Project Manager -Southern Nyanza Community Development GOK/IFAD Funded Project Job Vacancy

Job Advertisement for the Position of Project Manager -Southern Nyanza Community Development GOK/IFAD Funded Project

The Government of Kenya has been implementing a seven-year Multi-Sectoral Southern Nyanza Community Development Project using credit from International Fund for Agricultural Development (IFAD) from 2004-2011.

The Project’s goal is to reduce poverty and improve rural livelihoods of the poor communities in six Districts namely; Homa-Bay, Kuria, Migori, Nyamira, Rachuonyo and Suba.

The Project is supported through five (5) components namely; Community Empowerment; Agriculture and Livestock; Primary Health Care; Domestic Water Supply and Project Management and Coordination.

The Project Management Unit (PMU) is based at Homabay. The project intends to apply part of the proceeds in recruiting a Project Manager.

The Project Manager will be responsible to the Permanent Secretary, Ministry of State for Planning, National Development and Vision 2030 for the overall coordination and management of the project through the Director Rural Planning Directorate.

He/She will ensure that the project implementation is realized in accordance with the loan and financing agreements (GoK/IFAD). The position requires a candidate who has the capacity to coordinate and manage a multi-sectoral integrated project using participatory community mobilization approaches.

The Project Manager will be responsible for day-to-day operations, coordination and management of the project activities in the five project components. The Manager will also be responsible for requisite reports, results monitoring, periodic review of overall project implementation and its outcomes and impacts.

On the other hand, the Manager will incorporate cross cutting issues such as poverty, gender, environment, HIV/AIDS within the project framework. The position will be on one year contract renewed on annual basis pegged on performance.

Duties and Responsibilities
  • Coordinating the development and preparation of the Project Implementation and Financial Manual;
  • Ensuring project implementation and management in compliance with the Project Implementation and Financial Manuals;
  • Ensuring development, approval and implementation of the Annual Work Plan/Budget (AWPB);
  • Ensuring efficient flow and proper utilization of project funds;
  • Ensuring timely preparation of the audit reports;
  • Facilitating project evaluations and reviews in accordance with the Loan Agreement;
  • Recruiting project support staff in accordance with procedures detailed in the Project Implementation Manual (PIM);
  • Recruiting and supervising the acquisition of external professional services in accordance with procedures detailed in the PIM;
  • Organizing the supervision and appraising of PMU professionals and support staff;
  • Organizing and the development of PMU staff training programmes;
  • Networking and liaison with other stakeholders who may provide complementarily and synergy; to the project’s activities, aims and objectives;
  • Ensuring implementation of the Project Steering Committee’s policy directions;
  • Will provide the secretariat during the Project Steering Committee meetings;
  • Disseminating accurate information regarding the project’s activities;
  • Ensuring implementation of all recommendations made during supervision missions with an aim of enhancing performance of project;
  • Ensure compliance with all reporting requirements (e.g. AWPBs, Project Budgetary allocations, disbursements of funds, Progress Reports, Project Audit Reports, Withdrawal Application in conformity with the Project implementation and management procedures; and
  • Any other duty relevant to the project’s activities as may be assigned by the Permanent Secretary, Ministry of State for Planning, National Development and Vision 2030.
Qualifications
  • A bachelor Degree in Agriculture, Livestock, Veterinary Science, Economics, Administration or Social Sciences. A Masters Degree is mandatory preferably in Economics, Social Sciences, Administration or Project Management. A Doctorate Degree in any of these fields would be an added advantage;
  • A professional of high standing with evidence of progressive growth in leadership with team building skills;
  • Have a minimum of 10 years experience in managing rural development projects;
  • Experience and good working knowledge of the socio-cultural setting of the communities in the project area;
  • Good knowledge of participatory approaches to community based activity planning, budgeting and accounting;
  • Conversant with appropriate technologies for the various projects;
  • Demonstrated evidence of effective community mobilization skills; and
  • Working effectively and cooperatively with other PMU members towards shared objectives of the project in order to achieve full integration of project activities.
Desirable qualification and other attributes
  • Be a Kenya citizen;
  • Have knowledge and skills in project management cycle with emphasis on activity based planning and budgeting;
  • Be computer literate (proficient in use of common software packages);
  • Be motivated and have the ability to work with minimum supervision;
  • Fluent in English and Kiswahili: both written and oral and good report writing skills;
  • Good advocacy, communication, negotiation, public relations skills and ability to work as a team member;
  • Commitment to gender equity;
  • Be in possession of strategic leadership course;
  • Working knowledge of Government of Kenya Policies, operations and reforms; and
  • Must be able to work closely with the local communities and leaders;

