Kenya National Commission on Human Rights (KNCHR) Jobs in Kenya

The Kenya National Commission on Human Rights (Established Under the Kenya National Commission on Human Rights Act, 2002) is an independent National Human Rights Institution established through the Kenya National Commission on Human Rights Act, 2002.

It is the State's lead agency in the promotion and protection of human rights.

The Commission fulfils its human rights mandates through a number of strategies, including Research and Compliance, Human Rights Education, Complaints and Investigations, and exercise of quasi-judicial powers.

The Commissions' main office is in Nairobi and currently it has two regional offices in Wajir and Kttale. Officers may serve in the Head Office or in any of the regional offices.

The Commission is inviting applications for the following positions in its various programmes:

1. Senior Human Rights Officer (Economic, Social and Cultural Programme)
Ref: HR/ECOSOC/02/01

Location: Head Office, with occasional field travel

Duration: 5 years contract

Key duties and responsibilities
  • Undertaking and disseminating research on economic and social rights issues including public expenditure monitoring, devolved funds and corporate social responsibility
  • Conceptualizing strategies and implementing activities to popularize and protect economic and social rights as human rights.
  • Providing training on economic and social rights issues
  • Ensure effective supervision of technical or service level staff
  • Represent the department in routine technical meetings
Qualifications, Experience, Skills, and Attributes
  • A Masters degree in Economics, Anthropology, Sociology or Political Science
  • 4 years experience with at least 2 years at a supervisory level in a busy environment
  • Good understanding of economic social and cultural rights issues, frameworks and indicators.
  • Ability to conduct human rights investigations
  • Experience in building and managing partners
  • Program Design and Management
  • Good understanding of social audits/accountability
2. Senior Human Rights Officer (Rights Education Programme)
Ref: HR/HRE/02/01

Location:Head Office, with occasional field travel

Duration:2 years contract

Key duties and responsibilities
  • Implementing of Human Rights Education and Capacity Building Strategies.
  • Training on Human rights issues Curriculum Development
  • Development of IEC materials Organise and facilitate workshops
  • Conduct research
  • Provide Support to training
  • Any other duty as may be directed by the Supervisor
Qualifications, Experience
  • A Masters degree in Education, Social Science or Law 4 years experience in the relevant field
3. Receptionist
Ref: HR/ADMIN/02/01

Location: Head Office

Duration: 5 Years Contract

Key duties and responsibilities:
  • Welcoming all the visitors to Commission and offering any necessary assistance e.g. directing them to appropriate officers / departments
  • Making, receiving and recording all telephone calls
  • Switchboard management
  • Assisting in general administration functions
  • Any other duty as may be directed by the supervisor.
Experience & Academic Qualifications
  • Kenya Certificate of Secondary Education with a minimum of a C in English
  • 1 year of Diploma Secretarial course or switchboard operators' certificate. Experience working at a busy telephone switchboard
  • 3-6 months in a busy switchboard
4. Internal Auditor
Ref: HR/ADMIN/02/02

Location: Head Office

Duration: 2 Years Contract

Key duties and responsibilities:
  • Assist in designing, developing and updating the internal audit manual detailing audit plans
  • Drawing up audit programmes, prepare draft audit reports', queries and observations
  • Facilitating the periodic review of internal control systems to ensure their adequacy to prevent errors and irregularities
  • Carrying out a review of accounting, financial and budgetary systems
  • Ascertaining compliance with established, policies, plans, procedures and processes at KNCHR
  • Reviewing and appraising the soundness, adequacy and application of accounting, financial and other operating controls and promoting effective controls
  • Ascertaining the reliability of management data developed within KNCHR
  • Advising management of matters related to utilization of resources in KNCHR Propose recommendations for improvement
  • Any other duties assigned by the Head of Department, The Finance Manager.
Experience & Academic Qualifications
  • Have a bachelor's degree in accounting or equivalent from a recognized institution
  • Have a minimum of six (6) years experience in auditing, financial management and accounting (2) of which must be in auditing.
  • Be in possession of CPA Part III or CIA Part IV; Be conversant with GOK and development partners procedures
5. Monitoring & Evaluation Officer
Ref: HR/ADMIN/02/03

