NRHS Head of Mobilization and Demand Creation Job in Kenya

Nyanza Reproductive Health Society (NRHS) is an organization based in Kisumu and promotes reproductive health and quality of life in Kenya.

We are currently rolling out a male circumcision program in various districts in Nyanza Province. We are seeking qualified and competent candidates to fill the position of Head of Mobilization and Demand Creation in the Male Circumcision Project.

Job Summary:

To provide leadership and management for creating demand and mobilising clients for voluntary medical male circumcision services (VMMC) in NRHS target districts. This person will be based in Kisumu, reporting to the Program Director but will have regular travel to other districts in and outside of Nyanza.

Responsibilities:
Overseeing development, management and implementation of an evidence based mobilisation strategy for VMMC.
Use innovative methods of formative research and social marketing to ensure mobilisation and demand creation is appropriate to the target population.
Develop district specific mobilisation strategies and provide technical support to the District Mobilisation Coordinators.
Collaborate with PEPFAR funded social-marketing organisations to ensure a comprehensive approach to mobilisation and demand creation.
Determine the necessary IEC/ BCC messages required and coordinate with other national and provincial communications working groups to ensure messages and materials developed are relevant.
Participate in the provincial MC communications working group to ensure harmonized coordination of messages with other partners.
Provide technical assistance to the District Mobilisation Coordinators with planning and facilitation of training on VMMC using the key messages developed on VMMC.
Oversee training of district mobilization coordinators.
Ensure harmonization of messages in all districts by adapting community facilitation tools and enforcing their use.
Developing and tracking monthly/ quarterly/ annual activity budgets.
Manage a team of district mobilisation coordinators and any community Mobilizers and peer educators.
Compile monthly, quarterly, annual and other communication and mobilisation reports.
Required Knowledge Skills and Abilities
Master’s degree in relevant field
5 or more years experience in implementing or overseeing community based communication programs
Proven record of excellent management, leadership, decision making and interpersonal skills
Diplomatic and an effective oral and written communicator

The Authority is seeking for a Managing Director who shall perform the following duties and responsibilities:

Specific Qualification and Experience

A professional qualification in the relevant fields will be an added advantage.
* Must have a minimum of ten (10) years experience in management in a business or development organization, five (5) of which should have been at a Senior Management Level.
* Must be able to demonstrate managerial, entrepreneurial, administrative and leadership competence.
* Demonstrate clear understanding of the role of regional development in Kenya’s social economic development and particularly the area of jurisdiction in line with Vision 2030.
* Proven ability in resource mobilization, networking and linkages with development partners/ organizations.
* Excellent communication, interpersonal and negotiation skills
* Must be computer literate.
* Must be fourty (40) years and above.
* Should have undergone management courses in recognized institutions.
* Membership of a recognized professional body will be an added advantage.

FHEA is seeking to engage a high calibre, dynamic and results oriented professional of high integrity to join the team and grow with it as the Program Manager responsible for our programs in Kenya and Tanzania.

Key responsibilities:

U.S. President’s Malaria Initiative Operations & Community Mobilization Specialist Job Vacancy

Funded by the United States Presidents Malaria Initiative (PMI) through the United States Agency for International Development (USAID), RTI International is providing strategic, technical, management, operational and financial support to the Department of Malaria Control (DOMC) under the Ministry of Public Health and Sanitation (MOPHS) to expand the use of Indoor Residual Sprayrng (IRS) as an intervention for malaria prevention and control an Kenya.

We are seeking to recruit an IEC/Operations Specialist to be based at our provincial office in Kisumu.

