IRC Program Officer job in Tanzania

BACKGROUND: The International Rescue Committee (IRC) IRC Tanzania serves Burundian and Congolese refugees in the Kigoma Region, Northwestern Tanzania. In Kasulu, among other services, the IRC provides camp management, child protection and GBV services for Burundian refugees Mtabila Camp. In Nyarugusu Camp, IRC provides community services including GBV, child protection, youth and development, community-based rehabilitation, and vulnerable care to Congolese refugees. In Kigoma, the IRC manages the Kibirizi reception centre to register and medically screen Congolese asylum seekers, and the refugee transit centre, a temporary stop over serving resettlement cases, protection cases, and preparing returnees for travel to Democratic Republic of Congo and Burundi. Kigoma field office coordinates all medical referral services from all refugee camps to Tanzania regional hospitals and manages a clinic at the refugee transit center.

SCOPE OF WORK: The Program Officer will work closely with the Programs Coordinator to support the development and implementation of quality programs, in compliance with donor requirements. S/he will have a specific focus on protection and access to justice programming, including current community-based rehabilitation (CBR) and vulnerable care projects in Nyarugusu refugee camp. S/he will participate and contribute to strategic planning and program design including proposal development, and support the supervision of program planning, implementation and monitoring and evaluation. Additionally, the Program Officer will collaborate with other sectors to ensure that protection and rights of refugees are consistently mainstreamed across IRC sectors and work with senior management to assess and build the capacity of staff as identified.

The Program Officer will be supervised by the Program Coordinator (PC) based in Kasulu. S/he will also work closely with the Grants and M&E Coordinator (GM&EC) on program funding, donor compliance and M&E.

KEY RESPONSIBILITIES:
Strategic Planning and Program Design
- Participate in the overall organizational strategic planning and contribute to sectoral strategic planning;
- Lead strategic planning for care and protection of vulnerable populations, including current EVI and CBR programs, as well as protection mainstreaming and coordinated access to justice programming;
- Contribute to the improvement of program quality and delivery through the establishment of strategic partnerships, research, toolkit development and targeted and sustained advocacy;
- Research, collect, and analyze data to inform program design and proposal development, including needs assessments;

Program Implementation and Monitoring and Evaluation
- Support the PC in the supervision of program planning and quality and timely implementation, financial management and reporting, in compliance with donor requirements;
- Provide specific oversight to implementation of CBR and EVI programs, including workplan monitoring and development, and budget preparation and management;
- Ensure mainstreaming of protection principles and a coherent approach to access to justice throughout all programs;
- Support to PC and GM&EC to identify gaps in data collection and opportunities for improved measurement of results, and to develop monitoring tools and systems to ensure quality and consistent program monitoring;
- Participate in the design, implementation and analysis of program evaluations.

Program Funding and Proposal Development
- Work with the GM&EC and PC to develop competitive project ideas, concept notes and proposals (including budgets), which are in accordance with organizational strategies and beneficiary needs, in response to arising funding opportunities.

Capacity-Building of Staff
- Assess the technical training and capacity building needs of CBR and EVI staff, develop their skills and knowledge in line with organizational HR staff development strategies and provide specific support in the compilation of donor reports;
- Support the PC and GM&EC Coordinator to ensure continued and appropriate learning and development for all programs staff.

Communication and Coordination
- Liaise with IRC’s Regional and Technical Units and other departments as required to ensure effective and collaborative working relationships;
- Liaise with relevant external partners, including donors, UN agencies, CSOs and beneficiary groups, to address program needs; attend partners meetings and represent IRC Tanzania when appropriate.

REQUIREMENTS
- Masters degree preferred (International Relations/Development, International Law, Social Work, or related field);
- Minimum 3 years progressive non-profit work experience in refugee, humanitarian assistance and/or human rights work, including experience managing projects;
- Strong people management skills: the ability to effectively lead and supervise staff;
- Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment;
- Fluent written and spoken English and Kiswahili will be an advantage;
- Good computer skills: facility with MS Word, Excel, powerpoint and email/internet software.