Location: Head Office

Duration: 2 Years Contract

Key duties and responsibilities

In collaboration with Sector/Departmental Heads, undertake the following tasks;
  • To provide technical support in planning for the design and the implementation of M&E activities across sectors of the commission.
  • To develop, implement and establish systematic monthly and quarterly reporting procedures for M&E programmatic progress
  • Designing, developing and implementing systems
  • Ensures appropriate data collection tools and systems are in place and take a lead role in collection of required data.
  • Prepares and reviews the programs performance monitoring plan (PMP).
  • Participates in program monitoring visits on regular basis
  • Identifies monitoring and evaluation needs for subprojects and provides training and mentorship or coordinates its provision.
  • Oversees and guides the MIS and project database development and
  • management.
Experience & Academic Qualifications
  • Bachelors degree in social sciences or any other relevant field
  • 3 years experience in monitoring and evaluation.
  • Working knowledge of Donor operations, finance and administrative services practices.
6. ICT Specialist
Ref: HR/ADMIN/02/04

Location: Head Office

Duration: 2 Years Contract

Key duties and responsibilities:
  • Ensure availability and reliability of the ICT infrastructure, applications and connectivity
  • Provides first line support, advice and solutions to ICT users in relation to application, data and business process issue, ensuring all issues are resolved in a timely manner
  • Ensure that system security and organizational compliance, processes and procedures are in place and properly maintained at the Head Office and Regional Offices
  • Perform proactive tasks for ICT infrastructure and corporate applications maintenance
  • Maintain agreed levels of service provision and service levels
  • Provide ICT support to delivering program outputs
  • Provide ICT expertise to ICT in the communities (ICT as a medium of development) Facilitate information management and usage
  • Increase user ICT proficiency through the transfer of skills to staff and communities
Experience & Academic Qualifications
  • BSc degree in Information Systems, Computer Science or equivalent from a recognized university.
  • Membership to a professional association in the field of IT.
  • 3 years experience in a busy organization.
  • Should be conversant with project management tools and must have been a successful project manager/team leader in any one project.
  • Demonstrate database management, web design and programming language skills.
  • Knowledge of an accounting software particularly sage/pastel
7. Regional Outreach Coordinator
Ref: HR/ADMIN/02/04

Location: Head Office

Duration: 2 Years Contract

Key duties and responsibilities:
  • Providing leadership on budgets for the Regional office informed by the Strategic Plan for the Commission.
  • Coordination in implementation, monitoring and evaluation of the agreed work-plan for the Regional office.
  • Quality assurance of the programme outputs by ensuring programme coherent and overall impact
  • Preparing and submitting quarterly, annual and special reports on the activities of the regional office and ensuing flow of information
  • Management and supervision of staff and interns in accordance with approved human resource policies and guidelines.
  • Participation in Regional and National fundraising.
  • Facilitate staff and stakeholders/community capacity building in the region.
  • Coordinates and facilitates various program activities in HRE, Campaigns, complains and investigations in the region.
  • Spearhead peace building and conflict resolution among warring communities/groups in the region.
  • Ensuring effective and transparent management of the financial and other assets of the Regional office.
  • Liaison between Regional Offices and the head office.
  • Building partnerships with government, media, CBOs, NGOs etc in the whole region.
Skills, Experience & Academic Qualifications
  • A degree in Social Sciences for any other relevant field 3 years experience with at least two years in project management
  • Prior experience in managing a functional level in a large and busy environment and in cross cultural work experience
8. Procurement Officer

Duration: 2 Years Contract

Key duties and responsibilities:
  • Reviewing, up-dating, interpreting and implementing existing supplies regulations, procedures and systems;
  • Preparing and ensuring implementation of the procurement manual;
  • Initiation of policy review and updating of existing regulations;
  • Supplies management instructions, inspection, training and development of the procurement staff.
Experience & Academic Qualifications
  • A degree in Business Administration with specialization in supply chain management or a relevant field
  • At least 3 years work experience in a similar role
  • Post graduate Diploma in Procurement or equivalent qualification
  • Must be a Member of the Kenya Institute of Supplies Management (KISM) or a recognized procurement professional body.
  • Be conversant with the public procurement procedures and regulations
9. Senior Human Rights Officer (Public Affairs & Communication Department)

