Family Health International (FHI) is dedicated to improving lives, knowledge, and understanding worldwide through a highly diversified program of research, education, and services in HIV/AIDS prevention, care and treatment, reproductive health, and infectious diseases.  We are seeking qualified Sudanese Nationals for the following positions within the Sudan HIV AIDS Project (SHAP), Southern Sudan Program.
  1. ASSOCIATE DIRECTOR, PROGRAMS – (Juba based)
    SHAP Project, SSP

KEY RESPONSIBILITIES
  • Assist Country Director in development, management, implementation and evaluation of appropriate systems, projects, services, staff and budgets.
  • Assist Director in development and evaluation of project goals and/or objectives, proposals, reports, etc., as it relates to organization’s strategic plan and priorities.
  • Ensure projects meet established objectives and deliverables; and will oversee the development and submission of project reports.
  • Contribute to resource development efforts, including participation in proposal development
  • Coordinate the development and implementation of annual workplans and budgets for various projects
  • Responsible for the development of Country Operational Plan (COP) for PEPFAR-funded programs
  • Additional responsibilities include implementing quality improvement systems for various programs and for the documentation of effective practices, success stories and lessons learned

REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES

  • Work independently on several projects with minimal supervision.
  • Written, verbal, and organizational skills.
  • Relevant computer software and statistical skills.
  • Sensitivity to cultural diversity and understanding of the political and ethical issues in assigned areas
  • Knowledge of budgets and contracts.

MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
BS/BA in public health or related field, and 7 - 9 years relevant experience with international development programs; OR MS/MA in public health or related field, and 5 - 7 years relevant experience with international development programs.
  1. RESOURCE CENTRE MANAGER – (Juba based)
    SHAP Project, SSP

KEY RESPONSIBILITIES
  • Manage daily operations of the resource center to ensure it is open on days and times suitable to the key target groups;
  • Supervise HIV Community Educators and other staff  working at the resource center;
  • Coordinate peer education activities at the facility to ensure that target groups receive information about HIV and AIDS including risk reduction information through peers, as well as information about available services (C&T, care and treatment, etc.).
  • Establish and provide oversight to on site activities such as indoor games tournaments to create an audience for peer education
  • Oversee condom distribution in the resource center as well as ensuring that all the lodges and guest houses where transport workers are regular patrons always have condoms in stock;
  • Ensure the resource center is stocked with HIV/AIDS education materials, condoms, training materials and referral brochures to health and social services;
  • Organize regular events at the resource center including discussion sessions by local pharmacists and other health providers to address STIs and malaria and discussions to provide support for alcohol abuse and gender-based violence;
  • Liaise with faith communities to provide spiritual support to target groups and utilize opportunities for peer education and psycho-social support;
  • Coordinate and provide leadership for outreach and promotional activities targeting transport workers, community men, their close associates and the larger community residing around the resource center to ensure access and high utilization of services 
  • Coordinate with the HIV counselors to provide CT services in the center and ensure proper supply, inventory of test kits and other required supplies;
  • Establish referral linkages between the resource center and health providers to ensure that HIV positive transport workers have access to OI treatment and ART as needed ;
  • Coordinate the formation of support groups for PLWHAs in the transport sector and their partners;
  • Manage the equipment in the resource center to ensure it is well maintained and in good working condition at all times;
  • Oversee utility supplies to the resource center including electricity and water; and general hygiene in and around the center grounds;
  • Routinely collect and analyze information on activities and compile and submit monthly narrative and program monitoring data reports to Supervisor;

REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES

  • Administrative and management skills with very good organizational skills
  • Strong community mobilization skills and interpersonal skills
  • Knowledge and experience in M&E
  • Good report writing skills
  • Ability to be innovative, work independently and with minimal supervision
  • Should be fluent in English and Juba Arabic. Basic knowledge of Kiswahili will be an added advantage

MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
Bachelor degree or Diploma in Social sciences, public health or related field with 2-3 years experience in HIV/AIDS programming and management
  1. TECHNICAL OFFICER, BCC – (Juba based)
    SHAP Project, SSP

KEY RESPONSIBILITIES
  • Oversee the behavior change communication program of the project.
  • Provide technical assistance to government and other bodies in communications strategies and programs.
  • Coordinate the project’s Behavior Change Communication activities with other donors and partners.

REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of health systems and programmes in developing countries.
  • Excellent administrative, and leadership skills.
  • Sensitivity to cultural differences and understanding of the political and ethnic issues surrounding HIV infections.
  • Ability to work well with others and to develop and maintain compatibility among project staff, sub-contractors, consultants and recipients assistance.
  • Ability to assist in management of projects priorities and plans for the successful implementation of programs.
  • Excellent written and oral communication.
  • Must be computer literate.
  • Proven experience in conducting HIV and/or health trainings
  • Ability to manage projects, set realistic priorities and plan for successful implementation

MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
Bachelors degree in a social science or public health and three years experience in BCC area.  Knowledge of health programs in Sudan.

 
  1. HIV COUNSELOR SUPERVISOR (1 Juba based, 3 Yei based)
    SHAP Project, SSP

KEY RESPONSIBILITIES
  • Ensuring quality services are offered to HCT clients through
  • Offering emotional support to HCT counselors
  • Manage and run counselor supervision groups
  • Identify gaps and arrange for professional development of the counselors
  • Preparation and planning of trainings and workshops in the department.
  • Writing timely reports of trainings undertaken
  • Support the link between the counselors, the management and the MoH
  • Support in training HCT counselors
  • Support in training counselors in counseling supervisors
  • Offer refresher courses to HCT counselors
  • Providing counseling services to clients who request for HCT services
  • Supporting other departments such as Counseling and mobile HCT when requested
  • Support in Monitoring and Evaluation of HCT services by providing
  • Ensure flow of data from the sites to the MOH

  • A counselor supervision certificate from a recognized institution

MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
Secondary level education or higher with at least 1 year working experience as a VCT Counselor.  Counselor Supervision Certificate & VCT Certificate.  Has managed counselor supervision groups for at least 6 months
  1. HEALTH COMMUNITY EDUCATOR – (Juba based)

KEY RESPONSIBILITIES
  • To work with local NGOs, CBOs, and community groups to ensure effective and smooth operations of their HIV programming.
  • Ensure the community groups are developing and implementing effective HIV projects.
  • To facilitate educational and recreational activities at the centre on days and times suitable to the key target social groups;
  • Operate the resource center equipment and ensuring that they are maintained in good working condition;
  • Work closely with the HCT counselors to promote HIV counseling and testing services to centre clients;
  • Ensure that clients visiting the resource centre have access to condoms and other  information materials
  • Conduct participatory educational sessions with patrons at the centre;
  • Organize and implement indoor games tournaments to create an audience for participatory education sessions;
  • Facilitate implementation of various promotional activities to mobilize the community to access the resource center like magnet theatre outreach at the site,  outreach in the community and among  truck drivers to inform them about services available;
  • Conduct spot check to ensure that all the lodges and guest houses where the drivers sleep always have condoms in stock;
  • Link truck drivers and sex workers in need of ARV to health facilities where these services are available;
  • Coordinate sensitization programs on GBV, alcohol abuse including listening device sessions;
  • Report on all activities taking place in and about the resource center to the resource centre coordinator using appropriate data collection and report writing tools.

  • Strong community mobilization skills and interpersonal skills
  • Ability to be innovative, work independently and with minimal supervision

High Secondary level education.  Minimum of two years experience in HIV and AIDS; health promotion; and/or community mobilization.  Knowledge of key concepts and components of HIV and AIDS. 
  1. HIV COUNSELING & TESTING COUNSELOR (Based in Juba (2), Yei (8), Morobo (4), Laiyna (3) )

KEY RESPONSIBILITIES
  • To create awareness in the community about the existence of HCT services.
  • To prepare clients to take the HIV test by carrying out pre-test counseling.
  • To carry out HIV testing where applicable
  • To carry out post-test and risk reduction counseling
  • To provide on-going counseling
  • To make referrals for on-going support e.g. Home Based Care, Medical Clinics, TB clinics, Support Groups and post- test clubs.
  • To raise awareness about VCT services among colleagues at the VCT sites
  • To ensure quality of VCT service
  • To insure proper supply and inventory of test kits and other required supply
  • Collect client data and transmit the same to supervisors/higher level
  • Promote and distribute condoms.
  • Collect and analyze information on activities, compile and submit.
  • To participate in quality improvement programs within the center
  • To attend supervision for on going training, management and support.

