institutional analysis and investment program/project preparation.
The estimated implementation period is twelve (12) months.
The Nile Basin Initiative now invites eligible consultants to indicate their interest in providing the described services.
Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions and in the region, client references, firms’ core business, technical and managerial capabilities,, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006, revised May 2010).

Responsibilities and Tasks
R1 Administration
  • Maintain office and capital equipments inventory in your area of work.

  • Supervise and monitor the use of project field equipment and materials.
  • Administer project advances in accordance with CARE procedures.
R2 Project Development and implementation
  • Design and implementation of appropriate water supply and sanitation infrastructures

  • Experience in working with disadvantaged communities and involving them in participatory approaches.
  • Experience in working on both water supply and sanitation programmes in developing countries and a strong academic and practical knowledge of both disciplines.
  • Experience in the field of hygiene promotion and an appreciation of its importance.
  • Familiarity with dealing with donor and government offices in relation to development programmes.
  • Proficient in preparation of proposals and reports and having good writing, communication and computer skills.

  • Represent GOAL in external sectoral frameworks as appropriate-facilitate the exchange of technical information and identify opportunities for cooperative work and joint ventures with other agencies.
  • Support GOAL in- country management in maintaining effective collaboration with donors and specifically build relationships with relevant focal points within donor organisations.
  • Participate in relevant discussion groups as required in order to assess future policy development.
Training and Development
  • Develop the capacity of the operations department to provide the relevant support in order to more effectively manage and support country programmes with WASH programmes.
  • Support the recruitment, training and briefing of field WASH staff for relevant country programmes.
  • Identify relevant water, sanitation and hygiene related courses both in-country and elsewhere and recommend appropriate staff to attend
Requirements: (educational, language, etc.)
  • Relevant professional qualification (B.E., B.Sc.) with specific focus on water and sanitation (diploma, masters degree).
  • Minimum 5 years relevant experience with at least 2 years working in developing countries.
  • Experience in working with disadvantaged communities and involving them in participatory approaches.
  • Experience in working on both water supply and sanitation programmes in developing countries and a strong academic and practical knowledge of both disciplines.
  • Experience in the field of hygiene promotion and an appreciation of its importance.
  • Familiarity with dealing with donor and government offices in relation to development programmes.
  • Proficient in preparation of proposals and reports and having good writing, communication and computer skills.
  • Fluent in written and spoken English.
  • Willingness to travel extensively
Desirable Skills Include:
  • Additional languages (French, Spanish, Arabic, Swahili,..)
  • Expertise in geophysics, hydrogeology, drilling programmes.
  • Experience in recruitment and personnel management.