Specific Responsibilities:

* Responsible for providing county support including start-up in coordinating the implementation of all aspects of the IRS program at district level to ensure project quality and timely reporting through enhanced supportive supervision
* Oversee the development & implementation of IRS community education, communication, and mobilization strategy in line with IRS’s Program goals engaging stakeholder both at the national, regional, district level, and the local community
* Plan and implements Information and education campaigns aimed at improving community awareness about the Indoor Residual Spraying Program in Kenya
* Spearhead the implementation of the community outreach programs and communication interventions (developing materials, and identifying, the most impact channels and mobilization efforts) within the targeted districts.
* Serve as key liaison between the DHMTs at county level, the Ministry of Health at provincial level, other government bodies, and other partners and stakeholders. as needed;
* Manage training program for IRS program staff and seasonal employees who will implement the IRS campaign in the designated districts:
* Prepare project reports and summary updates on progress & IRS activities to RTI corporate offices, USAID, and other relevant stakeholders as needed
* Capture best practices for informing local communities about upcoming spraying operations; encouraging community participation: educating communities on the benefits of Indoor Residual Spraying as well as providing information on timing, safety and follow up

Minimum Qualifications:

* Bachelor’s degree an public health and communications, social science, or related discipline:
* At least six (6)years experience of Information and education communications (IEC) and community outreach) mobilization experience, preferably for donor funded health projects in East Africa;
* Additional professional training in participatory approaches and community mobilization is preferred:
* Excellent Written, oral communication, and computer skills (Microsoft Office Programs).

TUNAWEZA Project

TUNAWEZA is a 5 year U.S. Centres for Disease Control and Prevention (CDC) funded program providing support and assistance to indigenous Kenyan organizations working in HIV/AIDS prevention, care and treatment. The project is designed to provide organizational systems development support and technical assistance.

The project aims to build, expand the quality of HIV /AIDS, and improve outcomes of HIV/AIDS services and the sustainability of HIV/AIDS interventions of local Kenyan organization including the Ministry of Health Structures.

Activities include organizational systems strengthening, technical capacity building in provision of evidence based HIV/AIDS prevention, care and treatment services, and provision of grants. Particular emphasis is placed on expansion and sustainability of quality of HIV/AIDS interventions.

Position Objective:

The Community-facility Linkages Officer will provide technical expertise in designing and implementing interventions to sensitize and engage community, create community-facility linkages and implement psychosocial support activities to adults and children to support adherence to the continuum of care and retention at all project supported sites.

Purpose of Position

The Community-Facility Linkages Officer will work to provide technical assistance and capacity building to community volunteers and health care workers in support of community HIV prevention, care and treatment support activities.

S/he will provide oversight to the community involvement components in health facilities and maintain psychosocial support groups and community units in support of the community strategy.

Duties and Responsibilities

Management 20%

* Identify, develop , document and share various psychosocial and treatment support models and their effectiveness
* Provide on the job training to field officer , volunteers and implementing partners staff,
* Ensure project activities comply with national guidelines and policies for HIV/AIDS and ART.
* Integrate evidence-based techniques and strategies to ensure quality programming

Technical 20%

* Assess health facilities for readiness to initiate Anti-retroviral therapy (ART) adherence programs
* Assess quality of community adherence support activities relating to ART in and around potential Care and treatment sites
* Assist health facilities in developing their adherence programs.
* Identify training needs, plan trainings and facilitate training sessions on adherence for ART and psychosocial support.
* Develop and distribute appropriate job aids and education materials for treatment support staff and adherence counselors at the sites
* Play key role in Quality Assurance/Quality Improvement of psychosocial support and adherence interventions in Tunaweza project sites.

Monitoring , Evaluation and Reporting 10%

* Identify, document and share key lessons learnt on adherence from health facilities.
* Monitor the performance of adherence and community involvement activities at partner facilities
* Perform any other functions set out by the deputy project director.

Linkages Networking and Integration 30%

* Facilitate partnership meetings between key adherence staff, project technical staff and community staff at each health facility to enable the sharing of information and peer learning between various health facilities.
* Network with local organizations involved in adherence to ART and promote linkages between Health facilities and organizations providing HIV support services in their community.
* Work with the field officers to educate the community on available services for persons living with HIV, their families and other community members, how to access these services and importance of sustaining interventions for better quality of life
* Work with other Tunaweza project teams and partner health facilities to establish and strengthen adherence systems within health facilities for improved quality of patient care
* Work with other Tunaweza Project technical staff, facility health care workers and facility health committees to establish and maintain community units ensuring that these units link communities with facilities and maintain chalk boards

