JOB TITLE:      National Project Coordinator (1)
PROJECT:                Information, Counselling and Legal Assistance (ICLA)
DUTY STATION:   Aweil
REPORTING TO:   Project Coordinator, ICLA
STARTING DATE:  February 2010


The Norwegian Refugee Council is an independent humanitarian
organization. Our task is to improve international protection of
refugees and internally displaced persons, and to offer humanitarian
assistance regardless of race, nationality or political views. Our
efforts are founded on the principle that all human beings are
entitled to a life in peace, liberty, safety and equality, as this is
expressed in the Universal Declaration of Human Rights. NRC has been
working in Sudan since 2004, our current programmes include Education,
Shelter, and ICLA.

Duties and responsibilities:
•       Professional responsibility for the ICLA office in Aweil, including
planning, supervising and implementation of the project in accordance
with mandated core activities, advocacy strategy, plans of action,
donor grants and approved budgets
•       Ensure successful coordination and cooperation with the other ICLA
projects in southern Sudan as well as partners and other relevant
external actors
•       Contribute to the development of ICLA Sudan as well as NRC’s country
strategy, action plan and advocacy strategy, in collaboration with the
ICLA Project Coordinator
•       Assist in the recruitment, manage, monitor the performance
(including organising necessary capacity building) and allocate tasks
to the national staff in the ICLA project office in Aweil
•       Monitor, evaluate and suggest changes and improvements to the ICLA
project based on observations and discussions with the ICLA staff and
the Project Coordinator
•       Prepare and present monthly narrative and financial reports to the
ICLA Project Coordinator
•       Prepare donor reports in accordance with agreements applicable to
the individual grant
•       To represent NRC, and present ICLA advocacy issues, in a
professional manner in meetings with humanitarian partners,
authorities and beneficiary communities
•       Any other relevant tasks assigned by the supervisor

Qualifications/ Experience / Skills / Personal Qualities
•       All employees of the Norwegian Refugee Council should adhere to our
Code of Conduct and the four organizational values: dedicated,
innovative, inclusive and accountable
•       Law degree in the field of international human rights law or other
relevant educational background (political sciences, international
relations, etc) combine with relevant professional experience
•       At least 5 to 7 years experience in IDP/refugee related programmes
and experience in running reintegration and early recovery programmes
•       Very strong understanding of protection principles. Previous
experience working with customary law systems as well as land and
property issues is an asset
•       Ability to work under pressure, independently and with limited
supervision
•       Work experience outside East Africa is an asset
•       Valid driving licence for car and motorcycle and national Sudanese
identity document required

•       To identify, document and address return-related social and legal
challenges faced by returnees, IDPs and host communities in areas of
operation in Northern Bahr el Ghazal
•       To offer individual information and/or counselling sessions to
clients facing return or (re)integration related problems
•       To follow up on the issues raised during the counselling sessions so
as to resolve them through a referral when possible and/or advocacy
with the relevant stakeholders
•       To map, document and regularly update an overview of the activities
and services of government institutions, NGOs, CBOs and other
organisations and establish effective referral networks with
organisations who are able to provide assistance to NRC’s clients
•       To complete relevant case forms, ensure proper filing in the ICLA
office and complete weekly and monthly activity reports
•       To be responsible for a minimum of one ICLA counselling centre
•       To develop strong working relations with the other counsellors and
the training and land and property units
•       To fulfil any other relevant tasks assigned by the supervisor

Qualifications/ Experience / Skills / Personal Qualities

•       Completed secondary school; University degree is an advantage
•       At least 2-3 years experience in IDP/refugee related programmes
•       Proven experience in delivering information sessions or counselling
sessions to groups and individuals
•       Strong understanding of human rights and protection principles
•       Fluent in oral and written English and Dinka; any other local
languages an asset
•       Computer literate, with a good knowledge of common Microsoft Windows
and Office applications
•       Must be highly reliable, mature, and able to work independently as
well as in a team
•       Flexible, creative and co-operative, and a sense of humour is an
asset
•       Valid driving motorcycle licence and national Sudanese identity
document is a requirement

up land related disputes and inform them on correct procedures on how
to address a land dispute (through customary or statutory channels)
•       To provide technical guidance to the traditional and local
authorities on land related issues, particularly when mediating land
and property disputes
•       To monitor and report on hearings and customary and statutory court
decisions
•       To regularly collect, present and comment on documents and
developments on statutory and customary land law relevant to the land
and property activities
•       To facilitate multi-day Land and Property (L&P) training workshops
with traditional and local authorities as well as communities to
increase their awareness of the Land Act and any other relevant
legislation / principles
•       To influence, through the provision of trainings and technical
guidance, land related customary law procedures and decisions to be in
line with national legislation
•       To liaise closely with rule of law partners in Northern Bahr el
Ghazal and when appropriate to conduct joint trainings to increase
awareness on land and property rights
•       To prepare thorough reports on L&P trainings delivered and land
cases where legal assistance is provided
•       To represent NRC in a professional manner in relevant protection /
rule of law meetings
•       To fulfil any other relevant tasks assigned by the supervisor

Qualifications/ Experience / Skills / Personal Qualities

•       Computer literate, with a good knowledge of common Microsoft Windows
and Office applications