Location, security and housing
This position will be based in Kasulu in Northwestern Tanzania, which is stable but relatively remote. The Program Officer will live in shared IRC housing in Kasulu.

1. This request for Expressions of Interest follows the General Procurement Notice (GPN) of this project that appeared in UN Development Business (UNDB) issue number 692 of December 16, 2006.
2. The Government of the United Republic of Tanzania has secured funds from Development Partners towards the cost of the Financial Sector Support Project (FSP). It is intended that part of the proceeds of the funds be applied to eligible payments under the contract for Employment Services for Financial Management Specialist for the FSP and Housing Finance Project (HFP).
3. The main objective of this assignment is to perform efficient and effective financial supervision and management of all funds of FSP and HFP and other related responsibilities as may be assigned from time to time.

4. Duties and responsibilities of the Financial Management Specialist include the following;
(i) To manage and administer all the funds of the Project in accordance with the World Bank Financial Management and Disbursement Guidelines for Projects in a view to ensuring a transparent and efficient financial management system for the Project;
(ii) Provide implementation support and carry out supervision work to ensure that project financial management systems are functioning appropriately, including preparation of periodic interim financial reports;
(iii) Evaluating audits, assessing auditor competence and following up on issues raised by the audits Review audited financial statements and other periodic financial reports received, monitor compliance with financial covenants including audit compliance, ensure adequate communication with the Borrower and the project implementing

agencies with respect to audits and other financial reports, and advise as appropriate;
(iv) Provide report, information and support on project financial management matters;
(v) Monitor implementation of the agreed action plans for the projects and/or corporate financial reporting reform initiatives, and provide technical advice to the BOT in the implementation of reform actions.
(vi) Collaborate with stakeholders (The government, World Bank and other Development Partners) for project implementation;
(vii) Prepare all financial reports in accordance with the approved Financial (Accounting) Plan.
(viii)Prepare and submit quarterly accounting monitoring reports to the relevant authorities within 30 days from the end of the quarter.
(ix) Ensure full documentation of program expenditures during preparation of Withdrawal Application and IFRs
(x) Monitor the expenditures of the project with a view of ensuring that the amounts budgeted for, under exact expenditure head is not exceeded
(xi) Prepare and submit the financial statements and cash flows forecasts within the specified time frame.
(xii) Prepare and submit the annual financial statements at the end of the financial year.
(xiii)Maintain and ensure safe custody of all financial documentation;
(xiv)Maintain ledgers and implement strong internal control systems in order to facilitate the production of timely, reliable and accurate financial reports
(xv) Carry out monthly reconciliations of all relevant accounts of the FSP and the HFP.
(xvi)Perform any other duties as may be assigned by the Head of the PMU.
5. Qualifications and experience. It is expected that the interested individuals must demonstrate to possess the following:
(i) A degree, from a recognized University, in Business Management, Economics, Commerce or any other related field;
(ii) A Master’s degree in Business Management, Economics, Commerce or any other related field, and/or a CPA.
(iii) Training in Financial Management will be an added advantage;
(iv) Fluency in English is required;
(v) A minimum of 5 years experience in executing financial management activities in World Bank funded projects or any other multilateral organization/international cooperation institution;
(vi) Knowledge of International Financial Reporting Standards and International Standards on Auditing;

The main objective of this assignment is to provide technical advice and manage all stages of the procurement processes for Goods and Consultancy Services undertaken by BOT with regards to the implementation of the FSP and HFP Projects. The Procurement specialist will report to the Head of the Procurement Management Unit (PMU).
4.
Duties and responsibilities of the Procurement Specialists
(i)
The Procurement Specialist will develop and implement a cost effective procurement management system for the projects, including procurement plans in accordance with the World Bank Guidelines. The duties and functions of the Procurement Specialist will include, but not limited to:
(ii)
Set up systems for procurement planning, implementation, monitoring and documentation for the projects as per required standards;
(iii)
In consultation with the projects’ Technical Teams and the Head of the PMU, prepare realistic, consolidated, updated annual procurement plans which are in harmony with the work plans and available funds;
(iv)
provide guidance in the preparation of detailed procurement plans in which key milestones are indicated and ensure the relevant columns are