Supervision 20%

* Coordinate and carry out regular technical assistance visits on treatment adherence and psychosocial support to the Tunaweza project partner facilities.
* Coordinate technical program activities of community liaison officers to ensure regular contact with the Tunaweza sites

Desired Qualifications:

* Public Health, Community health, Nursing, Epidemiology, counseling or a health related field diploma. A university degree will be an added advantage.
* HIV/AIDS knowledge and related experience.
* Experience in adherence and factors associated with non adherence
* Background in community development activities
* Computer literate

Coordinator, Host Community Project

This is a senior professional position, which requires effective diplomacy plus critical, analytical, facilitative and communication skills as well as representational and management skills.

Guided by the DWS Country Strategy, the PC’s functions and responsibilities shall include, but are not limited to, the following;

* To be a member of the Kakuma/Turkana Project Management Team and the Joint Management Team that meets quarterly.
* To be a participating member of the interview panel for the recruitment of staff.

Requirements:
Professional Qualifications

* A degree in Sociology, Social Work, Development Studies and, Anthropology from a recognized university.
* A degree in a related discipline would also be considered.

Relevant Experience and skills

* At least 5 years progressive experience in humanitarian, disaster risk reduction (DRR) or development programs at senior management level.
* Experience gained within an international NGO will be an added advantage.

About the WASH Benefits Project
Most of the burden of diarrheal disease is thought to be preventable with improvements in sanitation, water quality, and hygiene. However, in rural areas of low-income countries it is often prohibitively expensive to provide residents with networked sanitation and water treatment. IPA-K’s WASH Benefits project will measure the health gains made possible with simple tools for improving water, sanitation and hygiene in rural Kenyan households.

Description of Work:

The Sanitation Designer will lead the design and operations for simple tools to be used in the WASH Benefits Project. These tools should facilitate improved sanitation and hygiene, with a special focus on being easy to use, child-friendly, cost-effective, durable, and constructed out of locally-available materials to the extent possible. This position will primarily entail developing and building prototype models of sanitation and hygiene tools such as latrine lids and handwashing stations. As such, the sanitation designer will be responsible for systematically pilot-testing alternative designs both in a controlled setting and in household installations, incorporating feedback on proposed designs from end-users (mothers in rural Western and Nyanza provinces), and recommending procurement options for designs selected for use in the study. Other duties include, but are not limited to:

* Work with artisans or manufactures to set up larger-scale production of successful designs
* Monitoring and evaluating the installation and follow-up support of the sanitation and hygiene tools
* Capacity building and training of fundis/artisans
* Development of training materials/manuals
* Prepare progress reports
* Assist with drafting MOUs and contracts with manufacturers

Qualifications:

A Bachelor degree or diploma, with experience in simple cost-effective sanitation improvements for rural Kenya; Engineering degree preferred Computer literacy particularly in MS Word, Excel, PowerPoint Should be able to work with minimum supervision Creative and results-oriented Inter-personal, facilitation and communication skills Keen attention to detail, highly organized Knowledge of advantages and drawbacks of different materials (e.g. PVC piping, wood, metal) as components of a simple tool Registered engineer with the Engineers registration Board or Member of The Institute of Engineers of Kenya (IEK) or equivalent is an asset Preference will be given to candidates with at least three years hands on experience in design and implementation of sanitation facilities, preferably in a well established institution or organization involved in sanitation tools for rural areas

Heshima Kenya is seeking a part-time Residential Coordinator to carry out all program objectives and goals of the Safe House Program. Primary Responsibilities:

Heshima Kenya is seeking a Sexual and Gender Based Violence (SGBV) Program Officer to manage a SGBV prevention and response program through community dialogue, trainings, and the facilitation of an emergency referral fund for at-risk refugee women living in Nairobi.

This one-year contract will build the capacity of Heshima Kenya’s community outreach program and deepen and improve the skills and knowledge of refugee community members and partner organizations about SGBV and sexual exploitation.

