JOB TITLE:      Training Officer (2)
PROJECT:                Information, Counselling and Legal Assistance (ICLA)
DUTY STATION:   Aweil
REPORTING TO:   Project Coordinator, ICLA
STARTING DATE:  February 2010


The Norwegian Refugee Council is an independent humanitarian
organization. Our task is to improve international protection of
refugees and internally displaced persons, and to offer humanitarian
assistance regardless of race, nationality or political views. Our
efforts are founded on the principle that all human beings are
entitled to a life in peace, liberty, safety and equality, as this is
expressed in the Universal Declaration of Human Rights. NRC has been
working in Sudan since 2004, our current programmes include Education,
Shelter, and ICLA.

Duties and responsibilities:
•       To develop and improve existing community based protection training
materials and legal materials reflecting the new laws of southern
Sudan
•       To facilitate multi-day training workshops with traditional and
local authorities as well as communities to increase their awareness
of the new laws of southern Sudan and international human rights
standards
•       To influence, through the provision of trainings, customary law
procedures and decisions to be in line with national and international
rule of law standards
•       To liaise closely with the rule of law partners in Northern Bahr el
Ghazal and when appropriate to conduct joint trainings
•       To prepare thorough reports on trainings delivered, documenting
analysis of discussions, identifying any challenges and achievements,
and any necessary follow up activities
•       To develop and improve evaluation techniques to assess the level of
understanding of key training materials and messages
•       To perform any administrative and logistical duties required
associated with training workshops, in accordance with the training
budget
•       To represent NRC in a professional manner in relevant protection /
rule of law meetings
•       To fulfil any other relevant tasks assigned by the supervisor

Qualifications/ Experience / Skills / Personal Qualities
•       All employees of the Norwegian Refugee Council should adhere to our
Code of Conduct and the four organizational values: dedicated,
innovative, inclusive and accountable
•       University degree in law, social sciences or education
•       At least 2-3 years experience facilitating protection or legal
trainings to communities
•       Strong understanding of human rights, protection principles and of
the new southern Sudanese legislation
•       Fluent in oral and written English and Dinka. Any other local
languages an asset
•       Computer literate, with a good knowledge of common Microsoft Windows
and Office applications
•       Must be highly reliable, mature, and able to work independently as
well as in a team
•       Flexible, creative and co-operative, and a sense of humour is an
asset
•       Valid driving motorcycle licence and national Sudanese identity
document a requirement

effective mechanisms for delivery of return and (re)integration
related information to target audiences
•       To develop a strong and effective advocacy strategy based on the
analysis of main challenges identified by the ICLA staff through their
activities
•       To identify, develop and maintain excellent relationships with
influential stakeholders who would be the recipients of the advocacy
strategy, including through varied media
•       To keep abreast of advocacy initiatives undertaken by relevant
partner organisations and identify opportunities for collaboration
•       To represent NRC in a professional manner in relevant meetings with
other stakeholders and effectively advocate for the needs of
returnees, IDPs and host communities in areas of operation
•       To fulfil any other relevant tasks assigned by the supervisor

Qualifications/ Experience / Skills / Personal Qualities

•       University degree in journalism and/or communication
•       At least 2-3 years experience in IDP/refugee related programmes
•       Proven experience in delivering information and in carrying out
effective advocacy
•       Excellent verbal and written communication skills
•       Strong understanding of human rights and protection principles
•       Fluent in oral and written English; Dinka required for the position
in Aweil and Arabic required for the position in Juba; other local
languages an asset
•       Computer literate, with a good knowledge of common Microsoft Windows
and Office applications
•       Must be highly reliable, mature, and able to work independently as
well as in a team

management of ICLA Aweil
•       To assist the project coordinator in administration of the project
including staff administration, staff meetings, filing and archiving
in accordance with NRC guidelines and regulations
•       To assist the project coordinator in the financial administration of
the project including, accounting for project expenses incurred,
ensure that ICLA funds are properly spend and accounted for, cash box
administration, cash advances and vouchers, as well as recording and
reporting in accordance with NRC guidelines and regulations
•       To assist the project coordinator in logistic administration
including inventory, purchases and requisitions, quotations, transport
booking, as well as IT hardware/software support
•       To assist the project coordinator in ensuring that the weekly and
monthly reports are properly compiled by the different ICLA units
•       To liaise and maintain excellent relationships with the finance,
logistics and administrative team in Aweil to ensure full support to
the ICLA project
•       To ensure that the ICLA office and properties are kept in a good
condition
•       To fulfil any other relevant tasks assigned by the supervisor

Qualifications/ Experience / Skills / Personal Qualities
•       All employees of the Norwegian Refugee Council should adhere to our

•       Completed secondary school; University degree is an advantage
•       A minimum of 3 years experience working for a NGO in a similar role
•       Fluent in oral and written English and Dinka; any other local
languages an asset
•       Excellent knowledge of common Microsoft Windows and Office
applications and strong IT skills
•       Must be highly reliable, mature, and able to work independently as
well as in a team
•       Flexible, creative and co-operative, and a sense of humour is an
asset
•       Valid driving motorcycle licence and national Sudanese identity