filled in as and when each stage is accomplished, and establish a simplified tracking system for monitoring procurement activities;
(v)
Provide advice to project technical teams and beneficiaries at all stages of procurement to ensure that the projects procurement activities are carried out in accordance with the World Bank Guidelines;
(vi)
Prepare Specific Procurement Notices (SPN) for the international and national competitive bidding procedures for procurement of goods as well as selection of consultants in accordance with the World Bank Guidelines and procedures for their posting in dgMarket and UNDB online;
(vii)
Provide guidance and coordination in the preparation of inputs (Terms of Reference, Schedules of Requirements and Specifications) to Prequalification Documents (PQD), Bidding Documents (BDs), and Requests for Proposals (RFPs) and other procurement documents;
(viii)
Provide guidance and support in ensuring timely initiation of procurement processes, monitoring of the procurement processes and ensuring responses to procurement related queries are provided timely;
(ix)
Provide professional advice in the procurement processes including: invitation and receiving of proposals and bids; procedures for opening of EOIs, proposals and bids; conducting the evaluation of EOIs, Proposals, Bids, etc and preparation of the associated evaluation reports; contract negotiations and preparation of contracts; and ensuring that the signed contracts are published and distributed to relevant parties;
(x)
Provide advice to the evaluation committees in the evaluation of bids and proposals in accordance with the World Bank Guidelines and preparation of evaluation reports and recommendations for contract awards in accordance with the Standard Forms of Evaluation Reports, including obtaining the necessary clearances and finalisation of contracts for signature;
(xi)
Provide professional guidance and advice on procurement documents filling for safe keeping of procurement records and propose and implement mechanisms for ensuring that important procurement documents are filed and retained in the established procurement files;
(xii)
Provide support in contract management, especially in monitoring contract execution, ensuring timely delivery of goods and consultants reports and other deliverables, and ensure compliance to provisions in contracts by all contracting parties;
(xiii)
Attend to procurement queries, disputes and complaints as they may arise during the procurement processing;
(xiv)
Provide Technical Support in preparation of monthly, quarterly and annual procurement progress reports, as shall be required, and ensure issues identified during the reporting period and actions taken to resolve them are clearly narrated;
(xv)
Identify all possible inherent risks related to procurement, especially those related to fraud and corruption and propose appropriate measures to mitigate them; and
(xvi)
Carry out any other procurement related function as shall be assigned by the Head of PMU.

Qualifications and experience. It is expected that the interested individuals must demonstrate to possess the following:

1. This request for Expressions of Interest follows the General Procurement Notice (GPN) of this project that appeared in UN Development Business (UNDB) issue number 692 of December 16, 2006.
2. The Government of the United Republic of Tanzania has secured funds from Development Partners towards the cost of the Financial Sector Support Project (FSP). It is intended that part of the proceeds of the funds be applied to eligible payments under the contract for Employment Services for Financial Management Specialist for the FSP and Housing Finance Project (HFP).
3. The main objective of this assignment is to perform efficient and effective financial supervision and management of all funds of FSP and HFP and other related responsibilities as may be assigned from time to time.
4. Duties and responsibilities of the Financial Management Specialist include the following;
(i) To manage and administer all the funds of the Project in accordance with the World Bank Financial Management and Disbursement Guidelines for Projects in a view to ensuring a transparent and efficient financial management system for the Project;
(ii) Provide implementation support and carry out supervision work to ensure that project financial management systems are functioning appropriately, including preparation of periodic interim financial reports;
(iii) Evaluating audits, assessing auditor competence and following up on issues raised by the audits Review audited financial statements and other periodic financial reports received, monitor compliance with financial covenants including audit compliance, ensure adequate communication with the Borrower and the project implementing