The United Nations Capital Development Fund (UNCDF) offers a unique combination of investment capital, capacity building and technical advisory services to promote local development and inclusive finance in the Least Developed Countries (LDCs):
  • UNCDF’s local development programmes support national decentralization strategies in the LDCs and seek to improve social services, governance and pro-poor economic infrastructure at the local level by providing technical assistance and investment capital directly to local authorities.
  • UNCDF’s inclusive finance programmes provide poor households and enterprises with enhanced access to a wide range of financial services by promoting inclusive financial sectors and providing investment capital for emerging microfinance institutions (MFIs) and other financial service providers (FSPs) in the LDCs.
UNCDF’s investment capital is flexible, high-risk and innovative. It is channeled primarily to poor rural areas in the LDCs where poverty reduction, capacity and governance challenges are typically the greatest. UNCDF currently invests in 31 LDCs with a total programme portfolio amounting to approximately US$125 million.
Through its programmes, UNCDF strives to contribute to the attainment of the Millennium Development Goals (MDGs) and to the implementation of the Brussels Programme of Action for LDCs in a direct, concrete and measurable way.

At country-level, UNCDF is represented through the Country Offices of the United Nations Development Programme (UNDP). UNCDF Programme Officers work within the UNDP Country Offices to support the Country Office in ensuring this role.
The UNCDF Programme Officer will be responsible for the day-to-day management of UNCDF matters in Somalia, the involvement of UNCDF in UN joint programmes, the involvement of UNCDF in the dialogue with other UN organisations, national authorities and other national partners, as well as with the donor community (in collaboration with UNDP and UN RC Office), and the monitoring and reporting of UNCDF-implemented activities of the joint UN programmes.
III. Functions / Key Results Expected
Summary of Key results:
The Programme Officer will work directly with the UNCDF Regional Portfolio Specialist for South and Eastern Africa based in Johannesburg, from whom he/she will receive guidance on programme management-related issues and to whom he/she will report on the progress in achieving the AWPs. The PO will receive technical guidance from the regional advisors of UNCDF while ensuring the follow-up on technical issues with the project managers / coordinators. He/she will also receive advice and support on questions related to the UN programming and joint programmes, as well as financial and performance issues.
At the level of UNCDF HQ New York, the Programme Officer will receive global strategic guidance from UNCDF management; as well as advice on operational issues, and UNCDF specific rules and regulations and audit issues from the side of the UNCDF Operations Division; and on communication and resource mobilization from the Business Development Division. He / she will collaborate with the UNCDF Evaluation Advisor on issues concerning evaluation of joint programmes.
The Programme Specialist will have an approval level ‘manager 1’ in ATLAS and provides guidance to the JPLG Project Assistant, who has the responsibilities of ‘finance user’ in the UNCDF ATLAS Business Unit. He/she will work in together with colleagues in the UNDP and UN Programme teams. He/she will receive operational support from the UNDP Operations team, especially with regards to Finance, Procurement and HR. The PO will finally develop and maintain a partnership with national authorities, bilateral and multilateral organizations as well as organization in civil society and private sector in order to advocate, coordinate Interventions in a sector, share knowledge and mobilize resources.
Content and methodology of supervision: The Programme Specialist’s first supervisor is the UNDP Deputy Country Director and the second the UNCDF Regional Portfolio Specialist, based in Johannesburg, South Africa. Within the framework of the performance management of the Programme Specialist (setting annual targets, review of results achieved, and development plan) will be done in consultation with the UNCDF Head of Regional Office. Performance discussions take place twice a year.
1. Project Assurance (45 %): Ensure UNCDF’s contribution to the management of UN joint programmes in the areas of Local Development and Inclusive Finance, notably through the regular monitoring of progress towards the achieving of the results of the portfolio of UN joint programmes and through regular financial and budgetary management aimed at achieving the following results:
  • Contribution to the start-up of programmes after approval.
  • Review of annual work plans (AWP) of project teams, ensuring clear performance targets are established; timely support to the implementation of the AWPs.
  • Effective utilization of ATLAS is all stages of the project cycle; the Programme Officer is responsible for translating the AWPs into budgets and for budget revisions; s/he has approval authority of manager level 1 in ATLAS and advises project teams on the appropriate use of ATLAS, and of UNDP and UNCDF business processes, rules and procedures.
  • Efficient and integrated monitoring of all financial, performance and operational aspects of the projects, which enables a quarterly comparison of the actual results achieved and resources with the AWP; organization of annual project review meetings.
  • Reporting of project achievements and delivery as part of the annual UNCDF reporting systems (ATLAS, MIS etc), while ensuring compliance with other reporting arrangements for non-core resources to donors.
  • Support the organization of evaluations and audits and follow-up on the implementation of their recommendations.
  • Timely operational and financial closure of projects.
2. Management of Partnerships of the UN Joint Programmes (25 %): Ensure that the partnerships of the joint programmes are being managed in the best interests of UNCDF, taking into account the priorities and activities in the UN’s strategic planning and joint programming:
  • Operational and programmatic partnerships with other participating UN organisations to the Joint Programmes are managed on a day-to-day basis
  • UNCDF strategic positioning in the joint programmes is managed and strengthened
  • The CCA, UNDAF et CPAP integrate the areas of joint UNDP and UNCDF intervention (Local Development and Microfinance) in an appropriate manner and give appropriate details on the results to be achieved and resources to be allocated for that purpose.
  • The planned results of the UNCDF activities as included in the UNDAF and CPAP are taken into account in the processes of monitoring and evaluating the UNDAF.
3. Resource Mobilisation (15%): Support the UNRC Office and the UNCDF Regional and HQ Offices in mobilizing resources for the joint programmes and other relevant activities:
  • Effective partnership with UNDP country office, the UNRC Office the UNCDF regional team and UNCDF HQs in all steps in the RM process, while respecting the comparative advantages of UNCDF
  • Documentation and sharing of partnership interactions as input into corporate business intelligence.
4. Knowledge Management (10%): Promote the UNCDF visibility and the replication of pilot programmes through the documentation of pilot experience, distribution of knowledge management products and a policy dialogue with national authorities as well as with donor partners, in order to achieve the following results:
  • Contribution to the identification, documentation and dissemination of lessons learned from pilot programmes.
  • Visibility of UNCDF and of its comparative advantages in its two areas of intervention.
  • Advocacy with national authorities and other national and local partners and donor partners in order to see a replication of successful pilot programmes and advance the policy dialogue on decentralization and local development, inclusive finance.
  • Contribution to the UNDP and UNCDF knowledge networks and to the UNCDF website.

