The National Council for Science and Technology (NCST) promotes Science, Technology and Innovation (ST&I) through various ways Including the provision of funds for research and innovation projects.

In partnership with NCST, the British Council is implementing a new Africa Knowledge Transfer Partnerships (AKTP) programme in Kenya, Uganda and Rwanda aimed at helping businesses improve their competitiveness and productivity through the better use of knowledge, technology and skills that reside within the universities and research institutions.

AKTPs enable recently qualified graduates (known as AKTP Associates) to work in companies managing challenging projects central to the development needs of these companies with support from local and UK universities.

We are looking for a professionally confident, self-motivated committed recent graduate to deliver this programme in a partner project between Lake and Sea Resources Limited and Kgnya Marine and Fisheries Institute for a period of two years.

Overall Job Aim and Duties:

Based at the company premises, you will play a key role in implementing strategic development and transferring knowledge between the research institute and the company.

You will be responsible for the delivery of all project work: Meeting all corporate project management standards; Ensuring progressive reporting at all times to all programme stake holders; and Effective monitoring and evaluation of all project activity.

Generic Skills:

You will need to be able to drive the project forward and have the ability to undertake independent and supervised research. The candidates should possess good analytical, team working and communication skills.

The Lake and Sea Resources Limited and the Kenya Marine and Fisheries Institute partnership will focus on Aquaculture business unit, as part of an integrated fish processing business and market the aquaculture products - fingerlings and table size fish.

Skills required:
  • A Bachelor of Science in Aquaculture with at least
  • Second Class Honors Upper Division
  • IT skills for data collection, research and presentation
  • Prior experience is not a prerequisite but is an added advantage
The project will entail spending significant time outside of Nairobi (in Bondo) and possible international travel.

Profile

  • Knowledge of Swahili/French is an added advantage.

Work experience:

World Bank Uganda Operations Officer (Coordination and Communication) Vacancy

Locally Recruited Appointment (3 Years, Co-terminous position)
Location: Kampala, Uganda

The World Bank together with 10 Development Partners is providing budget support to the Government of Uganda under a Joint Budget Support Framework.

In partnership with the Government of Uganda, the JBSF Development Partners are committed to providing budget support on an annual basis against a jointly-agreed Joint Performance Assessment Framework (JAF).

To support the administrative and technical work of the development partners that underpins the JBSF, a Technical and Administrative Support Unit (TASU) is being established, to be financed through a multi-donor trust fund with contributions from the participating development partners.

This unit will be staffed with international and national staff with a mix of general management and technical skills.

The unit will provide high quality technical/research analysis, which will lay the' basis for informed policy design, as well as providing administrative and logistical support to the JBSF Technical and Policy Dialogue Taskforce.

It will also coordinate and where appropriate, commission studies as part of the substantial analytical work needed to inform the assessment of performance under the JAF and establishment of policy frameworks for subsequent years.

An Operations Officer responsible for coordination and communications will be hired under the TASU. In addition, the TASU will comprise a Senior Program Coordinator who provides the day-to-day management of the TASU, 2 economists, 2 research analysts; among others.
Duties and Accountabilities:
Assist the Senior Program Coordinator with the day-to-day management and administration of TASU activities in support of the JBSF taskforce, including:
  • coordinate taskforce meetings and take meeting minutes and follow up on action points
  • coordinate communication among development partners and between development partners and Government, by drafting emails, letters and memos; and
  • arrange workshops, press conferences and other events.
Assist with the coordination of inputs and drafting of all JAF-related documents, inter alia the semi-annual pre-appraisal and annual appraisal reports assessing Government performance. Based on needs,
  • respond to ad hoc information requests from internal and external parties,
  • review and process operational documents, coordinating across disciplines and JAF components with other team members
Assist the Senior Program Coordinator with the execution and management of the JBSF Trust Fund, including budget management and reporting, procurement and quality control.

Implementation of the JBSF Communications Strategy, by drafting press releases and other communications materials, coordinating press briefings or other events with stakeholders.

Coordinate the development of a JBSF website and ensure that it is kept updated. Produce newsletters and electronic updates as needed.
Selection Criteria:
  • Post-graduate degree (Management, Administration, Communications, Journalism, or other relevant field).
  • Minimum 5 years of relevant work experience in program management, preferably with some experience in communications / media in Uganda.
  • Proven organisational and task management skills.
  • Strong knowledge of social, political and development issues in Uganda.
  • Familiarity with communications approaches, tools, and methodologies.
  • Solid knowledge and understanding of information management and library processes, procedures and best practices, including the relevant databases and technology.