Director and Assistant Director (2) Vacancies

The Kenya Anti-Corruption Advisory Board (the Board) wishes to fill the positions of Director and Assistant Directors of the Kenya Anti-Corruption Commission

The Board is established by the Anti-Corruption and Economic Crimes Act, 2003 (the Act). It comprises members nominated by various professional bodies and civil society, and is accountable only to Parliament in the performance of its duties.

The Kenya Anti-Corruption Commission (the Commission) is also established under the Act as an independent public authority to combat corruption and economic crimes.

The Commission is empowered to investigate corruption and economic crimes, advise on the elimination of corrupt practices, educate the public and enlist Public support in pursuing its mandate, and recover, or seek compensation for public properly lost or damaged as a result of corruption or economic crimes.

The Board’s principal function is to advise the Commission on the exercise of its powers. It also has the sole authority to recommend to the National Assembly for approval and subsequent appointment by the President of persons to serve as Director and Assistant Directors of the Commission.

The Board therefore wishes to recruit a Director and two (2) Assistant Directors to serve in the Commission.

Director

Responsibilities

The Director shall be the Chief Executive Officer of the Commission, responsible for its overall direction and management and for the organization and conduct of its day-to-day business. In particular, the Director shall formulate policies and develop structures, systems, procedures and programmes for the Commission to ensure the effective enforcement of the Act.

In performing these functions, the Director shall work in close liaison with the Board, for whom the Director shall also serve as Secretary.

The Candidate

The successful candidate shall possess the following qualifications and qualities:
  • Be a graduate from a recognized university, and possess another relevant post-graduate degree in any of the following fields- law, public administration, accounting, financial matters, or the investigation of fraud and corruption.

  • Possess an excellent understanding of the Commission’s legal mandate and Kenyas legal system and processes.

Assistant Director (Legal Services)

Responsibilities

Under the overall direction and management of the Director, the Assistant Director (Legal Services) will be responsible for:
  • The provision of legal advice and services to the Commission.
  • The institution of civil litigation for recovery of public property
  • The institution of civil litigation for compensation or for damages resulting from loss of, or damage, to public property
  • The institution of proceedings for the forfeiture of unexplained wealth, and applications for orders prohibiting the transfer, disposal or handling of properly suspected to have been corruptly acquired -
  • Recommending cases for criminal prosecution.
The Candidate

The successful candidate shall:
  • Be a university graduate in law from a recognized University
  • Be an advocate of the High Court of Kenya
  • Have at least twelve (12) years experience, seven (7) of which must be in the prosecution of civil and criminal cases

Under the overall direction and management of the Director, the Assistant Director (Education, Research, Policy and Preventive Services) shall be responsible for:
  • Design, implementation and management of governance and anti-corruption programmes and projects in partnership with other public organisations.
  • Organization, hosting and participating in seminars, workshops, conferences and other educational and training initiatives.
  • Design and promotion of best practices, systems, procedures and codes of conduct and ethics and other good governance and anti-corruption measures for organizations.