MDG Campaign and Advocacy Consultant – United Nations Development Programme (UNDP)

Organizational Context
UNDP Somalia, through its Inclusive Development for Poverty Reduction programme, works to ensure that all citizens, particularly the poorest of the poor and the marginalized groups, are reached and benefit equally from development interventions. The programme, run by the Human Development and Economics Unit (HDEU), works towards strengthening institutions to make them work for the vulnerable communities of Somalia through the effective delivery of services and increasing access to opportunities.
This programme aims to influence policy debates and provide upstream policy advice; strengthen national ownership of the Millennium Development Goals (MDGs); provide capacity development support in the areas of pro-poor planning, policy design, programming and poverty monitoring, and strengthen macro-micro linkages for poverty reduction and accelerated human development. It builds on past UNDP achievements and existing initiatives of UNDP and UN agencies working in Somalia. This programme will provide the leverage for several UNDP, UN and NGO programmes to set clear numerical goals and targets, enabling them to coordinate among themselves and work together for better development results through better planning, prioritizing and sequencing of interventions.
The Inclusive Development for Poverty Reduction programme uses a three-pronged approach: human development; MDG initiatives; and poverty monitoring and analysis. Each of these components is further divided into interventions that require substantial communication efforts.
As part of its mandate, UNDP advocates and facilitates sustainable development solutions to achieve the MDGs. UNDP Somalia, through the HDEU, is supporting the UN to accomplish this role. This requires undertaking a coordinated approach to spread awareness on each MDG, providing details on how they relate to Somalis, thereby changing opinions and behaviour in an effort to ensure targeted audiences strive to improve their quality of life.
It is in this context that UNDP would like to recruit an MDG Campaign and Advocacy Consultant, to support the Inclusive Development for Poverty Reduction programme to increase awareness of MDGs and human development, with the aim of changing local communities’ opinions, attitudes and behaviour positively, in close consultation with the Communications Office (CO). This would improve the lives of Somali communities, and work towards MDGs being attained and human development being promoted. The incumbent would also be required to support the CO to increase awareness of UNDP/HDEU initiatives with a view to keep targeted audiences both inside and outside Somalia informed.

