East African Community (EAC) Jobs

Applications are invited from suitably qualified citizens of East Africa (Burundi, Kenya, Rwanda, Uganda and United Republic of Tanzania) for the following vacant positions at the East African Legislative Assembly (EALA).

1. Principal Clerk Assistant
Ref: EAC/HR/EALA/09-047/01

Grade: Professional Staff Category (P3)
Reports to: Deputy Clerk

Organ/Institution: East African Legislative Assembly
Duration of Contract: 5 years renewable once

Station: EALA, Arusha - Tanzania

Main purpose of the job:
  • To facilitate the day-to-day administrative and procedural affairs of the Assembly.
Qualifications:
  • A Masters degree in Public Administration, Law, Social Sciences or related field with ten years relevant Professional experience with at least three years at the level of Senior Clerk Assistant.
  • Specialized training in Parliamentary Procedures and knowledge of operations of a regional Parliament will be an added advantage.
2. Senior Clerk Assistant

Reports to: Principal Clerk

Organ/Institution: East African Legislative Assembly
Duration of Contract: 5 years renewable once

Station: EALA, Arusha - Tanzania

Main purpose of the job:
  • To facilitate Committee and Plenary Sessions of the Assembly
Qualifications:
  • A Masters Degree in Public Administration, Law, Social Sciences or related field with eight years relevant professional experience in a similar position three of which must be at the level of Senior Clerk Assistant.
  • Specialized training in Parliamentary procedures and knowledge of operations of a regional Parliament will be an added advantage.
3. Senior Public Relations Officer (SPRO)
Ref: EAC/HR/EALA/09-049/03

Grade: Professional Staff Category (P2)
Reports to: Administratively to the Clerk and functionally to the Head of Department of Corporate Communications and Public Affairs

Organ/Institution: East African Legislative Assembly
Duration of Contract: 5 years renewable once

Station: EALA, Arusha - Tanzania

Main purpose of the job:
  • To manage and implement EALA's Communication strategy and publication policy within the framework of EAC's corporate goals and public outreach priority areas.
Qualifications:
  • A Masters Degree in Journalism, Mass Communications, Public Administration or a related field with eight years experience in a similar or related position three of which should be at senior level.
  • Knowledge of operations of a regional parliament will be an added advantage.
4. Project Coordinator
Ref: EAC/HR/EALA/09-050/04

This is a non-established position under the EALA/ACBF Project Funding.

Grade: Professional Staff Category
Reports to: Clerk

Organ/Institution: East African Legislative Assembly
Duration of Contract: 1 year (but may be renewed subject to availability of funding)

Station: EALA; Arusha - Tanzania

Main purpose of the Job:
  • This is a project position in which the incumbent will facilitate the management and administration of the EALA/ ACBF Project.
Qualification and Experience:
  • Masters Degree in a field related to Political Science, Economics, Law, Public Administration, Project Management or Business Administration.
  • At least 7 years experience in project management, implementation, design and evaluation as well as proven knowledge in parliamentary/legislative budgeting, planning and capacity building programs.
  • Excellent interpersonal, communication and report writing skills.
5. Commissionaire

Grade: General Staff Category (G4)
Reports to: Assistant Sergeant-At-Arms

Organ/Institution: East African Legislative Assembly
Duration of Contract: 5 years renewable

Station: EALA, Arusha - Tanzania

Main purpose of the job:
  • To provide effective and efficient safety, security, procedural, ceremonial, housekeeping and common services to the Legislative Assembly for its efficient operations.
Qualifications:
  • A Diploma in Security studies, Law, Sociology or any related field with six years experience.
  • Knowledge of security sector and operations of Parliaments will be an added advantage.
Terms and Conditions of Service:

All positions (except the one of project coordinator) are tenable on a five (5) year contract term and are renewable subject to age requirements as specified in the EAC Staff Rules and Regulations and upon satisfactory performance.