The Candidate

  • Be a graduate from a recognized university with a Masters degree in either Education, Research or Public Policy. Possession of a PhD would be an added advantage.
  • Have at least twelve (12) years experience in the design and management of policy, research and educational programmes and advocacy, including in the examination of operating systems and procedures in the public or private sectors, in institutional design and reform, in the design of preventative measures and educational and training initiatives, and in coalition-building
  • Demonstrate a good understanding of issues of governance and corruption in Kenya
  • Be of outstanding honesty and integrity
  • Have outstanding interpersonal and communication skills, and the ability to liaise at a senior level with other organizations
  • Be able to provide technical and administrative leadership as and when required
  • Possession of a demonstrable track record in research and publication on issues of ethics, governance and corruption, with relevant international training, experience and exposure will be an added advantage.
Procedure for Appointments

The successful candidate for the position of Director will be recommended to the National Assembly for approval and subsequent appointment by the President for a term of five years.

The successful candidates for the positions of Assistant Directors will be recommended to Parliament for approval and subsequent appointment by the President for terms of either four (4) or five (5) years.

Remuneration packages will be negotiated depending on qualification and experience, but will be sufficiently attractive for persons looking for such challenging assignments.

Background

The Government of Kenya recognizes the Johannesburg Plan of Implementation as adopted at the World Summit on Sustainable Development (WSSD) in 2002 that sets a goal to ensure the sound management of chemicals world-wide by 2020.

World community has adopted the Strategic Approach to International Chemicals Management(SAICM) to be the driver of this process.

In this regard Ministry of Environment and Mineral Resources (MEMR) and United Nations Institute For Training and Research UNITAR with the financial support provided for the project by the UNEP SAICM Quick Start Programme Trust Fund are implementing SAICM in Kenya.


MEMR is therefore inviting suitably qualified Kenyans to apply to provide various services as resourc people in the Projects Coordination Office based at the Ministry Headquarters as detailed below:

11.0 Area Technical Expert

Duties:

The technical expert will specifically be expected to assist the Project Coordinator to undertake the following:

i. Undertake preparatory activities for project and workshops

ii. Coordinate support and advice regarding development of the National Chemicals Profile establishment of inter-ministerial coordination mechanism, National SAICM Capacity Assessment preparation, national SAICM priority setting, national policy development activities, National Chemicals Management Database development activities, and Action Plan development activities

iii. Coordinate the planning workshop for preparing a National Profile and National SAICM Capacity Assessment, inter-ministerial coordination mechanism establishment activities, National SAICM Forum, planning meeting for National Chemicals Management Database, and Action Plan Skills Building Workshop

iv. Coordinate arrangements with UNITAR to host the National Profile on the UNITAR/ECB National Profile Homepage, and National SAICM Capacity Assessment, National SAICM Forum report, and national policy prepared by Kenya on UNITAR's website Assist with project evaluation.

v. Assist with project evaluation.

vi. Organise advisory committee meetings, where appropriate

Qualifications: Advanced degree in economics, planning or physical science, engineering with at least 10 years experience in field and proven track record in chemicals management.

Timing: The services of the resources person will be required for 5-10 months and will be spread over the duration of the project

Language: English, Kiswahili, and other UN language(s) an advantage.

2.0 Title: Information Technology Expert and Data Assistants

Duties: The Information technology expert will specifically be expected to assist the Project Coordinator (national) to:

i. Establish a system for proper chemicals' data processing within the chemicals stakeholder institutions such as NEMA, Government Chemist, Pest Control Products Board, Kenya Association of Manufacturers etc

ii. Design the database at MEMR Headquarters, a portal for chemicals \ information and Exchange Network (CIEN)

iii. Install and Operate the database in MEMR

iv. Train the Ministry staff to operate the database system chemicals Information

v. Link the database to other sources of information

Qualifications: Advanced degree in computer science with at least 10 years experience in field.

Language: English, Kiswahili, and other UN language(s) an advantage.