  • Produce a strategy for MDG awareness campaign, identifying target audiences, and appropriate and effective tools and messages to be used to attain positive changes in behaviour and attitudes, in line with the MDGs and the local context.
  • Identify monitoring tools and indicators to enable monitoring of any progress being made.
2. Support the HDEU in awareness/advocacy efforts and activities, focusing on the achievement of the following results:
MDG Football Matches
  • Follow up with selected NGOs – and field staff (Area Project Managers and sub-office in Hargeisa and Garowe) – to ensure that football matches to raise awareness of MDGs are conducted successfully.
  • Ensure at least two football matches are conducted in Somaliland and Puntland, exploring possibility of using different venues other than Hargeisa and Garowe to reach different audiences (youth in different locations).
  • Liaise with field offices and Area Project Managers to ensure adequate publicity of matches and live coverage during matches.
  • Provide appropriate messages on MDGs to be widely disseminated during the matches.
Media Coverage
  • Follow up on developing and airing of MDG-related media messages, through the Communication Office using IRIN, in consultation with the CO and MDG Officer, and other UN agencies.
  • Develop messages on MDGs (in conjunction with the CO, UN Information Group and HDEU team) and other HDEU events (eg workshops and trainings) for local newspapers/websites/billboards.
Focus Group Discussions
  • Develop guides for Focus Group Discussions (FGDs) in close consultation with MDG Officer and the HDEU team.
  • Ensure Focus Group Discussions are held to discuss various topics such as efficacy of messages disseminated via MDG comic, billboards and newspaper.
  • Follow up with field staff to compile information (tapes and written notes on discussions) from each FGD
3. Produce campaign (information and advocacy) materials on MDGs and human development.
MDG Comic
  • Ensure that final comic design conforms to UNDP standards (provided by CO).
  • Disseminate MDG comic extensively – using dissemination plan provided – in Somalia (through UN agency networks, educational and health institutions and other networks) to reach identified target audiences inside and outside Somalia.
  • Use images from MDG comics to display billboards in selected locations in Somalia, to encourage positive changes in behaviour and attitudes.
Advocacy and Public Relations
  • Assist in production of social mobilization material and background material to be used to advocate programme interventions, achievements, Human Development and MDGs, through channels such as TV, radio, newspapers, mail shots and websites.
4. Support Policy Brief Project
  • Provide technical support to lead and support ongoing Diaspora study.
  • Assist Senior Economist in guiding study and consultants with a view to obtaining objectives outlined.
  • Assist in informing stakeholders about study and findings.
  • Facilitate and provide support to the workshops to discuss and launch the report/findings on the Somali Diaspora and their contribution to Somalia.
5. Workshops and Trainings
  • Facilitate and provide adequate support to a workshop to share information with stakeholders on the Human Development Report for Somalia (on theme, methodology, conceptual framework, etc), as well as other HDEU initiatives.
  • Organize events (trainings (eg MDG awareness trainings, workshops and launches) for the HDEU.
  • Work with CO, HDEU staff (in Somalia and Nairobi) to publicize events when necessary and in most effective way possible (eg press releases or media briefings).
6. Publications/Dissemination
  • Provide relevant information
  • Assist in dissemination of publications throughout the zone, by arranging distribution (using various channels to reach target audiences).
  • Maintain inventory of publications.
  • Maintain regularly updated photo archive for use in publications, websites etc.
7. Fulfill reporting requirements for HDEU
  • Provide regular information/excerpts and gather human interest stories on the HDEU and its activities to the CO for regular reporting and audiences such as the local and international media (eg press releases, conferences), the UNDP websites, donor bulletins; flyers; online resource centres; UNDP HQ bulletin; the UNTP monitoring group for UNTP outcome reports; and UNDP annual/bi-annual reports.
Perform any other task as assigned by the Senior Economist.