  • Administration, maintenance and updating of the website
  • Media monitoring and media liaison.
  • Maintain photo gallery for the Commission
  • Planning and implementation of media and communication activities

  • Editing materials for publication, press statements and writing opinion pieces

10. Advocacy & Campaign Officer (Public Affairs & Communication Department)

  • Assisting in the planning and implementation of media and communication activities with a view to profile the image of the commission with accuracy.
  • Assisting in ensuring positive visibility of the Commission through branding and other publicity strategies
  • Assisting in editing materials for publication, press statements and writing opinion pieces
  • Assisting in convening and organizing. media and other campaign events
  • Assisting in editing and production of the Commission's journal, key publications and key IEC materials.
  • Assisting in coordination of the Annual Human Rights and Democracy Awards activity on annual basis

11. Principal Human Rights Officer (Research and Compliance Department)

Duration: Five years contract

Key duties and responsibilities
  • Undertaking reviews of key bills and legislation and making recommendations for their improvement from a human rights perspective
  • Conducting research on key human rights issues
  • Undertaking advocacy on key human rights issues
  • Preparing advisories and briefs on key human rights issues
  • Coordinating, planning and managing day-to-day implementation of the programme in accordance with the approved work plans
  • Preparing departmental reports
  • Providing technical expertise on programme matters
  • Overseeing quality assurance for programme work
  • Ensuring adequate flow of information within the programme
  • Managing and supervising programme .staff
  • Convening periodic meetings of the programme
Qualifications and Experience
  • A Masters Degree in social sciences or any other relevant field
  • A minimum of six years experience in research, policy and legislation within the human rights/social justice sector with at least two years at a supervisory level
12. Senior Human Rights Officer (Policy and Research)

Location: Head Office, with occasional field travel

Duration: Five years contract

Key duties and responsibilities
  • Designing, coordinating and/or undertaking research on Identified human Rights issues, including by: developing Research tools; conducting field and library research; writing research reports; and designing strategies and implementing activities for dissemination of research findings
  • Preparing advisories and briefs on key human rights issues
  • Coordinating debates/discussions on key human rights issues
  • Managing preparation of the State of Human Rights Report
  • Coordinating relevant conferences and campaigns
  • Undertaking other duties as assigned.
Qualifications and Experience
  • A Masters Degree in social sciences or any other relevant field
  • Minimum 4 years experience years at a supervisory level) in research, policy advocacy and legislation review in the human rights/social justice sector with at least three years at a supervisory level
13. Senior Human Rights Officer (Legislation)
Ref: HR/RC/02/04

Location: Head Office, with occasional field travel

Duration: Five years contract

Key duties and responsibilities
  • Undertaking review of draft bills, bills and legislation to ensure they respond suitably to human rights standards and values
  • Preparing advisories and briefs on key human rights issues
  • Undertaking legal drafting of proposals or opinions
  • Coordinating debates/discussions on key human rights issues
  • Coordinating relevant conferences and campaigns
  • Undertaking other duties as assigned.
Qualifications, Experience
  • A Masters Degree in social sciences or any other relevant field
  • Four years experience two of which must be at a supervisory level.
14. Principal Human Rights Officer (Reforms and Accountability Programme)
Ref: HR/RA/02/01

Location: Head Office, with occasional field travel

Duration: 5 year contract

Key duties and responsibilities
  • Coordinating research on reforms and accountability issues
  • Liaison with Government departments and Civil Society organizations in matters to do with accountability of human rights
  • To provide overall leadership of the reforms and Accountability programme at the staff level
  • Quality assurance of the programme outputs
  • Liaison and consultations with commissioners and the Secretary
  • Ensuring adequate flow of information within the programme
  • Research and accountability on transitional justice
  • Research and accountability on anti corruption
  • Represent department in routine technical meetings both internal and external
  • Convening Departmental meetings
Qualifications, Experience
  • A Masters degree in a relevant field
  • 6 years experience in a busy environment