3.0 Post Title: Legal and Policy Analyst

Duties:

The Resource Persons will be expected to assist the Project Coordinator to:

i. Develop and provide input to the National Profile, inter-ministerial coordination mechanism establishment, National SAICM Capacity Assessment;

ii. Address the legal and policy issues of project administrative issues

iii. Develop National Chemicals Profile

iv. Establishment of an inter-ministerial coordination mechanism,

v. Preparation a National SAICM Capacity Assessment,

vi. Promote understanding of the national SAICM priority setting,

vii. Strengthen the national governance framework for SAICM implementation,

viii. 2. The Government of Southern Sudan (GoSS) has received a Grant toward the cost of Gender Support and Development Project from the Multi Donor Trust Fund (MDTF) provided by a consortium of Donors and managed by the International Development Association (IDA).

The project objective is to achieve immediate peace dividends for targeted women in Southern Sudan, through the provision of:

(a) improvements in access to existing economic opportunities and

(b) support to the MoGSW&RA to develop and implement gender policies and strategies.

The project has three components

(i) Economic Empowerment of Women

(ii) Construction of a Building for the MoGSW&RA and

(iii) Institutional Development of the MoGSW&RA.

3. The Ministry of Gender, Social Welfare and Religious Affairs (MoGSW&RA) is the key Government Agency responsible for coordination of stakeholders involved in the implementation of the project.

4. The Government of Southern Sudan, represented by MoGSW&RA, now invites eligible Individual Consultants for the following positions under the Gender Support and Development Project:

a. Financial Management Specialist (to provide financial management support in the
implementation of the project).

b. Project/M&E Officer (to provide Coordination, Monitoring and Evaluation support in the
implementation of the project)

5. Time Schedule
  • The assignment will be for a period of twelve months with a possibility of extension for another twelve months subject to satisfactory performance for each position.
6. Qualifications & Experience.

The minimum qualifications and experiences required for the positions are:

6.1. Financial Management Specialist: a degree in accounting or related field; should be Part Qualified (at least level II) of a recognized Accountancy professional body, such as ACCA or CPA; at least five (5) years of post-qualification experience directly relevant to public sector financial management; experience of having led a public sector finance team of'professionals in developing or developed countries; and fully familiar with project accounting requirements of donors, especially The World Bank.

6.2. Project/M&E Officer: a degree with comparable experience in Gender Studies, Public Administration, Political Science, Community Development, Development Studies or related areas; skilled in developing monitoring frameworks; extensive experience in working at the grass roots, preferably in countries in Africa; minimum of 3 years of relevant working experience in development issues; capacity to initiate, sustain and deepen relationships with key partners.

In addition to the above listed requirements for the positions, it is essential for applicants to be computer literate in relevant applications; should have excellent communication skills; fluent in English and should have experience in developing countries or in countries with conditions similar to those in Southern Sudan

    6.8. Avail and ensure that Mast Flags and Desk Flags of Member States are correctly used at appropriate places;

    6.10. Liaise with Protocol Officers in the Partner States on issues of common nature regarding Protocol Matters – i.e. Renewal of IDs, Passports, etc;

Qualifications and Experience:

    1. Ordinary level certificate of education, third division or equivalent

    1. Minimum certificate training with the Police, military, Prisons, Immigration Officer at the rank of a sergeant or equivalent. Certification in security electronics e.g. CCTV, Access Control, Sound, Burglary and fire equipment will be an added advantage. Diploma Certificate from any field of specialization

    1. Minimum of 8 years experience in security management, two of which should be in a public or private commercial enterprise, International or Regional Organization.

Skills and Competencies:

The ideal candidate should have communication, public relations, supervisory, team building, observation, investigative and report writing skills.