World Bank Uganda Program Analyst

Nationally Recruited Appointment

(Co-terminous position, 2 years, renewable)

Location: Kampala - Uganda

Uganda is among the five countries with the most active World Bank program in Africa.

The country has over fifteen years of macroeconomic stability, relatively low inflation for most of the period, a robust growth with an average growth rate of about 7 percent over the last five years, a history of good performance in accelerating sector reforms and a strong resilience to shocks.

The Government of Uganda recently launched a 5-year National Development Plan (NDP) setting out strategic objectives for the country's development. In a partnership with the UK's Department for International Development (DFID), a US$12m trust fund has been established to support the government's implementation of the NDP.

The programmatic trust fund will finance activities under the partnership's four main themes:
  • the growth agenda;
  • public sector reform, with a particular focus on making services deliver for the poor;
  • poverty and inequality; and
  • cross-cutting areas such as peace and recovery, population and gender-related issues, and aid effectiveness.
The Program Analyst's overall role is to support the Country Office with the implementation of the trust fund. This is a two-year co-terminous position, paid in local currency, renewable up to four years subject to funding.

Duties and Accountabilities

Reporting to the Program Manager of the trust fund, the Program Analyst will assist with implementation, monitoring, and reporting of grant activities financed by the trust fund.

More specifically, the following are examples of the specific duties and accountabilities for the Program Analyst:
  • Monitoring of implementation of grant activities financed by the trust fund.
  • Assist with the coordination of relations between the client, partners, and Bank task team leaders.
  • Update guidance notes and prepare call for proposals.
  • Circulation of proposals including comments received to the members of the Management Committee and Joint Steering Committee.
  • Develop overall results framework for trust funded grant activities and regularly report on progress.
  • Prepare trust fund Management Committee and Joint Steering Committee meetings, brief the Program Manager, prepare and share minutes, and ensure follow-up.
  • Provide guidance to task team leaders on grant proposal development and grant activity implementation.
  • Prepare cash-flow projections, monthly budget reports, and other aspects of financial management of the trust fund.
  • Respond to internal and external inquiries about the trust fund.
  • Other tasks as requested by the trust fund Program Manager.
Selection Criteria

Minimum requirements
  • Master's degree in a relevant discipline (e.g. economics, finance, business administration, social sciences, or other field related to development).
  • At least three years of relevant experience is desired.
General competencies
  • Excellent communications skills, both in oral presentations and in writing sections of papers, briefs, independent reports, etc.
  • Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results within agreed objectives and deadlines.

In partnership with the Government of Uganda, the JBSF Development Partners are committed to providing budget support on an annual basis against a jointly-agreed Joint Performance Assessment Framework (JAF).

To support the administrative and technical work of the development partners that underpins the JBSF, a Technical and Administrative Support Unit (TASU) is being established, to be financed through a multi-donor trust fund with contributions from the participating development partners.

This unit will be staffed with international and national staff with a mix of general management and technical skills.

The unit will provide high quality technical/research analysis, which will lay the' basis for informed policy design, as well as providing administrative and logistical support to the JBSF Technical and Policy Dialogue Taskforce.

It will also coordinate and where appropriate, commission studies as part of the substantial analytical work needed to inform the assessment of performance under the JAF and establishment of policy frameworks for subsequent years.

An Operations Officer responsible for coordination and communications will be hired under the TASU. In addition, the TASU will comprise a Senior Program Coordinator who provides the day-to-day management of the TASU, 2 economists, 2 research analysts; among others.

Duties and Accountabilities:

Assist the Senior Program Coordinator with the day-to-day management and administration of TASU activities in support of the JBSF taskforce, including:
  • coordinate taskforce meetings and take meeting minutes and follow up on action points
  • coordinate communication among development partners and between development partners and Government, by drafting emails, letters and memos; and
  • arrange workshops, press conferences and other events.
Assist with the coordination of inputs and drafting of all JAF-related documents, inter alia the semi-annual pre-appraisal and annual appraisal reports assessing Government performance. Based on needs,
  • respond to ad hoc information requests from internal and external parties,
  • review and process operational documents, coordinating across disciplines and JAF components with other team members
Assist the Senior Program Coordinator with the execution and management of the JBSF Trust Fund, including budget management and reporting, procurement and quality control.

Implementation of the JBSF Communications Strategy, by drafting press releases and other communications materials, coordinating press briefings or other events with stakeholders.