  1. IT OFFICER – (Juba based)

KEY RESPONSIBILITIES
  • Administer and maintain the FHI Local Area Networks (LAN) to include sites throughout the provincial Office designated area of operations.
  • Maintain operation logs of server, internet up and down times.
  • Identify and coordinate with Nairobi IT the implementation of actions/procedures, which will improve the performance of the network.
  • Conduct servers hardware component troubleshooting and software maintenance of networking hardware/software.
  • Follow up on Help Desk trouble shooting system: 1st line support for Help Desk problems and administer user accounts on the LAN.
  • Management of projects that are being implemented with third party contractors be it software or hardware systems implementation.
  • Administer different services on the LAN (MS Exchange, MS Internet Information Server, anti viral services, data backup/restore & other 3rd party software).
  • Monitor the LAN resources for security and performance aspects.
  • Repair and maintenance of all FHI IT equipment in the FO and “implementing partners” when applicable.

REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES

  • Ability to maintain effective working relationships with all levels of staff and public.
  • Performance management: user support and accounting.
  • Excellent communication and interpersonal skills.

MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
  • Graduate in an IT field with at least 3 yrs practical experience in computer systems operations.  MCSE and CCNA preferred. 
  • Demonstrated knowledge and ability in CISCO Routers, DTUs (lease lines), Dell Servers, Windows 2000 server environment and messaging system preferably MS Exchange 2000.
  • Excellent computer skills in MS Windows 2000, Ms Exchange 2000 and active directory structure.
  • Demonstrated knowledge ability in software installations, backup and archive, hardware and software troubleshooting and printer and system maintenance.

  1. DRIVER (Based in Juba (2), Yei (1) )

KEY RESPONSIBILITIES
  • Drive staff and visitors to meetings and appointments with due caution and courtesy as assigned.
  • Maintains vehicle in good condition, including cleaning inside and outside of the vehicle and engine check-up.
  • Ensure proper fluid levels, good tires condition, as well as ensuring the insurance certificates are up to date.
  • Ensure current driving license for self and appropriate licensing, inspections and registrations for vehicles.
  • Assist with logistical e.g. deliveries, visa applications, picking-up and collecting mail from post office and other errands as assigned.

REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES

  • Good knowledge of Juba, Yei, and Southern Sudan – including NGO and government offices.
  • Good eye sight and mental health. Basic knowledge of First Aid.
  • A good command of oral and written English and Juba Arabic languages
  • Ensure a good awareness of the existing traffic rules and regulations.
  • Previous experience in working for an NGO or Diplomatic mission will be an added advantage.
  • Ability to work late hours including weekends.

MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
Secondary level education. Must have a current, valid driving license with an excellent driving record showing no history of responsibility for accidents. Must have at least 3 years experience operating motor vehicles professionally.
  1. OFFICE ASSISTANT – (Juba based)

KEY RESPONSIBILITIES
  • Ensures the cleanliness of the office, the kitchen, washroom, dusting of all computers and telephone heads and ensures that all general public areas are neat and clean.
  • Monitors and ensures the kitchen and the toilets has adequate supplies at all times.
  • Checks to see that all windows and doors are closed rightly at the end of business everyday.
  • Handles beverages for staff and staff meetings and clearing of the meeting room thereafter.
  • Assist in photocopying, binding and sending out of quarterly reports and any other documents as requested.
  • Assist in preparation of bulk mail being sent out.
  • Handles pick up and delivery of items for the office as required.
  • Ensuring prompt circulation of mail delivered to the reception and received faxes, sending faxes and maintaining the fax machine, notifying the Administrative Officer when service and supplies are required.
  • Back stops switchboard, directing incoming and outgoing calls as required by the caller, determines the nature of the call and decides on appropriate routing.

REQUIREMENTS: KNOWLEDGE, SKILLS AND ABILITIES

  • A good command of oral and written English language
  • Ability to deal congenially and effectively with people, both in person and over the phone.
  • Ability to be consistently organized, diplomatic and conscientious.
  • Able to handle multiple tasks efficiently.
  • Willingness to learn and adaptable.

MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
Secondary level education or higher with 3 years of relevant experience working with a medium-to-large sized international organization. Experience with switchboard equipment will be an added advantage.