Main Purpose of the Job:

To manage the office and on the basis thereof provide efficient Administrative and Secretarial services

Duties and Responsibilities:

    1. Manage the office and provide secretarial services;
    2. Provide Secretarial and administrative assistance;
    3. Coordinate office functions with other offices/sections;
    4. Receive and refer customers/visitors and direct them appropriately;
    5. Maintain office diary and draft responses to correspondences as agreed with the supervisor;
    6. Maintain good customer relations with employees, customer and the general public;
    7. Arrange appointments and meetings as appropriate, including arranging agendas and programmes for meetings;
    8. Create and maintain appropriate record and filing sub-system;
    9. Liaise with the Registry to handle incoming and outgoing correspondence;

Reports to : Court Administrator

Main Purpose of Job:

To record and transcribe Court proceedings and maintain Court recording system

Duties and Responsibilities:

12.1. Maintain the Court recording system

12.2. Assemble equipment required for collecting information

12.3. Record verbatim proceedings during court proceedings

12.4. Transcribe court proceedings

12.5. Obtain all sources of references to ensure accurate reporting; and

12.6. Type-set Court proceedings.

12.6. Perform any other duties as may be required by management.

Qualifications and Experience:

Diploma in Law or related area with not less than five (5) years experience in Court reporting/recording.

Skills and Competencies:

Communication skills, public relations skills, observation skills, research skills, investigative skills, listening skills, sound knowledge of computer applications, good knowledge of Court/Judicial procedures, practice and operations. Should have a good command of the English Language.

13. (REF: EAC/HR/08-09/14) COURT CLERK (2 Posts)

Grade : G4

Organ : EACJ

Reports to : Court Administrator

Main Purpose of the Job:

To provide Court Registry services and facilitate the East African Court of Justice in support of its functions and activities

Duties and Responsibilities:

    1. Receive and record cases in the Court Registry
    2. Maintain case registers
    3. Prepare summon notices, issue summons and keep a register of summons
    4. Ensure that witnesses have been summoned
    5. Arrange and record case hearing dates
    6. Facilitate Judges during hearings and interpret proceedings
    7. Receive documents and file them
    8. Prepare Cause Lists
    9. Receive, register and keep in safe custody all exhibits
    10. Prepare court room for sessions

Qualifications ad Experience:

Diploma in Law or related field plus five (5) years relevant experience.


Skills and Competences:

Research skills, computer skills, language skills, communication skills, public relations skills. Experience in working with Court Registries and knowledge of Kiswahili will be added advantage.

14. (REF: EAC/HR/08-09/15) HARDWARE TECHNICIAN (1 Post)

Grade : G4

Organ : EACJ

Reports to : Court Administrator

Main Purpose of the Job:

To plan and implement an effective and efficient Hardware Systems support programmes and carries out support and maintenance of Hardware systems.

Duties and Responsibilities:

    1. Installation, programming and maintenance of communication equipment such as equipment for the Court recording system, PABX’s, voice mail systems, facsimile machines, etc.;
    2. Advise on the improvements and maintenance facilities needed to maintain the system
    3. Repair and maintain IT equipment and associated peripherals;
    4. Develop maintenance procedures in order to improve performance and reliability;
    5. Implement safety and security procedures;
    6. Install / setup projection display equipment (LCD projectors) in meeting / conference rooms;
    7. Install, repair and maintain electrical installations are related to ICT systems, including lightning, extension wires, switches and sockets;
    8. Facilitate installation and repair of uninterruptible Power Supply systems (UPSs); install power cables for clean power for ICT systems;
    9. Install and maintain audio conference / recording systems in all EAC conference / meeting rooms;
    10. Assist vendors during implementation of regular maintenance of ICT equipment;
    11. Installation and maintenance of electric power generators at the various EAC premises; and
    12. Installation of new and replacement of old peripheral devices used in data and voice communication systems.
    13. Perform any other duties as may be assigned by management

Qualifications and Experience:

  • Certificate of Secondary Education with Credits in English and Mathematics.
  • Diploma in Computer Science/Telecommunication Engineering/ Software Engineering or equivalent
  • Minimum 5 years relevant work experience.

  1. Good interpersonal Skills and Ability to work under minimum supervision
  2. Must be Innovative, a team player, have high level of integrity, and demonstrate confidentiality