Coordinate the development of a JBSF website and ensure that it is kept updated. Produce newsletters and electronic updates as needed.

Selection Criteria:
  • Post-graduate degree (Management, Administration, Communications, Journalism, or other relevant field).
  • Minimum 5 years of relevant work experience in program management, preferably with some experience in communications / media in Uganda.
  • Proven organisational and task management skills.
  • Strong knowledge of social, political and development issues in Uganda.
  • Familiarity with communications approaches, tools, and methodologies.
  • Solid knowledge and understanding of information management and library processes, procedures and best practices, including the relevant databases and technology.
  • Excellent oral and written communications capabilities; strong organizational, research/analytical and presentation skills.
  • Strong computer skills; incl., Internet, Word, Lotus Notes, PowerPoint, Excel, etc.
  • Basic knowledge of web editing. Personal and professional integrity, self motivation and proven ability to work under minimum supervision and as part of a team.

Somalia Resident Senior Program Officer, Technical Assistance Program

The National Democratic Institute for International Affairs (NDI) seeks to hire a Resident Senior Program Officer to implement and oversee a program to provide technical assistance and support to key personnel in the Somali principal offices and ministries central to the implementation of the Somali transitional process.
This program will complement NDI’s ongoing Somalia parliamentary, executive and constitution development programs.  The position would be based in Nairobi, Kenya, with travel to Djibouti, Somalia and the broader region.  This position is funded for one year with possible extension contingent upon availability of funding.  Funding for this position is pending, and would be available April 2010.

Background
NDI has been active in Somalia since late 2005 with programming supported by the United States Agency for International Development (USAID) and the Norwegian Ministry of Foreign Affairs aimed at building the core governance and parliamentary capacities of the Transitional Federal Institutions (TFIs). The Institute has worked with the principal Offices of the President and Prime Minister and the Speaker of Parliament, political and administrative heads of more than 30 ministries, and nearly 400 members of parliament (MPs), including two-dozen female MPs, to develop governance capacities.
The technical assistance program will assist TFI principal offices and critical ministries to develop technical management, administrative and communications skills as well as strengthen the relationship between government officials and civil society.  NDI will focus its support to the Somali principal offices and critical ministries on: strengthening human resource management and developing a professional staffing structure, improving communication within and between principal offices, increasing the financial and budget management capabilities of government staff and building administrative capacities to restore transitional institutions into permanent, functional entities.
The technical assistance program will include a wide-range of management, reporting, administrative, operations, functional and security-related activities in coordination with NDI’s current, ongoing country program.
Responsibilities
  • Oversee the implementation of program activities including functional expertise, administrative, financial, monitoring and evaluation and reporting, operations and security;
  • Provide and organize training sessions for Somalis regarding office management; program implementation and monitoring; assessments and reporting; comparative government structures; Somali-specific government structures and institutions; and intra-governmental communications systems as well as external communication with civil society actors, etc.;
  • Identify consultants and experts – international, regional and/or Somali – to assist with the program and oversee their work and activities;
  • Develop and/or manage the creation of program materials when needed to facilitate activities, workshops, training sessions, etc;
  • Build and maintain relationships with donors, key Somali officials, civil society actors and other stakeholder groups;
  • Draft and submit field reports that monitor and measure program performance, results and political developments; and
  • Ensure programmatic goals are achieved and operational and reporting requirements are adhered to.
  • Implement and manage other program activities as needed.
Experience Required
  • Bachelor’s Degree, preferably in International Relations or related subject; graduate degree desired;
  • A minimum of six (6) years relevant work experience in international development, community organizing, political campaigns, organizational development, legislative affairs.  Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
  • Living or working experience outside of the U.S. preferred especially in extremely challenging political environments including the Middle East or Africa and/or experience working in conflict or immediate post-conflict environments;
  • Knowledge of and comparative experience in legislative and/or executive processes and civic participation;
  • Experience developing and implementing governance, media and/or civic participation programs in a fast-paced environment;
  • Experience in implementing programs funded by European, USAID and other bi- and multi-lateral donors;
  • Ability to communicate skills and experience to others as a trainer, advisor and consultant as well as experience in organizing and conducting trainings and workshops;

The Resident Senior Program Officer will work with the Resident Program Manager for executive programs as well as full- and part-time national staff and will be supported by Nairobi-based regional and Washington-based staff.  This position reports to the Resident Country Director in Nairobi.  Salary range is commensurate with experience.
