Purpose of the Post
Under the general guidance of the Director of Operation of Southern Sudan Area Programme and designated Security Specialist based in Khartoum, will deal with day to day security matters pertaining to South Sudan.
MAJOR DUTIES AND RESPONSIBILITIES.

• Assist in the preparation, maintenance and updating of the area-specific security plan and contingency plans in accordance with the UN
   Field Security Handbook. Assist in the preparation of a comprehensive “threat assessment” of the area; to include all locations in the
   area where UNICEF staff and dependants are present. Assist in the maintenance and update of staff lists; including details of visiting
   missions and consultants. Assist in establishment and management of separate warden systems for both international and national
   UNICEF staff; Assist in the establishment and chairing of any security coordination cell in those areas where there are single-agency
   security officers, to ensure full inter-agency security coordination.
• Assist in the preparation of travel and security advisories. Assist in coordination of emergency medical evacuation. Assist the
  Representative, SMT and UNDSS FSCO in the development and implementation of MOSS/MORSS, ensuring all UNICEF
  Premises/vehicles are compliant in their respective area.  Regularly update the Representative on Security developments, Establish
  and maintain contact with National Security Agencies in the assigned region/s to obtain the best information and protection for UNICEF
  staff and operations: Ensure radio communication training is provided to security guards, drivers, wardens, and other UNICEF staff
  (including consultants and visitors) as required. Assist the establishment and maintenance of communication links with UNDSS CSA,
  ASC, SMT, DO and other FSCO in neighboring “safe haven” countries, as appropriate. Assist in the development and implementation
  of office security requirements for UNICEF and other UN agencies.
• Assist in the establishment and implementation of an access control mechanism (visitor/vehicle screening) for UNICEF and other UN
  premises. Assist in conducting office security surveys and make recommendations of physical security measures to the UNICEF
  Representative via SSO’s, and/or concerned agency head of office plus UNDSS CSA. Assist in the selection/supervision/training (both
  general and specific - e.g. fire safety, first aid) of UNICEF security guards and drivers. Ensure that fire safety precautions (fire
  extinguishers, smoke detectors, information signs etc.) are installed in all UNICEF premises.

• Conduct residential security surveys of UNICEF international staff and recommend physical security measures to the staff member
  (upon request also provide this assistance to national staff). Prepare justification for residential security measures, as required; Assist
   with appropriate and full investigation of death of a staff /family member under suspicious and/or unclear circumstances. Coordinate
   24-hour response to all security related incidents involving UNICEF staff and eligible dependants.

Minimum Qualifications and Experience Required
  University degree, or equivalent qualifications in the related field i.e. staff college qualified.  
At least 5 years progressively responsible professional work experience in security related tasks in multi-cultural surroundings in Sudan, requiring decision making at extreme levels would be an attribute.
At least 5 years progressive service in the military or police/law enforcement agencies, incorporating, threat assessments and data analysis would be an advantage. 
Fluency in English and another UN language as required. Knowledge of the local language of the duty station is an asset.
Remuneration An attractive package will be applicable at the relevant UN salary scale.