agencies with respect to audits and other financial reports, and advise as appropriate;
(iv) Provide report, information and support on project financial management matters;
(v) Monitor implementation of the agreed action plans for the projects and/or corporate financial reporting reform initiatives, and provide technical advice to the BOT in the implementation of reform actions.
(vi) Collaborate with stakeholders (The government, World Bank and other Development Partners) for project implementation;
(vii) Prepare all financial reports in accordance with the approved Financial (Accounting) Plan.
(viii)Prepare and submit quarterly accounting monitoring reports to the relevant authorities within 30 days from the end of the quarter.
(ix) Ensure full documentation of program expenditures during preparation of Withdrawal Application and IFRs
(x) Monitor the expenditures of the project with a view of ensuring that the amounts budgeted for, under exact expenditure head is not exceeded
(xi) Prepare and submit the financial statements and cash flows forecasts within the specified time frame.
(xii) Prepare and submit the annual financial statements at the end of the financial year.
(xiii)Maintain and ensure safe custody of all financial documentation;
(xiv)Maintain ledgers and implement strong internal control systems in order to facilitate the production of timely, reliable and accurate financial reports
(xv) Carry out monthly reconciliations of all relevant accounts of the FSP and the HFP.
(xvi)Perform any other duties as may be assigned by the Head of the PMU.
5. Qualifications and experience. It is expected that the interested individuals must demonstrate to possess the following:
(i) A degree, from a recognized University, in Business Management, Economics, Commerce or any other related field;
(ii) A Master’s degree in Business Management, Economics, Commerce or any other related field, and/or a CPA.
(iii) Training in Financial Management will be an added advantage;
(iv) Fluency in English is required;
(v) A minimum of 5 years experience in executing financial management activities in World Bank funded projects or any other multilateral organization/international cooperation institution;
(vi) Knowledge of International Financial Reporting Standards and International Standards on Auditing;

(vii) Experience in evaluating audits, assessing auditor competence, and following up on issues raised by the audits;
(viii) Experience in interpreting financial and project management reports and determining appropriate remedial actions;
(ix) Must be proficient in the use of computers for word processing, spreadsheets and any other applications used in the Financial Management function;
(x) Strong planning, organization and time management skills to function in a team and contribute towards a common goal. Ability to manage multiple tasks and projects;
(xi) Must be a person of proven honesty and integrity with no criminal record, result oriented and proactive.
(xii) Excellent Information Communications Technology skills: including proficiency in the main office software, knowledge of database management and information systems, Internet tools and the ability to work in a team.

Major Study into Agriculture Finance in Tanzania – AgriFin
The Financial Sector Deepening Trust of Tanzania (FSDT) wishes to appoint a research company to implement a major study into agriculture finance in Tanzania – AgriFin.
AgriFin aims to boost the supply of finance to the agricultural sector and to enhance access to agriculture finance through market-leading innovation and policy change.
There will be both a supply side component and a demand side component. The supply side component, which aims to quantify the extent of agricultural financing through the various financing channels, will be the subject of a separate procurement process. Terms of reference for the supply side com¬ponent will be issued in due course.
The demand side component, for which Expressions of Interest are now being sought, comprises a survey of agricultural enterprises, from small farms managed on a commercially sustainable basis up to large processing or trading companies, across three broad categories – producers, processors and service providers.
The survey is modelled on the FinScope surveys (please consult www.finscope.co.za) but will have more agricultural content than a typical FinScope survey.
A robust sampling process will be needed to ensure the validity of the data. The sampling approach will be agreed with the National Bureau of Statistics in Tanzania. A listing will be required in order to establish the universe of agricultural enterprises from which a representative sample can be drawn. It is intended that the data will be representative at zonal level (i.e. across the 8 agricultural zones in Tanzania).
The study will be coordinated by FSDT and funded by a consortium including FSDT, the Rockefeller Foundation and the Gatsby Charitable Foundation.
Only firms with demonstrated experience in conducting nationally representative research surveys will be considered for this important assignment. Those firms who have not yet conducted a nationally representative survey need not apply.
