Invitation for Proposals for Consultancy Services for Project Management for the Transport Sector
1. The United States of America acting through the Millennium Challenge Corporation ("MCC") and the Government of Tanzania (the "Government") have entered into a Millennium Challenge Compact (the Compact") for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Tanzania in the amount of USD 698,136,000 million ("MCC funding").
The Millennium Challenge Account -Tanzania ("MCA-Tanzania") on behalf of the Government intends to apply a portion of the proceeds of MCC funding to eligible payments under this contract.
Payments by MCA-Tanzania will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding of the Compact.
No party other than the Government and MCA-Tanzania shall derive any rights from the Compact or have any claim to the proceeds of MCCfunding.
2. The Compact program aims at reducing poverty through the implementation of a programme consisting of three projects, each containing a number of activities and sub activities over the five year period of the Compact, namely:

1. 2. The Compact program aims at reducing poverty through the implementation of a programme consisting of three projects, each containing a number of activities and sub activities over the five year period of the Compact, namely:
- The Transport sector Project consists of four distinct activities, the Mainland Trunk Roads Activity, the Zanzibar Rural Roads Activity, the Road Maintenance Activity and the Mafia Island Airport Activity.
- The Energy Sector Project consists of three distinct activities, the Zanzibar Interconnec tor Activity, the Malagarasi Hydropower and Kigoma Distribution Activity, and the Distribution Systems Rehabilitation and Extension Activity.
- The Water Sector Project consists of three distinct activities, the Lower Ruvu Plant Expansion Activity, the Non-Revenue Water Activity, and the Morogoro Water Supply Activity
3. A consulting firm is required to provide project management services to the MCA-T Transport Sector through the provision of at least 6 key staff, 3 of whom will be based in the field to support the Mainland Trunk Roads, Zanzibar Rural Roads and Mafia Island Airport Activities.

- Supporting the Employer in managing and implementing the projects;
- Provide on-site oversight and leadership for addressing important Employer's issues involving the applicable construction contracts; and
- Assist the Employer achieve satisfactory and timely completion of the projects, including during the Defects Liability Periods for each Project.
4. This Invitation for Proposals follows the General Procurement Notice that appeared on dgMarket's website on 7 January, 2010, UNDBOnline on 12 January, 2010, the MCA-Tanzania website www.MCA-T.go.tz on 8 January, 2010 and local newspapers, The Daily News from 8 October and The Guardian from 11 January, 2010.
5. MCA- Tanzania now invites Proposals to provide the consultancy services shown above. More details on the services required are provided in the Terms of Reference.
6. This RFP is open to all eligible Consultants who wish to respond. Association among Foreign and Local Consultants is encouraged, but it is not mandatory. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment.
7. A Consultant will be selected under the Quality Based Selection (QBS) procedure, the evaluation procedure is described in the RFP in accordance with "MCC Program Procurement Guidelines" which can be found on the MCC website www.mcc.gov.

- Experience with Managing Roads Projects in Developing Countries of similar size and complexity of the project covered by this Request for Proposals;
- Plus certain key staff with knowledge of the FIDIC 1999 Conditions of Contract for Construction ("Red Book").
- Other minimum qualifications are in the Terms of Reference.