Recruitment Qualifications
Education:
  • Master’s Degree or equivalent in communication, sociology, community development or a relevant field with pertinent experience.
  • A first level university degree with a combination of relevant academic qualifications and experience in journalism, communication or related field (sociology, community development) may be accepted in lieu of the advanced university degree with minimum 4 years of experience.
  • Additional specialization or experience in areas of international development would be an advantage.
Experience:

II. Country Profile
ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. In the neighborhoods of Kibera, Mathare, and Kawangare, ACTED’s intervention sought to re-stimulate cash flow through the direct purchase of food for voucher for work programs, improve overall food security, and mitigate ethnic tensions while implementing work projects to improve living conditions.
III. Position Profile
Under the authority of the Country Director, the Area Coordinator is responsible to ensure the implementation of ACTED’s mandate and manage the international and national staff involved in projects located in a specific area of intervention in-country.
Responsibilities:
1. Ensure ACTED Representation in the area of activity
Representation vis-à-vis provincial authorities:
  • Participate in official meetings to ensure maximum visibility vis-à-vis provincial authorities.
Representation vis-à-vis Donors:
  • Establish and update contact details of potential Donors active in the area of activity;
  • Participate in Donor meetings at provincial level and communicate relevant information to the Country Director;
  • Circulate the Annual Report.
Representation amongst other international organisations:
  • Participate in inter-NGO Coordination meetings and those of UN Agencies (OCHA, UNDP, UNICEF, FAO, etc.), and any other relevant inter-governmental institution at provincial level;
  • Ensure maximum visibility of the Agency amongst the NGO community at provincial level;
  • Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
2. Contribute to the development of a global intervention strategy and to support its implementation at provincial level
Analyse the context and develop strategic plans, in consultation with the Country Director:
  • Gather and analyse information regarding opportunities and risk;
  • Define an operational strategy for finances and HR.
Implement the financial strategy:
  • Oversee drafting of projects and budget development;
  • Lead fund-raising and negotiations with Donors in the area of intervention;
  • Lead the application and adherence to contract terms and requirements;
  • Supervise overall financial commitments and financial risk.
Implement the operational strategy:
  • Supervise Project Managers of the area of intervention in project implementation;
  • Help the various teams in negotiations with provincial/local authorities and partners;
  • Ensure global coordination and complementarity amongst projects within the area of intervention;
  • Assess activities and ensure efficient use of resources.
Oversee reporting procedures:
  • Develop a reporting schedule with regard to Donor deadlines;
  • Plan and supervise the development of narrative and financial reports;
  • Ensure adherence to FLAT procedures.
More generally, communicate systematically to the Country Director the development of the area strategy and its implementation.
3. Oversee Staff and Security
Guide and direct the staff of the area of intervention:
  • Organise and lead coordination meetings;
  • Prepare and follow work plans;
  • Ensure a positive working environment and good team dynamics (solve out potential conflicts);
  • Promote team working conditions in the limit of private life;
  • Adapt the organigramme and ToRs of personnel according to the area development;
  • Undertake regular appraisals of directly supervised colleagues and pass appraisal forms to the Country Administrator with recommendations (new position, changes to contract or salary etc.);
Contribute to the recruitment of expatriate staff:
  • Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for open vacancies; if necessary undertake phone interviews with candidates;
  • When requested by HQ, undertake interviews of expatriate candidates living in the area of intervention.
Oversee staff security:
  • In cooperation with the Area Security Officer, monitor the local security situation and inform both Country Security Officer and Country Director of developments through regular written reports;
  • Update the security guidelines in the area of intervention;
  • Ensure that security procedures are respected by the whole staff.
Qualifications:
  • Master Level education in a relevant field such as International Relations or Development
  • Project management experience (management, planning, staff development and training skills) in development programmes
  • 2-5 years previous work experience in a relevant position
  • Proven capabilities in leadership and management required
  • Excellent skills in written and spoken English (French for francophone posts/Spanish for Central American posts)
  • Strong negotiation and interpersonal skills, and flexibility in cultural and organizational terms
  • Ability to work well and punctually under pressure
Conditions:

Regional Food Security and Livelihoods Advisor – Save the Children UK Job Vacancy

Job purpose
The post-holder will oversee and provide technical and strategic assistance to food security / livelihood programme activities in priority country programmes; including Ethiopia, Kenya, southern Sudan and Zimbabwe. This new post will play a critical role in raising new institutional funds (increasing our potential to resource the single and multi-country funding currently being made available (by EC, ECHO, WFP and DFID amongst others) and supporting the delivery of quality programme implementation, though sustained quality technical advice. The post-holder will be a credible and authoritative voice in regional policy, situation analysis and response discussions.
The Post-holder will work closely with food security and livelihood advisors, nutritionists and programme managers from across country programmes in East and Southern Africa, the Hunger Reduction Team in London and other managers in the East & Southern Africa Regional Office as well as Save the Children Alliance colleagues in the sector.
Key Accountabilities
Fundraising (40%)
  • Research and provide intelligence to country programmes and Head Office on regional funding trends and opportunities relating to Hunger (food security, livelihoods and nutrition).
  • Provide support to the technical development of funding proposals – ensuring proposals are based upon quality needs assessments, demonstrate a sound understanding of the causes of malnutrition and are in-line with Save the Children agreed Hunger Reduction frameworks.
  • Lead on proposal writing for multi-country/regional food security, livelihoods and nutrition programmes in close coordination with country teams.
  • Work with regional / country teams to ensure that 80% of post costs are recovered from grants secured.
Technical support, assessment and overview (35%)
  • Provide technical support for specific programmes to ensure good quality implementation for beneficiaries and donors, organisational learning and contribution to broader policy analysis on what works.
  • Maintain an overview of food security, livelihoods and nutrition issues affecting children in the East Africa, monitoring trends in the external environment.
  • Communicate common frameworks and guidance to country programmes to ensure high quality operations, fundraising and advocacy through field visits, advice on request, covering the application and integration of different approaches (nutrition surveys, household economy / Cost of Diet analyses, etc)
  • Support innovative research, documentation and dissemination to tackle underlying causes of malnutrition
Advocacy / networking (15%)
  • Develop and maintain good relations and partnerships with all key stakeholders related to food security and livelihoods work in East Africa. (e.g. FSNWG, FAO, other NGOs, WFP, EU, AU, DFID… )
  • Lead in networking and advocacy, articulating Save the Children’s position and strategy in regional forums and meetings. Engage in key debates in coordination with other Save the Children staff. Host events highlighting Save the Children’s work on Hunger in the region.
  • Support country level advocacy led by country teams where possible, informing them of the debates, Save the Children position and ensuring consistent, credible and strategic messaging.
  • Contribute to global advocacy strategies on food security, nutrition and livelihoods.
  • Write and contribute to policy reports and briefings for external audiences
Coordination (10%)
  • Coordinate and liaise between Save the Children country programmes, ensuring consistency of approach, common understanding, identification of capacity gaps and technical support needs
  • Liaise with Save the Children regional and/or head office technical advisers to ensure that programmes and advocacy are consistent with relevant organisational strategies and priorities
Working contacts
External: Significant liaison with government officials in relevant departments at national and regional levels; liaison with donor representatives; liaison with other NGOs, UN agencies, humanitarian and development bodies. Significant networking with relevant stakeholders to advance advocacy aims and objectives.
Internal: Collaboration and coordination with technical advisers and food security, nutrition and livelihoods managers in respective country programmes. The Regional Food Security and Livelihoods Adviser is also responsible for communicating and coordinating with head office policy and technical teams and provide input to global advocacy strategies and policy formulation.
Person specification
Essential
  • Substantial operational experience and a track record of success in delivering high quality food security, nutrition and livelihoods response programmes in emergency and development contexts
  • Track record of success in donor liaison, successful proposal development and grant management
  • Fluency in spoken English is essential with highly developed English writing skills
  • Strong analytical capacity and understanding of food security and nutrition analytical methods
  • Proven conceptual skills and an ability to think and plan strategically
